He graduated from the U.S. Naval Academy in 1968 and from Destroyer School in 1971. He obtained a master’s degree in operations research in 1985 and attended the Harvard Business School’s Ad- vanced Management Program in 1991. VADM Mullen’s first assign- ment was aboard USS Collett, followed by duty aboard USS Blandy. In 1973 he assumed command of USS Noxubee and later served as Chief En- gineer aboard USS Fox. He was also Executive Officer aboard USS Sterett before tak- ing over as Commanding Of- ficer of USS Goldsborough. From 1992–1994, he served as Commanding Officer of USS Yorktown, and in August 1996, he served as Commander, Cruiser-Destroyer Group Two (George Washington Battle Group). His duties ashore have included Executive Assistant to the Commandant, USNA (1975–1978); Director, Division Officer Course, Surface Warfare Officer’s School (1987); Staff Assistant for Navy Programs, OSD (1989–1991); Director, Surface Officer Distribution Division/Surface Captain Detailer, Bureau of Naval Personnel (1994–1995); Head, Surface Warfare Plans/Programs/Requirements Division and later Deputy Director, Surface Warfare Division of the Office of the CNO (1995–1996); and Director, Surface Warfare Division (May 1998–Sep 2000). Mullen I am delighted to see so many friendly and supportive faces here at APL. If you remember nothing else from this morning, please remember how appreciative I am of all you do. I have the good fortune in this job to travel widely, and one of the most important parts of my responsibilities is being able to interact (although not as much as I’d like) with the people who are in the trenches, who really make things happen. I first had the pleasure of working with APL in 1984 when I wound my way into the Air Defense Department here working on a thesis on the Aegis weapon system, which I knew little about. APL immediately brought me in and helped me a great deal on operations research. That was a very positive experience, and it remains one for which I am still grateful. Some of you have been here for more than a couple of years, and some of you are relatively new. I want you to know how important this Laboratory is in our business. We would be in dire straits if we didn’t have the kind of support across the board that we’ve gotten from APL for many years. Please don’t underestimate the work that you do because it has made a huge difference, and I believe it will continue to make a huge difference for Surface Warfare, the Navy, and the nation for many years to come. I’d like to cover where I see the Navy going in Surface Warfare from a broad perspective, as well as address specific systems and some challenges that we face. I will be followed by RADM Rempt (see the companion article, this issue), who will focus a bit more on the combat systems side, which is the heart of what we do for a living. THE SURFACE NAVY IN THE 21ST CENTURY We developed a vision statement over the last several years (see insert). It’s actually a significant course change for us. It emphasizes the offensive side and a balance among dominating in the littoral battlespace with ships, systems, and people and in two other emerging mission areas: Land Attack and Theater Ballistic Missile Defense (TBMD). The Laboratory has spent a great deal of time on the Air Defense side, and TBMD is really an extension of that. We also have a lot of interest from the Marine Corps and the Army in providing long-term, precision, fire-support land-attack weapons and artillery support, so developments in those areas are extremely important and a great challenge for us. From a foundation of maritime dominance, we will ensure entry into the 21st century Joint battlespace through the twin missions of land attack and theater air dominance. More powerful shipboard lasers, which could become ready for installation in subsequent years, could provide Navy surface ships with an ability to counter a wider range of surface and air targets at ranges of up to about 10 miles. These more powerful lasers might, among other things, provide Navy surface ships with a terminal-defense capability against certain ballistic missiles, including the anti-ship ballistic missile (ASBM) that China is believed to be developing. The Navy and DOD are developing three principal types of lasers for potential use on Navy surface ships—fiber solid state lasers (SSLs), slab SSLs, and free electron lasers (FELs). The Navy’s fiber SSL prototype demonstrator is called the Laser Weapon System (LaWS). Among the most readily visible of the Navy’s recent IW operations have been those carried out by Navy sailors serving ashore in Afghanistan and Iraq. Many of the Navy’s contributions to IW operations around the world are made by Navy individual augmentees (IAs)—individual Navy sailors assigned to various DOD operations. The May 1-2, 2011, U.S. military operation in Abbottabad, Pakistan, that killed Osama bin Laden reportedly was carried out by a team of 23 Navy special operations forces, known as SEALs (an acronym standing for Sea, Air, and Land). The SEALs reportedly belonged to an elite unit known unofficially as Seal Team 6 and officially as the Naval Special Warfare Development Group (DEVGRU). The Navy established the Navy Expeditionary Combat Command (NECC) informally in October 2005 and formally in January 2006. NECC consolidated and facilitated the expansion of a number of Navy organizations that have a role in IW operations. The Navy established the Navy Irregular Warfare Office in July 2008, published a vision statement for irregular warfare in January 2010, and established “a community of interest” to develop and advance ideas, collaboration, and advocacy related to IW in December 2010.

    23 Oct 2015 Salvo Combat With Area Fire Michael J Armstrong THE SALVO COMBAT MODEL WITH AREA FIRE 1 Michael J Armstrong Goodman School of Business, Brock University St Catharines, ON, L2S 3A1, Canada [email protected] Abstract: This paper analyzes versions of the salvo model of missile combat where area fire is used by one or both sides in a battle. While these models share some properties with the area fire Lanchester model and the aimed fire salvo model, they also display some interesting differences, especially over the course of several salvos. Whereas the relative size of each force is important with aimed fire, with area fire it is the absolute size that matters. Similarly, while aimed fire exhibits square law behavior, area fire shows approximately linear behavior. When one side uses area and the other uses aimed fire, the model displays a mix of square and linear law behavior. Keywords: military; missile combat; salvo equations; Lanchester equations. 1. INTRODUCTION In battle it is desirable to have precise information about enemy dispositions. For example, consider a naval task force that encounters hostile warships in mid-ocean. Each side’s radar would presumably provide good information about enemy positions and allow accurate aiming of anti-shipping cruise missiles (ASCMs). This aimed fire scenario could appropriately be represented by the salvo model of missile combat developed by Hughes [7]. However, navies do not always have such precise information. Suppose the task force next approaches the enemy coastline and comes into range of their land-based defenses (e.g., truck-mounted ASCMs), as in [11].
