#memorydays2021 MEMORY DAYS 2021 On 19 – 26 February 2021 the sixth edition of MEMORY DAYS will be organized with a special focus on 30th anniversary of the fall of the dictator Hoxha’ statue, which symbolically means the fall of communist regime.

MEMORY DAYS is a project initiated by the Institute for Democracy, Media & Culture (IDMC) in partnership with the Konrad Adenauer Foundation (KAS) since 2016. During MEMORY DAYS 2021, in collaboration with other institutions, such as OSCE Presence in Albania, Austrian Embassy in Albania, PEMC, ISKK, Canadian Fund for Local Initiatives, kujto.al, former persecuted institutions etc., different activities will be presented for a wider public. MEMORY DAYS aim raising awareness of the Albanian society about the consequences of the dictatorship’s crimes and at strengthening dialogue about the past through debates, exhibitions, conferences, commemoration events, movie screening etc.

Prof. Oliver Jens Schmitt (born February 15, 1973 in Basel) is a professor of South-East European history at Vienna University since 2005. He is a member of the Austrian Academy of Sciences.

OPENING CEREMONY: MEMORY DAYS 2021

The 6th edition of MEMORY DAYS 2021 will be open on 19 February at the Rogner Hotel in the physical and virtual presence of partners, local and foreign actors working in the field of memory.

During the opening ceremony a keynote address about “Communism in Albania – Comparative Perspectives” will be delivered by Prof. Oliver Schmitt, Austrian historian. „Communism in Albania is often viewed either as a specific special case, and thus as exotic among the communist regimes; or the country is neglected in comparative studies on communism. The lecture explores the question of how communism in Albania can be incorporated into comparative analyzes and thus made more visible“, - Oliver Schmitt.

The ceremony will be hosted by IDMC and KAS and it is a public event, open via Facebook and Youtube to everyone who has an interest in the issue of dealing with the communist past.

PANEL DISCUSSION

30 Years After – How Much Do We Know the Communist Regime? Panel discussion with historians from Albania, Austria, Switzerland, USA. The purpose of this discussion is to reflect on the Albanian communism and the state of the art three decades after the fall of the regime. The experts Oliver Schmitt, Daniel Ursprung, Elidor Mëhilli, Idrit Idrizi and Valentina Duka will discuss the following questions: Which specifics and which commonalities can we notice in comparison to other socialist systems and which continuations and changes in relation to other periods of Albanian history? What results has achieved the historical research in these 30 years? What perspectives and approaches are needed to better understand communism? What topics deserve particular attention?

Venue: Scanderbeg Square (between Hotel Tirana & The National Museum), Tirana

The Open-Air Exhibition “The Fall of a Dictator” will be presented to the Albanian public from 19th until 26th of February. The exhibition follows with photographs and archival documents the history of the placement and demolition of the dictator's monument in the center of Tirana. Decisions to develop his cult, the rise of the dictator’s cult, the inauguration of the statue and then the protests after the student hunger strike, which led to the removal of the name of University of Tirana and the demolition of the statue. 30 years ago, this act marked the symbolic fall of the dictatorship.

DAY 3 MONDAY, FEBRUARY 22ND

December 2020 marked the 30th anniversary of the multi-party system establishment and the communist system disbandment in Albania. Our country has been through - ever since 1990 - a long complex transformation and reformation process, in an attempt to build a new system underpinned by the rule of law, free market economy, Euro-Atlantic integration and functional democracy.

The Konrad Adenauer Foundation and the Institute for Political Studies are organizing this scientific conference, which will focus on the debate on transition balance sheet, on the ratio between expectations in the 90’, capacities and tools available, as well as on outcomes and reflections on the verge of these three decades lapsing.

The findings and recommendations of the OSCE Presence’s study “Lustration in Albania, the past and the future” will be presented by the author of the study Mr Ilir Kalemaj. A roundtable to discuss the potential and the limits of lustration policies and their role as transitional justice mechanisms to foster democratization, good governance and rule of law will follow. International and Albanian academics will address the roundtable and lead the discussions. Ms Anja Mihr, international expert on transitional justice and Ms Merita Poni, Albanian expert on sociology will contribute with their peer-review of the study. Researchers, students, and academics are invited to be part of the event.

PRESENTATION OF THE VIRTUAL EXHIBITIONS Venue: Zoom

Many IDMC exhibitions or in collaboration with other parties will be accessible online for young people, teachers, researchers and anyone interested. The Institute for Democracy, Media and Culture is creating for the first time a space in the website “Obser- vatori i Kujtesës”: https://www.observatorikujteses.al/ dedicat- ed to virtual exhibitions.

During the years, IDMC has been showing to the wide public various national and international exhibitions such as: Communism in its time, Cold war, Postcard from the past, Propaganda during communism, Totalitarianism in Europe, Light beyond darkness etc. They have been a product of IDMC and partners such as: The Platform of European Memory and Conscience (PEMC), Federal Foundation for the Study of Communist Dictatorship in East Germany, German Historical Museum, The Albanian Central State Archive.

The global pandemic has highlighted the need for virtual exhibitions which can be accessed by everyone, anytime.

After the Virtual Museum of Tepelena’s Camp, ISKK realizes the second film project "Virtual Museum of Camps of ", which consists in the virtual reconstruction of the three terrible camps of Maliq (Vloçisht, Orman Pojan and Nishavec) through digital architectural techniques 3D. The script of this production is based on the stories of the survivors of these camps. ISKK presents the IX volume of the "Encyclopedic Dictionary of the Victims of Communism", which is one of the most important long-term projects of this Institute, as a database that includes all forms of political sentences, indictments and court decisions for each individual subject to persecution during the communist period.

DIGITAL MAP OF PLACES OF SUFFERING IN ALBANIA Venue: Zoom & IDMC Social Media Live

The interactive map under the domain name “hartaekujtesës.al” depicts prisons and internment camps in communist Albania from 1944 to 1991. The project aims to provide readers with a complete picture of the distribution of prisons and camps on Albanian territory, as well as their operation, torture or labor of prisoners. The graphic will be supplemented by data, photos and testimonies of former political prisoners or internees who suffered during the communist dictatorship in Albania. Additionally, this project should serve as a guideline for foreign scientists who are interested in the communist past of Albania. The digital map is a production of ‚kujto.al‘ foundation and KAS.

DOCUMENTARY SCREENING: “FROM SCANDERBEG TO ENVER HOXHA” Venue: Zoom & IDMC Social Media Live

The documentary "From Skanderbeg to Enver Hoxha" was shot by Austrian journalists in the years 1983-1984 in communist Albania. The author of this documentary, journalist Paul Lendvai, offers the public a panorama of the most isolated country in Europe at the time, the daily life and the propagandist attitude of the academic and political elites in support of the regime. The film crew was monitored all the time by Security staff, the shooting locations were clearly defined, as well as the characters chosen to speak. The documentary, however, offers a critical look at the Albanian dictatorship in the face of official propaganda. Paul Lendvai, was born in Budapest but has been living in Vienna since 1957. He is a very well known publicist, has a very long career as a journalist, correspondent for important Austrian media. The focus of his work has been especially on developments in Central and Eastern Europe. For his autobiographical book "Auf schëarzen Listen. Erlebnisse eines Mitteleuropäers" ("On the blacklists. The experiences of a European", Paul Lendvai was awarded the Donauland Prize in 1997).

DAY 6 THURSDAY, FEBRUARY 25TH

BOOK PRESENTATION: “ALBANIA UNDER COMMUNIST RULE 1944-1990 – TERROR ON KULAKS” Venue: Zoom & Live on KAS Social Media

The object of this publication by Xhafer Sadiku is to shed light on the political reforms that the state and the communist regime used on the kulak. Expropriations, extraordinary taxes, defamation, isolation, imprisonment, executions were tools for economic liquidation, political isolation and physical elimination. The study relies on sources from the Archive of the Albanian Labor Party, the Central State Archive, the Archive of the Ministry of Internal Affairs and the historical literature.

Study Presentation: “Kinostudio – Propaganda or National Heritage?” Albanian televisions continue to broadcast the films of Kinostudio "Shqipëria e Re", even though 30 years have passed since the fall of the communist regime. This study describes the most recent open debate on the issue, analyzes and elaborates it in order to give additional elements, and finally some conclusions and recommendations.

Study Presentation: “Propaganda and fake news spread in Albania during Covid 19 pandemic” & Manual Presentation: “Handbook Right after that, a study about “Propaganda and fake news spread in Albania during Covid 19 pandemic” will be presented. A huge number of disinformation materials have been found in Albanian media during 2020. It will be followed by a manual for teachers that can be applied in the classroom.

EVENT: COMMEMORATION OF THE 70TH ANNIVERSARY OF THE MASSACRE IN 26TH FEB’ 51 Venue: Zoom & Live on IDMC Social Media

At midnight on February 26, 1951, Twenty-two innocent intellectuals, among them Sabiha Kasimati, the first Albanian scientist, was executed on the shore of the River Erzen, buried in darkness and secrecy in a common grave. They were shot without trial, by decision of the Political Bureau of the Central Committee of the Albanian Labour Party, under the pretext of the so-called "Soviet bomb", a small amount of dynamite thrown in the yard of the Soviet Embassy in Tirana.

IDMC & ISKK will hold on online conference and deliver different messages in social media platforms about that day.

Presentation of an album containing artistic works and essays selected by young participants in IDMC competitions since 2015: “Born in the ’90-s” (2015), “Ask Your Grandparents” (2016-2019) and “30 Years with/out Democracy” (2020). These competitions have been initiated by IDMC aiming to raise awareness among young people and Albanian society on the importance of the past, because without knowing the past, the future cannot be secure.
