PLANNING PROPOSAL May 2017 BACKGROUND Capacity concerns The planning proposal addresses the growing student population in some areas of Riverside School Board. In the 2016-2017 school year: - 13 Kindergarten students were transferred from John Adam School due to lack of space. - At St. Lawrence School there has been a gradual increase of students, totalling 110 students over 7 years. - At William Latter School, a population growth of 53 students in the past two years has resulted in 19 of 20 classrooms being used. - At Mountainview School, there has been an increase of 39 students in the past three years, resulting in 13 of 14 classrooms being used. Consultation results In November 2016, Council proposed zoning changes to address these issues. During the consultation period between November 2016 and January 2017, the requests from Governing Boards, parents and Parents Committee were the following: 1. A delay to review the proposal in more detail. 2. For future Council’s planning proposals, a longer time for Governing Boards to review them. 3. Building extensions to the schools to accommodate additional students. 4. Minimizing disruption to students, specifically avoiding the transfer of students and avoiding having siblings in two schools. 5. One parent suggested moving Grade 6 students into high school. Council responses In response to these requests: 1. Council has delayed zoning changes until the 2018-2019 school year. 2. This new proposal will be put out for consultation in May 2017 with a public information meeting planned for October, Governing Board presentations to Council in November, and Council to adopt the proposal in November. This gives Governing Boards additional time to review the proposal. 3. Council has reviewed and discussed the requests for building extensions. However, the criteria required by the Ministry of Education (MEES) to have a building extension or new building is that a school must be full and there be no spare classrooms in any other school within 20 kilometres where students can receive the services they need. As the schools impacted by our rezoning proposal do not meet this requirement, Council will not pursue the option at this time. It is important to note that the preparation of a demand to the MEES for the financing of a school extension requires the involvement of numerous resources to prepare the proper documentations. In addition to the school board expertise from our Educational Services, Complementary Services and Material Resources Department, we would need the assistance of an architectural firm to prepare a functional and technical program (PFT) which cost approximately $10,000 per request in professional fees. Considering the fact that we could have up to 4 schools requesting an extension and that these requests have no chance of being awarded, Council is not prepared to re-direct sums and efforts from direct services to students to finance this option. 4. The following proposal works toward reducing student transfers and minimizing having siblings in different schools. 5. Finally, research was also conducted on the pedagogical and social impact of moving Grade 6 students into high school. There is little evidence that shows a positive impact on moving the students in this kind of model. The pedagogical structure of the Quebec Educational Program calls for: grade 6 in the elementary program, grades 5 and 6 being part of a same cycle, and daycare services continue to be offered at the grade 6 level. Furthermore, the potential negative social impact of moving 11-year-old children to high school was discussed. Given these factors, it was decided not to pursue this suggestion. Transportation will be provided. Students who will be attending John Adam in the 2017-2018 school year and are dual- zoned, may continue at John Adam or register at St. Lawrence. Transportation will be provided to either school. 2. Delson, north of route 1324 will be rezoned to St. Lawrence School for the English and French Immersion programs For students who will be attending John Adam Memorial School in the 2017-2018 school year and are rezoned ; a) Those entering grade 5 and 6 in the 2018-2019 school year will be “grandfathered” to John Adam and may finish their schooling there. Transportation will be provided for the 2018-2019 and 2019-2020 school years. Students may switch to their in-zone school, St. Lawrence, with transportation provided. b) Those entering grades 1-4 in the 2018-2019 school year will become “Special Status Out-of-Zone”. If they wish to continue at John Adam, they will be able to do so unless school capacity is reached. Transportation will be provided for the 2018-2019 and 2019-2020 school years provided there are available seats on the busses going through the area. Students may switch to their in-zone school, St. Lawrence, with transportation provided. c) As of the 2018-2019 school year, new students will be zoned to St. Lawrence. LAWRENCE SCHOOL ATTENDANCE ZONE5 1. All students currently zoned to the school will continue to be zoned to the school. 2. Part of La Prairie6 will be dual-zoned, offering the choice of attending St. Lawrence School or St. Jude School. Transportation will be provided. 3. “Les Peintres”7 area of St. Constant and St-Constant’s M section8 will be dual-zoned for the French Immersion program only, offering the choice of John Adam Memorial School or St. Lawrence School, transportation will be provided. 4. Delson, north of route 1329 will be rezoned to St. Lawrence School for the English and French Immersion programs. The “Pacific”11 area will be rezoned to Terry Fox School for the French Immersion program only. 2. The “Carignan”12 area will be rezoned to Mount Bruno School. Please note that there are some changes to the area being rezoned relative to the November 2016 zoning proposal. Those changes concern the Islands Aux Lièvres, Goyer and Demers and the sector of Carignan located north of route 112, but East of chemin Bellevue who are no longer rezoned. 3. The “Richelieu”13 and “St-Mathias”14 areas will be rezoned to Mountainview School for the English and French Immersion programs. Students who will be attending William Latter School in 2017-2018 and are rezoned; a) Those entering grade 5 and 6 in the 2018-2019 school year will be “grandfathered” to William Latter and may finish their schooling there. Transportation will be provided for the 2018-2019 and 2019-2020 school years.
