September 30 – October 1, 2010 Stockholm, Sweden September 30 – October 1, 2010 Stockholm, Sweden Welcome to Stockholm The First Ever European Green Capital Noise is a serious health problem in Europe. Road traffic is the predominant source of exposure in urban areas. As a basic measure in fighting noise, the City of Stockholm has monitored noise pollution since the early 1970s. Information about the current status of noise pollution is available in a data base, also containing information on protective actions and noise reduction measures. Our work against noise is one of the reasons why Stockholm was the first city to be awarded the European Green Capital title. To be successful in the future in delimiting noise exposure, more attention is needed to prevention of noise at the source, as well as to the city’s planning process. The City of Stockholm has taken part in research showing that people’s judgments of the soundscape in their homes greatly depends on factors like access to a ‘quiet’ side of the house or access to a ‘quiet’ sitting-out area. In addition, access to a ‘quiet’ recreational area within reasonable walking distance is of importance. This research shows that cities need to work in several ways, and not using noise abate- ment as the only strategy. Soundscape management can be a useful tool to achieve a more attractive and human city. We are proud to be a partner of this conference and to contribute in the exchange of experience between dif- ferent professions, and in introducing the soundscape approach to architects and urban planners. -

Chardoul The history of the Fourth Michigan Cavalry Regiment is traced in this study to further the already great wealth of material now covering the Civil War. Many general works on various aspects and phases of the war have been presented in books, monographs, and articles. However, no work has ever been published recently on some of the smaller fight— ing units of which the Fourth Michigan is a prime example. Works glorifying the Fourth have been written but I find them much too prejudicial to be of much value. An example of this apotheosis can be found in Joseph Vale, Minty and the Cavalry, where, at times, the truth was stretched to such an extent in order to exalt the brigade Minty led, that glaring contradictions appear--facts not verified in the foigial gecordg. The claims of extraordinary prowess made by Vale and other contemporary writers required substantia- tion. BEAUTIFUL NOISE Directions in Electronic Music www.ele-mental.org/beautifulnoise/ A WORK IN PROGRESS (3rd rev., Oct 2003) Comments to [email protected] 1 A Few Antecedents The Age of Inventions The 1800s produce a whole series of inventions that set the stage for the creation of electronic music, including the telegraph (1839), the telephone (1876), the phonograph (1877), and many others. Many of the early electronic instruments come about by accident: Elisha Gray’s ‘musical telegraph’ (1876) is an extension of his research into telephone technology; William Du Bois Duddell’s ‘singing arc’ (1899) is an accidental discovery made from the sounds of electric street lights. “The musical telegraph” Elisha Gray’s interesting instrument, 1876 The Telharmonium Thaddeus Cahill's telharmonium (aka the dynamophone) is the most important of the early electronic instruments. Its first public performance is given in Massachusetts in 1906. It is later moved to NYC in the hopes of providing soothing electronic music to area homes, restaurants, and theatres. However, the enormous size, cost, and weight of the instrument (it weighed 200 tons and occupied an entire warehouse), not to mention its interference of local phone service, ensure the telharmonium’s swift demise. Telharmonic Hall No recordings of the instrument survive, but some of Cahill’s 200-ton experiment in canned music, ca. 1910 its principles are later incorporated into the Hammond organ. More importantly, Cahill’s idea of ‘canned music,’ later taken up by Muzak in the 1960s and more recent cable-style systems, is now an inescapable feature of the contemporary landscape. -

The thesis is a historical analysis of Colonel John T. Wilder’s infantry brigade in the Tullahoma and Chickamauga campaigns of the American Civil War. In 1863 General Rosecrans, commander of the Army of the Cumberland, authorized Wilder to mount the brigade on horseback and rearm it with Spencer repeating rifles, giving the brigade unsurpassed mobility and firepower. -

O’Connell The Civil War featured several highly visible campaigns— Gettysburg, Vicksburg, and Chancellorsville to name just a few— that have been studied by generations of military leaders. While these certainly deserve the attention that has been afforded to them there are lesser known campaigns that also deserve to rise from anonymity. Failure doomed some of these to obscurity, but for one spectacular success failed to gain it the requisite amount of attention. The Tullahoma Campaign is rarely mentioned in any discussion of the campaigns of the Civil War, yet it was successful beyond the wildest hopes of the designer, Major General William Starke Rosecrans. The precursor of the Tullahoma Campaign was the fight for Murfreesboro, Tennessee at the beginning of 1863. This bloody, confused fight ended with the Army of the Cumberland in possession of the town but both sides were left staggering. Despite constant pressure from Washington to drive the Confederates from the area the Federal commander, Rosecrans, held his ground, rebuilt his battered army and established two preconditions before any offensive action would be taken. First it was necessary “to establish and secure a depot of supplies” to support his army. Rosecrans also insisted that he “organize an adequate cavalry force to combat that of the enemy” (which he considered “vastly superior”). With these priorities in mind Rosecrans continued the slow process of preparing for the summer campaign season.1 The Confederate commander, General Braxton Bragg, was also attempting to rebuild and refurbish his forces. -
