*According to the quota established by PASO, there will be a maximum of 80 female athletes in the artistic swimming competitions. Athletes may register for more than one event. Eight teams with a maximum of 9 (nine) athletes each (including one reserve) may participate in the team competition.

Twelve teams with a maximum of 24 athletes (no reserves will be allowed) may participate in the duet competition. As Host Country, automatically will qualify one team in each event.

Athlete Eligibility

Only NOCs recognized by PASO whose national swimming federations are affiliated with the International Swimming Federation (FINA) and the UANA Technical Artistic Swimming Committee may enter athletes in the 2019 .

Athletes must comply with PASO regulations and FINA rules. All athletes must be at least 14 years old on December 31st, 2019.

Athletes must possess the nationality of their NOCs when they registered. Nationality is determined according to PASO Regulations, Section IV, Item 3.

Athletes must have signed and submitted the Athlete Eligibility Condition Form.

Confirmation of Quota Places Once the quota allocation is completed, based on the system described in the table above, the Pan American Confederation will inform to PASO and NOCs/NFs the quota places obtained, by December 1st, 2018.

The NOCs/NFs must confirm to the Pan American Confederation the use of quota places obtained, no later than April 18th, 2019.

Reallocation of Unused Quota Places If any qualifying country fails to confirm its participation to the Pan American Confederation by April 18th, 2019, alternate NOCs, in qualifying order, will be approached to replace them.

The reallocation process will be completed by April 26th, 2019.

As Host Country, if not already qualified, Peru will automatically qualify one diver or one team to compete in each of the diving competition events, for the Lima . Such divers will not count in the calculation of Zone 1 divers under the Qualification System below.

According to the quota established by PASO, the maximum number of male and female diving competitors will be 70.

Each NOC may enter a maximum of eight divers comprised of men and women if entering teams in synchronized diving. NOCs not entering divers in synchronized diving will be allowed to enter a maximum of six divers.

Each NOC may enter a maximum of two divers per individual event and one team per synchronized event.

Athlete Eligibility Only NOCs recognized by PASO whose swimming National Federations are affiliated with FINA and the UANA, may enter competitors in the Lima 2019 Pan American Games.

To be eligible for participation in the Lima 2019 Pan American Games, a competitor must comply with PASO Regulations, FINA rules and must be entered by his or her NOC.

Divers younger than the age of 14 on December 31st, 2019, will not be permitted to compete at the Lima 2019 Pan American Games. (Eligible divers have been born in 2005 or earlier).

All competitors participating in the Lima 2019 Pan American Games must have a passport from the NOC with which he/she is registered.

Qualification System

NOCs may only send competitors to the 2019 Pan American Games who have qualified through the system established by UANA and FINA. The objective is to have the top ranked UANA divers within FINA compete at the 2019 Pan American Games. Those divers who have achieved a ranking within FINA may earn a quota position for their federation. In addition, at each of the CONSANAT Championships (Zone 1) and (Zone 2), divers from federations competing in such events may earn a quota position for their federations provided that the total number of divers from such Zones do not exceed 20 divers on all boards (including those who are ranked in FINA from such competing federations). Additional divers may qualify at such events but may be subject to Reallocation of Unused Quota Places outlined below.

Each NOC must submit a list with the names of the proposed divers to be registered for the Lima2019 Pan Am Games to UANA no later than April 15th, 2019. The UANA TDC will review the divers to ensure that they are the top ranked UANA divers within FINA or have qualified in accordance with the following events:

It is important to note that the quota positions for each of Zones 1 and 2 earned through FINA rankings will have priority and any diver from that zone ranked within FINA will count towards the minimum quota numbers for such Zone at its Zone qualification event.

Confirmation of Quota Places Following the completion of the quota allocation based on the system described above, UANA will advise PASO and NOCs/NFs the quota places obtained, by April 30th, 2019.

The NOCs/NFs must confirm UANA the use of quota places obtained, no later than May 15th, 2019.

Reallocation of Unused Quota Places

If the number of proposed divers exceeds the quota of 70, UANA will determine the qualified divers for the Lima 2019 Pan American Games according to the following priority ranking system:

a) Priority one — FINA World Ranking at the end of 2018. FINA World Ranking 2019 may be used to add divers not ranked in 2018. b) Priority two — Place finish in 2019 CCCAN Championships, CONSANAT Championships 2018, 2018 Central American Games, Canadian National Championships 2019, USA Pan American Team Trials 2019. c) Tiebreaker system — if a tie occurs, the following system will be used to break the tie: most number of top 12 place finishes in FINA events from 2017 to 2019. If there is still a tie, then the next ranking consideration is used: most number of top 12 place finishes in UANA events from 2017 to 2019. If there is still a tie, then the final ranking consideration is used: federations without competitors will be invited first and any further considerations will be determined by any head to head results, as interpreted by the UANA TDC in its sole discretion, specifically including 2019 CCCAN Championships provided all UANA federations in good standing are permitted to attend.

This process will be completed by June 15, 2019.

According to the quota established by PASO, there will be a maximum of 40 athletes for the open water competition: 20 men and 20 women. Each NOC may register a maximum of two athletes by gender.

Athlete Eligibility For the Lima 2019 Pan American Games, NOCs will only be permitted to enter athletes who have qualified in accordance with the qualification system established by FINA and UANA described below.

Athletes must have signed and submitted the Athlete Eligibility Condition Form. The minimum age required for open water swimming athletes is 14 as of December 31st, 2019 (born in 2005 or before).

Qualification System The qualification positions will be determined as follows.

Each zone will be responsible for the organization of its own qualification competition. Each zone must provide the UANA President, UANA Secretary Treasurer and the Vice Chairman of the UANA Technical Open Water Swimming Committee with a complete set of results, including the date and location of the qualification competition, as well as names of the qualifying athletes.

Zone I CONSANAT

Those NOCs whose athletes obtain the first eight places (per gender) in the qualification competition will qualify for the LIMA 2019 Pan American Games. If Peru does not have an athlete finish in the top eight places then their lead finisher representing Peru will be awarded eighth place. This qualification competition will be under control of FINA and Confederación Sudamericana de Natación (CONSANAT). The qualification competition will take place on October 31st, November 2nd and 4th, 2018, in Trujillo, Peru. Each Federation will be limited to two athletes per gender.

Zone II CCCAN

Those NOCs whose athletes obtain the first eight places (per gender) in the CCCAN (Central American and Caribbean Amateur Swimming Confederation) Championship will qualify for the LIMA 2019 Pan American Games. The qualification competition will take place in June 2019, with dates to be confirmed in 2018. Each Federation will be limited to two athletes per gender.

Zone III USA and Zone IV CAN

Canada and USA will each conduct their own internal processes and register up to two men and two women in each event. Any qualification competitions will be confirmed by UANA in 2018.

Confirmation of Quota Places UANA will inform PASO and the NOCs and the NFs of the number of quota places obtained, by June 20th, 2019. NOCs must confirm to UANA the use of quota places no later than June 24th, 2019.

Reallocation of Unused Quota Places Should vacancies become available, those slots will be allocated to the respective zone and will be filled based on the results of their qualification competitions.

This process will be completed by June 25th, 2019.

Qualification System

Qualification period: March 1st, 2018– April 30th, 2019. **

**The following competitions being held outside of the stated qualification date range are also specifically approved for qualification: 2017-Central American Games, , , 2018-UANA Swimming Cup, Coral Springs, Florida.

As Host Country, Peru automatically will qualify 18 male and 18 female competitors.

Each National Olympic Committee (NOC) may use proven swim times attained during the qualification period of those swimmers who have met the qualifying standards established by the Union Americana de Natación (UANA) for Lima 2019 Pan American Games at a competition recognized by the Federation Internationale de Natation (FINA) from the official list of approved qualifying competitions for the 18th FINA World Championships, Gwangju, Korea.

The priority order for qualification and selection into the Pan American Games will be:

1. All athletes who have achieved a A tie stadad see hat o page 5) will be invited to compete. For any NOC to enter two athletes in an individual event, both athletes from that NOC must have eualed o etteed the A tie stadad i that eet. 2. Universality athletes will be invited to compete. The universality rule applies to those NOCs that do ot hae athletes ith eithe a A o B ualifyig tie, o NOCs that hae o athletes seleted for the LIMA 2019 Pan American Games through the online selection process. These NOCs are entitled to have one male and/or one female athlete entered in the Pan American Games. Universality athletes will be selected separately by gender.

A NOC that has ualified oe sie ith eithe a A o B stadad tie ad has ee iited to compete, that NOC through the universality system may enter another swimmer of opposite gender through the UANA OME system. 3. Relay-only athletes will be invited to compete. NOCs entering relay teams may enter a maximum of two relay-only athletes per gender, as part of their team. Relay-only athletes will be considered as part of the per-team quota of 18 men and 18 women. 4. Athletes ho hae ahieed a B tie stadad see hat o page 5) will be invited to compete until the quota of athletes for the LIMA 2019 Pan American Games is met. If more than 26 spaces remain afte the additio of A ualifies, B stadad athletes will be selected by adding the next fastest B standard athlete to each event until less than 26 quota spots remain. Additional B athletes will then be added one at a time to individual events based on FINA point rankings until the quota of athletes has been achieved.

If a NOC has a athlete ith B ualifyig stadad, ut that athlete is ot iited to opete, the that NOC may be permitted to enter athletes via the universality rule (step 2, above).

Under the universality rule, each NOC is guaranteed an entry of one male and/or one female athlete, each of whom may enter a maximum of three individual events, without having a qualifying time for any event. Should an NOC not qualify any athletes during the selection process, it must identify which athletes are to be considered for the universality positions within the online meet entry system (OME). An NOC that enters universality athletes at the LIMA 2019 Pan American Games is not eligible to enter mixed gender relays and therefore cannot enter relay-only athletes.

Once a swimmer has qualified in at least one individual event and has been invited to the LIMA 2019 Pan Aeia Gaes as a A o B athlete, that athlete may enter and swim other individual events up to a maximum of five individual events, without having a qualifying time in those other events, provided that NOC has an opening in that specific event. The rule of maximum of two entries per event per NOC still applies, and these athletes cannot enter an event that already has one athlete from that NOC in that event uless oth athletes hae A ualifyig ties i that eet.

These additional events must be entered during the OME process described in this document, and no additional event entries will be allowed after the entry deadline.

Relays

Each NOC will be allowed a maximum of two relay-only swimmers per gender. All other relay participants must be entered in at least one individual event. Relay-only athletes are only eligible to swim in the relay(s) and will not be permitted to swim in any individual events. A relay only athlete must particpate in at least one relay.

Relay-only swimmers entered into the Pan American games must swim either in the heat or final of a relay event. Should a relay-only swimmer not compete, this will lead to the disqualification of the respective team. Further, if a relay-only swimmer does not compete in the heats of a relay in which the NOC fails to qualify for the finals, the relay will be disqualified. If a relay-only swimmer could swim in multiple relays, but does not compete in any for which he/she is eligible, the final relay for which he/she was eligible will be the relay that is disqualified.

If a relay-only swimmer is medically unable to compete, they may be excused from the requirement to participate in a relay. A member of the PASO Medical Commission or their Designee will be present at heats and finals and will be the independent physician empowered to make decisions about relay-only athlete participation.

The composition of a relay team may be changed between the heats and final of an event. An NOC that enters universality athletes at the LIMA 2019 Pan American Games is not eligible to enter mixed gender relays and therefore cannot enter relay-only athletes.

UANA Online Meet Entry System

Swimming entries to the LIMA 2019 Pan American Games will first be processed by UANA through its OME syste. The OME entry system opens at 12 noon (CT) on February 14th, 2019 and closes at 23:59 (CT) on May 16th, 2019.

Confirmation of Quota Places UANA will notify PASO and all NOCs by June 24th as indicated in the timetable below of athletes who have been selected to compete in the LIMA 2019 Pan American Games.

2020 Olympic Qualification The swimming competition at the LIMA 2019 Pan American Games will serve as a qualifying event for the Tokyo 2020 .

The total number of participants in the Pan American Games will be as follows:

• Recurve Women: 32 (8 teams and 8 individual archers). • Recurve Men: 32 (8 teams and 8 individual archers). • Recurve Mixed Team: As many mixed teams as countries which have qualified at least one man and one woman. • Compound Women 10 (individual only) from 10 different countries

• Compound Men: 10 (individual only) from 10 different countries • Compound Mixed Team: As many mixed teams as countries which have qualified one man and one woman. A minimum of five mixed teams (including the host country) will be ensured in the first qualifier.

2. NUMBER OF PARTICIPANTS PER COUNTRY

The maximum number of participants for a country is eight. Six recurve and two compound. 3. NUMBER OF RECURVE TEAMS

There is a maximum number of recurve teams in each gender: 8. The eight teams need to qualify in either one of the two qualification tournaments. It will not be possible to complete a team with three individuals, because the maximum number of individual places a country can win is two. 4. SPOTS FOR THE HOST COUNTRY: As the host country, Peru will have one position in each of the individual categories, without needing to win them in a qualifier. In order to win a second individual spot in a recurve category and therefore have two positions in this category, Peru will need to qualify one spot in either of the two qualifiers. To be able to compete in the recurve team events at the Pan American Games, Peru will need to qualify as a team in either one of the two qualifiers under the same conditions as the rest of the WAA Member Associations.

5. QUALIFICATION TOURNAMENTS

There shall be two qualification tournaments

1. The Pan American Championships in Medellin, Colombia, on August 14-19, 2018

2. A second Qualifier to be held in Santiago Chile on April 2nd – 9th, 2019.

their countries in the first qualifier cannot enter the special Match Play in the second qualifier.

Reallocation of Unused Quota Places If necessary, the WAA will reallocate unused places to the athletes of countries that where enlisted as substitute after the second qualification tournament.

This reallocation would be done by the May 1st, 2019. The NOCs that receive the assigned quota unused will confirm to the WAA their acceptation before May 10th, 2019.

Athlete Eligibility

Only the NOCs recognized by PASO and their respective National Athletics Federations affiliated to the IAAF /APA, may register competitors in the Lima 2019 Pan American Games.

The NOCs can only enter athletes in the Lima 2019 Pan American Games that have qualified according to the qualification system that has been established by the IAAF and APA.

Male and female athletes that will compete in Marathon and the 50K Race Walking event must be at least 18 years old by the December 31st, 2019.

For the other events, the competitors must be at least 16 years old by the December 31st, 2019.

Qualification System

Each NOC will be able to enter a maximum of two (2) athletes in each individual event under the following conditions: a) That they have placed first in the following competition and Games:

- – ODESUR – 2018; - Central American and Caribbean Games – CACSO – Barranquilla 2018; - The NACAC Senior (open) Championships – , 2018.

In the above case, it is not necessary that the athletes meet the minimum qualification mark; the decision to enter or not the athletes in these conditions corresponds to their respective NOC. b) The Technical Delegate and APA will establish a maximum quota of competitors per individual event, who must have met the minimum qualifying mark listed below. This qualifying mark must have been obtained between January 1st, 2018 and midnight (Peru Time) of June 26th, 2019. c) At the end of the deadline indicated above, in cases where the number of athletes that have qualified is lower than the established quota per event, the Technical Delegate will invite other athletes until the quota is met, based on the Pan American Area rankings from January 1st thru June 26th, 2019. The TD will then inform the respective NOCs of the athletes that have been invited.

For the 4x100 and 4x400 Relays of both genders, national teams will automatically qualify, based on the following regulation:

The teams should have finished in the top two places in the following Competitions and/or Games:

- South American Games – ODESUR – Cochabamba 2018; - Central American and Caribbean Games – CACSO – Barranquilla 2018; - NACAC Senior (Open) Championships – Toronto, 2018.

The Technical Delegate and APA will invite national teams until the quota of 12 teams per relay is completed, based on the Pan American Area rankings from January 1st thru June 26th, 2019 and will inform the corresponding NOCs accordingly.

Each invited NOC may enter a maximum of 2 (two) competitors to participate only in the relay(s). The other four (4) members of each relay team, to complete the six (6) members of the 4x100 and 4x400 male and female relay(s) must be registered in an individual event.

The principles of universality, parity and equity will be observed.

As host country of the 2019 Pan American Games, Peru will automatically qualify one (1) athlete for each event for which it does not have any athlete already qualified.

The fact that an athlete automatically obtains the minimum mark does not qualify him/her for the Lima 2019 Pan American Games. The athlete would only fulfill the mark that will be used as a base to achieve the quota established per event.

For all the results and marks to be validated and accepted they must comply with the following:

a) The results and marks must be achieved during competitions organized or authorized by the IAAF, its Area Associations (NACAC/Consudatle) or member federations. Therefore, results and marks achieved in university and/or school competitions must be certified by the national federation of the country where the competition was held (See below regulations for the Marathon and Race Walking Events).

b) The results or marks must be achieved in an official competition held under the current IAAF Rules.

c) The results or marks achieved in mixed events (please refer to Rule 147 of the IAAF) will only be accepted under the following circumstances: For all field events and running events of 5,000m or more held inside the stadium, the results will be the following: • Results or marks achieved in national competitions will be accepted automatically. • They will be only accepted with the approval of the Area’s Association and if they have been achieved in competitions held under Rule 1.1 (i) and (j) of the IAAF. • Results or marks will not be accepted if they have been achieved in competitions held under Rule 1.1 (a) and (h) of the IAAF. • Results achieved in competition outside the stadium (marathons and race walking events) will always be accepted, if the circuit or route has been certified by an IAAF Certified Measurer.

d) No Wind Assisted results or marks will be accepted.

e) Manually timed results achieved in the following events will not be accepted: 100m, 200m, 400m, 800m, 1,500m, 110m/100 m hurdles, 400m hurdles, and 4 x 100m y 4 x 400m relays.

f) Field events results achieved in indoor tracks, as well as of 200m races or longer, will be accepted.

g) No results in 200m races or longer achieved in oversized tracks (larger than 200m) will be accepted.

h) Results and marks in Race Walking events of 20,000m and 50,000m achieved on the track will be accepted.

Marathons Only marathons races that comply with the following criteria will be valid and accepted for participation:

a) The route or circuit should be measured prior to the race by an international road race measurer with an A or B certification from the IAAF/AIMS.

b) The measurement certification must have been established no more than five years before the race.

Marathons held in competitions organized under Rule 1.1 a), b), c), f) and g of the IAAF will not be included in the list; however, the results and marks will be valid for achieving the minimum marks for participation.

Race Walking Events Results and marks achieved in international race walking competitions under Rule 1.1 (a), (b), (c), (d), (l), (f), (g), or (j) of the IAAF will be valid and the minimum marks will be accepted for participation as long as the following conditions and criteria are always observed (when applicable):

a) The circuit or route must have measured by and international measurer of routes events with an A or B certification approved by the IAAF/AIMS. b) There should be a minimum of three international race walking judges in the competition.

Confirmation of Quota Places

APA will confirm to PASO and the NOCs the places they have qualified by June 26th, 2019.

The NOCs will confirm to APA the places they will use by June 26th, 2019.

According to the quota stablished by PASO, there will be a maximum number of eighty-eight (88) Male and Female competitors in the Competition; Forty-Four (44) Female athletes and Forty-Four (44) Male athletes. Each NOC may register a maximum of four (4) men and four (4) women to participate, provided each has qualified in accordance with BWF and BPAC requirements. If at the end of registration period the total number of participants is over the maximum limit stablished by PASO of forty-four (44) men and forty-four (44) women, BPAC will determine a maximum quota for each country as well as the total number of athletes who will be able to participate. Each NOC may register a maximum of three (3) players for Singles events and two (2) pairs for the Doubles events.

Athlete Eligibility Each NOC who is an associated member of BWF and BPAC will have the right to participate with a minimum of one (1) player in the Badminton Competition of the XVIII Pan Am Games LIMA 2019.

Confirmation of Quota Places a) Country ranking is determined by adding up the points of the highest ranked player/team from eah outry i the Me’s sigles, Woe’s sigles, Me’s Doules, Woe’s Doules, ad Mixed Doubles. (a maximum total from the five rankings) using the February 28 (week #9), 2019 BWF World Ranking. The higher the number of total points, the higher the country ranking.

b) The allocation belongs to the country and not to the athlete individually. Each NOC can develop its own procedure to select its competitor(s) to participate in the Badminton competition. To be entered, each competitor must also be eligible to participate in the XXVIII Pan Am Games LIMA 2019.

c) Depending on the number of countries that actually enter players in the XVIII Pan Am Games, BPAC has the right to adjust the participation levels up (where there are less than forty-four (44) entries per gender in the initial allocation) or Pan Am Games Lima 2019 Qualification system down (where there are more than forty-four (44) entries per gender in the initial allocation) to reach the athlete quota, that is, forty-four (44) men and forty-four (44) women.

d) BPAC will inform PASO and National Federations the places assigned to each NOC by March 4th, 2019.

e) PASO will inform to NOCs the quota places assigned for Badminton Competition.

f) The NOCs will confirm to PASO and BPAC the use of the places assigned by March 18th, 2019.

Reallocation of Unused Quota Places

In case the quota of forty-four (44) men and forty-four (44) women are not filled in the initial location, additional spots will be allocated as follows: Beginning with the 4th ranked country (three (3) or less entries), each ranked country, in rank order will be allowed to enter one (1) additional man and/or woman until the filled is full or all countries have been offered and additional player, whichever comes first. If the field is still not full, then the process will repeat itself until the field is full, with each country limited to four (4) men and four (4) women entries. This process will be completed by March 20th, 2019.

Athletes Eligibility For participation In Lima 2019 Pan American Games, athlete must comply with the Lima 2019 Pan American Games Regulations and International Federation Rules and should be subscribed by their NOC.

Copetitor’s atioality. Any athlete that participates in the Pan American Games LIMA 2019 must possess the nationality of the country of the NOC that inscribed the athlete. Athletes must have signed and submitted the Athlete Eligibility Condition Form.

Qualification System The qualification system for the Pan American Games will consist in only one stage, which will be disputed at regional level as follows:

Confirmation of Quota Places The IFBB will confirm to PASO and NOCs the places that have qualified, by February 15th, 2019. The NOCs will confirm to the IFBB the places they will use before March 15th, 2019.

Reallocation of Unused Quota Places If necessary, the IFBB will reallocate unused places to the countries whose athletes are closer to the qualify punctuation established.

The NOCs that receive the reallocation will confirm the use of the reallocation places.

This process will be complete by April 15th, 2019.

Athlete Eligibility Only NOCs recognized by the Pan American Organization (PASO) and whose National Federation is a member of the International Federation (World Bowling) and American Zone – Pan American Bowling Confederation (PABCON) may enter competitors in the Lima 2019 Pan American Games.

Athletes must have signed and submitted the Athlete Eligibility Condition Form.

Athletes must be at least 15 years old by January 1st, 2019.

Qualification System The PABCON Executive Board decided we will proceed as follows:

Each Pabcon member country will choose 2 competitions in which they will take part and ONLY those 2 competitions will be used to qualify for Lima 2019.

Due to the fact that Canada and the USA do not participate in the Central American and Caribbean Games (CAC) and the South American Games (ODESUR), official competitions of the Olympic cycle, they will only have the opportunity to qualify in Pabcon´s official competitions. Thus, we will limit all countries to just 2 competitions in order to be fair and give equal opportunities.

Any discrepancy or dispute on the process that we may have throughout said process will be solved by the Executive Board and will be informed on due time.

Confirmation of Quota Places PABCON will confirm to PASO and NOCs the places that have qualified, by April 1st, 2019. NOCs will advise PABCON the places they will use, by April 15th, 2019.

Confirmation of Quota Places The qualification quota is allocated to the individual athlete by name and not to his/her respective NOC.

AIBA will confirm to PASO, AMBC and NOCs the name of the athletes who have gained a qualification place by May 6th, 2019

The NOCs will then have (2) two weeks to confirm by official letter to AIBA and the American Confederation the places they will use.

Confirmation of Host NOC Quota Places The Host Country must confirm to AIBA, in a form of an official letter, the use of the Host Country places within 48h after the conclusion of the AMBC Elite Confederation Championships 2019.

Reallocation of Unused Quota Places If necessary, AIBA will reallocate unused places (from both qualification and Host NOC quotas) until June 17th, 2019 according to the remaining ranking order of the Qualification Tournament.

The NOCs with reallocated quotas should confirm within (1) one week by sending an official letter to AIBA and to the American Boxing Confederation if they accept them.

This process will be completed by June 24th, 2019.

Host Country Representation

The Host NOC must compete in the event they wish to qualify, at the 2019 Pan American Championships in order to guarantee their Host Country Athlete Quota for the 2019 Pan American Games.

Should the host NOC not manage to obtain an athlete quota place in the respective events, it will still be entitled to receive quota places in the following events.

In case of no fulfillment of the 34 Athlete quotas in Canoe Slalom, the unused quotas will be obtained by K1W, C1W, K1M and C1M boats, with repetition of this order until all unused quotas are fulfilled or there are no K1W, K1M or C1M boats left to obtain quotas.

In case of no fulfillment of 10 athlete quotas in Extreme Canoe Slalom, the unused quotas will be obtained by K1W, K1M boats with repetition until all unused quotas are fulfilled. The President of COPAC in coordination with the COPAC Canoe Slalom committee will allocate the eaiig uotas to the est of the NOC’s aodig to thei pefoae y May 15th, 2019 The placement of unused quotas will follow the order of alternate preference between K1W, C1W, K1M and C1M.

Tripartite Commission Invitation Places ONE (1) Tripartite Place will be available in Canoe Slalom. This place will be attributed to a Canoe Slalom athlete. Pan American Canoe Sprint Championship, September 13th – 16th, 2018; Dartmouth NS; Canada

Qualification Regatta Program Essentials:

• K4 qualification races will be completed on the first day of the 2018 Pan American Qualification Regatta and before any heats take place in K2 qualification races. • K2 and C2 qualification races will be completed on the second day of the 2018 Pan American Qualification Regatta and before any heats take place in K1 or C1 qualification races. • K1 and C1 qualification races will be completed on the third day of the 2018 Pan American Qualification Regatta. • Qualification Regatta program will be based on the premise of 8 lanes Finals.

NOCs qualify directly by placing from 1st to 6th in the regatta, depending on the event (see table above).

Qualification will be based on the following principles:

1. An athlete may only participate in the qualification of one boat for his/her country. 2. If an athlete is member of a boat that qualifies in K4, he/she may not compete in a boat seeking to qualify in K2 or K1. 3. If an athlete is a member of a boat that qualifies in K2, he/she may not compete in a boat seeking to qualify in K1.

4. If an athlete is a member of a boat that qualifies in C2, he/she may not compete in a boat seeking to qualify in C1. 5. If a country qualifies in Men K4 500m, the country is obligated to compete in Men K1 1000m, Men K2 1000m, Men K1 200m. 6. If a country qualifies in Women K4 500m, the country is obligated to compete in Women K1 500m, Women K2 500m, Women K1 200m. 7. If a country qualifies in Men C2 1000m, the country is obligated to compete in Men C1 1000m, even if qualifies no other athlete in that event. 8. If a country qualifies in Women C2 500m, the country is obligated to compete in Women C1 200m, even if it qualifies no other athlete in that event. 9. Subject to the above rules, the countries that finish in the top five or six positions [depending on the event] in Olympic events at the 2018 Pan American Qualification Regatta will qualify for the 2019 Pan American Games. 10. If the boat of a country that finishes in the top five/ six positions [depending on the event] in an Olympic event at the 2018 Pan American Qualification Regatta includes an athlete who has already qualified a boat for his country in another event, that result will be invalid and the qualifying boat will be the next highest positioned boat in that event. 11. Every country that competes at the 2018 Pan American Qualification Regatta and that does not qualify an athlete for the 2019 Pan American Games will be eligible for one wild card place, up to a maximum of 5 places. 12. Wild card places will be determined according to the highest placed finishes of non-qualifying athletes from non-qualifying countries who participate in the 2018 Pan American Qualification Regatta. 13. If any wild card places remain, they will be distributed at the discretion of President of COPAC in coordination with the COPAC based on the results of the 2018 Pan American Qualification Regatta.

Reallocations of Remaining Quotas • After the adjustments of participation to the number of 16 eligible athletes by each NOC to these Games, the President of COPAC in coordination with the COPAC CSPC will deliver the remaining quotas to the rest of the NOCs according to their performance. • The remaining quotas, after the qualification and the composition of the teams of up to 16 athletes will be distributed in accordance with the following methodology considering the need of development that the COPAC determine. Note: Only the NOCs that participate at the 2018 Pan American Canoe Sprint Championship will receive remaining quotas.

• Each NOC would receive only one remaining quota. • The remaining quotas will be allocated essentially to reinforce the participation in the categories Canoe; Women and Men.

The distribution of the remaining quotas will be held immediately after the 2018 Pan American Canoe Sprint Championship, with the following criteria: • The hat "Quotas Suay ill deteie the uatity of the eaiig uotas fo eah eet. • The remaining quotas will be separately allocated in each event. • The distribution will be based on the following principles:

Women Canoe: C2 500m & C1 200m rotating until the quotas will be completed. Women Kayak: K4 500m, K2 500m, K1 200m and K1 500m: rotating until the quotas will be completed. Men Canoe: C2 1000m & C1 1000m rotating until the quotas will be completed. Men Kayak: K4 500m, K2 1000m, K1 200m and K1 1000m rotating until the quotas will be completed.

If the remaining quotas are an odd number and at the moment of the distribution is a double boat, the quota will be allocated to the following individual boat, in the order of the chart where the principles are established (see chart attached).

After finishing the ranking of one category if there would still e eaiig uotas, the Pesidet of COPAC ith the assistae of the COPAC Canoe Sprint Committee, keeps the right to deliver those quotas to other categories.

Host Country Representation If the host NOC (Peru) does not directly qualify in any events at the qualification regatta, it will be allocated a quota in at least one event provided the host [Peru] participates in the 2018 Pan Am Sprint Qualifier Competition. This quota will be One of the 5 Wild Card places that are available to all Federations who do not qualify directly through the competition. [See Point 11 of this document]. The available spaces corresponding to that event would be decreased accordingly for the other participating NOCs.

Confirmation of Quota Places The International Golf Federation (IGF) technical delegate shall confirm places to PASO and the NOCs by no later than Friday May 17, 2019. Athlete eligibility

Athletes must have signed and submitted the Athlete Eligibility Condition Form and should have a FIG License that is valid until the end of the event.

Me’s athletes must be eighteen (18) years of age or more in 2019. Woe’s Artistic Gymnastics athletes must be sixteen (16) years of age or more in 2019.

Qualification System The places are given to the NOCs not to the athletes.

In the case of the host NOC not having a gymnast as per the qualification system, the Organizing Committee for the Games will award additional places not already announced. However, to be able to award additional places, the host country should compete in the qualifying event (Senior Pan American Championship 2018).

Reallocation of Unused Quota Places A priority order has been established to grant the places not fulfilled, once the NOC has confirmed their participation:

1. If the reallocation process is for a full team allocated for the countries ranked 1–8, the next NOC in line from the results of the qualification will be invited to compete with a full team. 2. In the case where an NOC qualifies with a full team and confirms less than three gymnasts, that NOC will be placed in the pool of NOCs competing with individuals and will be entitled to compete with maximum two gymnasts, exchanging the place of the next complete team. 3. If the reallocation process is for individual positions allocated for NOCs ranked 9–13, the next NOC in line from the results of the team qualification will be used to appoint a new country with individual qualification.

4. For other positions not used, the placing will be allocated as per the following: • Individual gymnasts (maximum one per NOC) to recognize all NOCs participating in the Senior Pan American Championships. • A third gymnast from NOCs qualified in positions 9–13. • A fourth gymnast from the NOC qualified in 9th position. • A fifth gymnast from the NOC qualified in 9th position. • A fourth gymnast from the NOC qualified in 10th position, and so on.

NOTE: For all cases not specified earlier, the technical committee will decide with the approval of PAGU. If necessary, the Pan American Gymnastics Union will confirm the reallocation of quota places no later than March 1st, 2019.

Reallocation of Unused Quota Places A priority order has been established to grant the places not fulfilled, once the NOCs have confirmed their participation. The gymnast of the next best ranked country in the 2018 Pan American Gymnastics Championship will secure a place for his/her NOC in the Lima 2019 Pan American Games.

If necessary, the Pan American Gymnastics Union will confirm the reallocation of quota places no later than March 1st, 2019.

General rules The events in the Lima 2019 Pan American Games will be held according to the current PASO Statute and the International Handball Federation’s Regulations that are in force during the Games. Cases not foreseen in the above mentioned Regulations will be solved as follows:

Two (2) athletes will qualify through ODECABE Games in Barranquilla 2018. Two (2) athletes will qualify through the ODESUR Games Cochabamba 2018. The gold and silver medalists of each category from all countries of the region, except Colombia and Venezuela, will qualify through the ODESUR Games. This is due to the fact that athletes from those countries will qualify through the ODECABE Games.

For the North American Region a qualifying event will be organized between the USA, Canada and Mexico to qualify one (1) athlete per category.

The two remaining athletes to complete (8) per individual category plus (30) athletes, 15 men and 15 women of Team Kata, will qualify through the Pan American Championship, to be held in March 2019 in a country to be determined. This qualifying event will be a based on straight elimination, in which only the two (2) finalists will qualify. In this event only the countries that do not have qualified athletes in these categories will be able to participate. In Team Kata the 1st, 2nd, two 3rds and 5th of the Chapio’s lie will qualify.

Peru, as host country, will have the right to enter two (2) athletes by event minimum to ensure their participation in the individuals and relays events.

Confirmation of Quota Places Following the completion of the quota allocation based on the system described above, the Pan American Confederation (PC) will notify PASO and each NOC/NF of the number of quota places that have been obtained by December 15, 2018.

Qualifying Tournaments In each of these three tournaments the country that finishes first in each event will qualify. For example, an NOC that finishes first in men’s singles (accumulated score of singles and doubles) in the Bolivarian Games, will automatically qualify for a spot in the men’s sigles eet at the Lima 2019 Pan American Games.

As Host Country, Peru automatically qualifies for each event. If Peru finishes first in a qualifying tournament, the second-ranked NOC would then qualify. In case that a country has already qualified, the next-ranked NOC would then qualify.

PARC Pan American Championship 2019, April 2019 (site TBD) – This is the last qualifying event; the rest of the places will be allocated and quotas will be assigned to each NOC.

Entry Quotas 1. The National Olympic Committee (NOC) is the organization in each Pan American country recognized by the International Olympic Committee (IOC) as responsible for in that country. The Member National Authority (MNA) is the organization in each Pan American country recognized by WORLD as the national governing body for the sport of sailing.

4. The total number of 148 athletes includes 15 from the host NOC and 133 from the other PASAF member NOCs.

Athlete eligibility 1. A competitor may qualify an NOC for the 2019 Pan American Games only when eligible to represent that NOC under IOC rules. Nationality rules apply to all members of the crew.

2. Once a competitor has qualified an NOC in any event he or she may not thereafter qualify another NOC, irrespective of any change in their nationality as defined by the IOC, or their ability to claim multiple citizenships.

3. All competitors must be at least 15 years old in the year of the Pan American Games.

NOC Qualification 1. The host country will automatically qualify one boat place in each of the ten Pan American sailing events.

2. The best-ranked NOCs in each of the relevant events at designated Qualifying Regattas will qualify one boat place per event according to the quotas presented in the table Quota per Event and the number of places per regatta in Qualification System Section. NOCs that have already qualified in a previous qualifying regatta will not be considered.

3. Fo puposes of NOC ualifiatio i e’s ad oe’s eets - RS:X (men), RS:X (women), Laser Standard (men), Laser Radial (women) - men and women shall be scored separately in regattas where men and women race together.

4. Once a competitor has qualified an NOC in any event he or she may not thereafter qualify the NOC in another event.

5. Class Rules requiring competitors to be members of Class Associations shall apply.

6. Competitors intending to qualify an NOC in a LIMA 2019 event designated as MIXED in the table Quota per Event will be required to compete as MIXED in the Qualifying Regatta. The NOR for the regatta shall include an article confirming this requirement for eligibility for purposes of qualification.

Qualifying Regattas 1. Athletes from a minimum of three countries must compete in the relevant event at a Qualifying Regatta for it to be considered valid.

2. If a designated Qualifying Regatta is cancelled or fails to meet the requirement for a valid series, the places will be divided among valid regattas for the relevant event(s) in a proportion determined by the Qualification Committee. The Qualification Committee will attempt to maintain continental balance in the selection of alternate Qualifying Regattas.

3. The Notice of Race of Qualifying Regatta shall be reviewed and approved by PASAF at least seven (7) months before the event.

4. The Notice of Race of a Qualifying Regatta shall specify the following: a. That for purposes of country qualification for the 2019 Pan American Games, the Qualifying System and Regatta Schedule, Sailing - 2019 Pan American Games, Lima, Peru shall apply. b. That all events designated as qualifiers for the Pan American Games shall follow the formats specified for those events in the table Quota per Event of this document. c. That competitors intending to qualify a country in a LIMA 2019 event designated as MIXED in the table Quota per Event will be required to compete as MIXED in the Qualifying Regatta. d. That a competitor may qualify a country for the 2019 Pan American Games only when eligible to represent that country under IOC rules, and that the IOC Nationality rules shall apply to all members of the crew. e. That Class Rules requiring competitors to be members of the relevant Class Associations shall apply. 5. The Principal Race Officer (PRO) for a Qualifying Regatta shall be certified as a International Race Officer (IRO). Requests for replacement of the international Race Officer with a nationally certified Race Officer must be submitted for approval by PASAF at least 30 days prior to the start of the regatta.

6. The Protest Committee for a Qualifying Regatta shall be constituted as an International Jury in accordance with Appendix N of the 2017-2020 Racing Rules of Sailing. The Notice of Race and the Sailing Instructions shall specify that the right of appeal is denied, as per RRS 70.5.

7. The Qualifying Regattas for each event of the 2019 Pan American Games and the number of boat places allocated to each regatta are listed in Qualification System Section of this document.

8. Qualifying Regattas shall not be held before October 15, 2017. All Qualifying Regattas shall be completed by March 31st, 2019.

Confirmation of Quota Places

Reallocation of Unused Quota Places Unclaimed boat places will be allocated by the qualification committee as follows:

1. The first available places in a particular event will be allocated to the next eligible NOC in the last qualifying regatta for that event. 2. Remaining places will be allocated to the next eligible NOC in a previous qualifying regatta for that event. 3. Additional remaining places may be allocated by the qualification committee on the basis of results in other regional games and class championships, the WS World Ranking List (if applicable), overall results in the Qualifying Regattas and continental balance. 4. The qualification committee may reallocate places from one event to another, if appropriate.

Athlete Eligibility Athletes must have signed and submitted the Athlete Eligibility Condition Form. All participants must be at least 16 years old in 2019.

Qualification System • PASO approved 256 quota places for Lima 2019. • Quotas will be awarded at the South American Games in Cochabamba, the Central American and Caribbean Games in Barranquilla, and the Americas Shooting Championship in . These events will be held in 2018. • Quotas will be awarded according to the competitions program and in sequence. • An athlete may earn only one quota. If the athlete repeats in another event in a position with quota, this participation quota will pass to the next eligible shooter in that event. • Athletes that are awarded a quota can participate in other events, as long as their National Federation doesn’t exceed the limit of 2 (two) athletes per country. No quota places will be awarded for Mixed Couples events in Air Rifle, Air Pistol and Trap. The Federations must use their individual qualified athletes for Mixed Couples events. • Quotas should be used on the events for which they were awarded or change it for another event of the same discipline. However, quotas may not be transferred to another discipline such as pistol to rifle. (For example, a federation may reassign a men´s skeet quota to women´s trap). This protects the discipline´s integrity and recognizes that countries may have separate rifle / pistol/ and shotgun federations. • The host country of the Pan American Games is eligible to earn competition quota in addition to the six (6) designated host country quotas (two per discipline) with the maximum of two athletes per event. • Unused quotas awarded must be returned to the CAT President to be redistributed as soon as possible but not later than 90 days before the Opening Ceremony of the Games.

Wild Cards • Federations must submit the Wild Card quota application. This will be reviewed and awarded by the CAT President. Priority will go to the federations that have not earned a quota, their participation in official events of the ISSF and their performance criteria. The application form will be available in the CAT´s website. • Applications must be submitted by January 31st, 2019. • Wild cards will be distributed by February 28th, 2019.

Confirmation of Quota Places CAT will establish a list of quota places obtained by each NOC by discipline and gender after the completion of all qualification events, and will advise PASO and NOCs by December 15th, 2018.

Athlete Eligibility

Athletes must have signed and submitted the Athlete Eligibility Condition Form and their Spin number of the World Federation (WSF).

Only NOCs recognized by PASO, whose Squash National Federations are members of WSF and the Pan American Squash Federation (FPS), will be able to register athletes in the Squash competition for the Lima 2019 Pan American Games.

If they are recognized by the FPS, the associate members recognized by PASO may also participate.

Confirmation of Quota Places The PSF will confirm to PASO and the NOCs the places they have qualified for, by December 1st, 2018.

The NOCs must confirm to the PSF the places they will use by January 30th, 2019.

Reallocation of Unused Quota Places In case of resignation or vacancy, the PSF will reallocate unused places based on the results of the qualification event before February 1st, 2019.

The NOCs that receive the reallocated places should confirm to the PSF their acceptance. This process will be completed by February 28th, 2019.

Athlete Eligibility Athletes must have signed and submitted the Athlete Eligibility Condition Form. Athletes of both genders born before or in the year 2004 will be able to participate. All participants must have a valid passport with nationality from a country in the Americas. All events have gender equity, that is, the same quota for men and women.

Pre-Qualifying Stages These stages are defined as annual rankings, which give to the best placed athletes in the ranking of the year the opportunity to enter the qualifying stages in better seeding or position for the preparation of the series for the next event, until the main qualifying event.

Qualification is individual; athletes that have already classified by different events will transfer their quota to the next best positioned athlete in the PASA ranking. The number of qualifiers per country will be determined according to the 2018 PASA GAMES ranking.

In case a country has more qualified athletes by other events such as ISA, PASA or ALAS, the ISA ranking will be a priority, then the PASA ranking and finally, the ALAS ranking, respecting the established quotas allocated to each institution.

Confirmation of Quota Places PASA will confirm to PASO and the NOCs the quota places they have qualified by March 31st, 2019. The NOCs will confirm to PASA the quota places that will use by April 26th, 2019.

Athlete Eligibility The athletes must have signed and submitted the Athlete Eligibility Condition Form; athletes should be eligile aordig to Paa Sports’ ad the ITTF’s eligiility riteria.

Qualification System A total of forty two places per gender will be identified, as described below: • A total of thirty six places by gender will be allocated to twelve NOCs that have qualified by team (each NOC should nominate two of its athletes for the singles events and two of its athletes for the doubles events from within the three athletes entered on any qualified team). Teams will qualify first and will consist of three players each. The NOC will be responsible for determining the final composition of the team.

• Six places will be allocated for singles events (by gender) to athletes that have obtained the best results at the qualification tournament for singles events of the Pan American Games. Specific details on this tournament will be informed in due time.

Teams (both genders)

Qualification of NOC teams will be carried out through qualifying events between November 2018 and April 2019. Qualified teams will be identified taking the following into account:

1. Peru (host) will automatically qualify for both team events (men and women) for the Lima 2019 Pan American Games. 2. The six best positioned NOCs (both genders) at the Pan American Championship that will be held in November 2018. 3. The first NOC qualified in the qualifiatio eet* of eah of the four sport regios that has ot qualified through the Pan American Championship:

- Caribbean: Caribbean Championships, to be held between 01/DEC/2018 and 30/04/2019 * - Central American Champs., to be held between 01/DEC/2018 and 30/04/2019 * - South American Champs., to be held between 01/DEC/2018 and 30/04/2019 * - North American Champs., to be held between 01/DEC/2018 and 30/04/2019 *

* In case any of these championships is not held, the place would be given to the best team from each region, as long as said team is among the first 20 teams of the world ranking (considering only the Pan American teams)

4. The first NOC of the world team ranking of May 2019 that has not previously qualified.

Individual Events (both genders)

1. Once the NOCs qualify their teams, they will confirm the three players that will compete in team events, two of them for the singles event and the two that will participate in doubles (from the three selected athletes). With this, thirty six places by gender will be completed.

2. The qualifying tournament for singles events of the Pan American Games, to be held in May 2019 at a site to be determined, will be organized after the team qualification process is finished. NOCs that have not qualified by team in each gender may participate i the e’s ad/or oe’s categories. With this, six places by gender will be completed.

3. Each NOC with at least one male and one female athlete qualified will have a mixed doubles quota.

Comments

The ITTF and the Pan American Confederation (PC) / regional confederations will determine together the competition format of the respective qualifying events.

The competition format should secure the clear identification of two to four substitutes, in order, for each event.

Confirmation of Quota Places The ITTF and the Pan American Confederation will confirm to and to the NOCs the places they have qualified in the next 48 hours after the end of the qualification tournament.

The NOCs must confirm to the Pan American Confederation the places they will use no later than 14 days after receiving the notification.

Reallocation of Unused Quota Places If necessary, the ITTF and the Pan American Confederation will reallocate unused places in the corresponding events to the next best-ranked NOC that has not yet qualified.

The NOCs that are granted reallocated places must confirm their acceptance of these places to the Pan American Table Tennis Confederation. This process will be completed by June 15th, 2019.

Athlete Eligibility Only the NOCs recognized by PASO, whose National Tennis Federation is affiliated to the Pan American Tennis Confederation (PTC) and the International Tennis Federation (ITF) may enter athletes to participate in the Lima 2019 Pan American Games.

The competitors should be at least fourteen years old by the first competition day. The athletes must have signed and submitted the Athlete Eligibility Condition Form.

Qualification System As host outy, Peu will autoatially ualify fo the Lia 9 Pa Aeia Gaes’ teis competition with a full team (three men and three women).

Direct acceptances will be covered by the athletes entered by each country, giving priority to the best ranked athletes in the ATP or WTA in force at June 11, 2019.

NOCs must confirm to the Pan American Weightlifting Federation the places they will use before August 20th, 2018.

Reallocation of Unused Quota Places If necessary, the Pan American Weightlifting Federation will reallocate unused quota places to the next best ranked NOC that has not qualified yet. This process will be completed before September 5th, 2018.

Athlete eligibility Athletes must have signed and submitted the athlete eligibility conditions form. All participating athletes must be at least 18 years old by 2019. In addition, they must hold a United World license.

Qualification System The 8 places of each style and weight division will be obtained according to the following events:

According to PASO’s regulations, the host country (Peru) is automatically qualified; however, all wrestlers in the 18 Olympic weight divisions must participate in both Pan American Senior Championships to be held in 2018 and 2019, to be eligible for the Lima 2019 Pan American Games.

If at the end of the 4 qualifying events, Peru does not qualify any athlete in a weight division, only the two first of the 2019 Senior Pan American Championships will be qualified. Meaning that the last quota place will be given to the host country.

From the second qualifying event, ranking will be determined according to an ascending order for countries that do not yet have it. If necessary, an extra combat will be held to determine the classification spot.

Classification is for the country, not the athlete.

All NOCs that qualify wrestlers in the first three qualification events are required to participate (with the same athlete or a different one) at the 2018 and 2019 Pan American Senior Championships (as the case may be), in the same weight divisions for which they qualified. Otherwise they will lose this entitlement.

Wild Cards The (UWW) and the United World Wrestling Americas (UWWA) will award six wild card seats to the NOCs based on the IOC universality principle, taking in consideration the following criteria:

• NOCs that participate in qualification events but have not qualified an athlete. • Aog these NOCs, the athletes with the best results at qualification events.

Confirmation of Quota Places The UWWA will confirm to the NOCs the first 5 teams that have qualified, including wild card places, before April 10th, 2019 and the last 3 teams before May 20th, 2019.

The first 5 NOCs qualified will confirm to the UWWA the places they will use before April 15th, 2019 and the last 3 teams before May 30th, 2019.

Reallocation of Unused Quota Places If necessary, the UWWA will reallocate unused places in the corresponding style / weight division to the next highest-ranked NOC at the qualifier tournament where the refused NOC got the quota.

This process will be completed by June 15th, 2019.
