1.0 EXECUTIVE SUMMARY

M/s.Unity Infra Tech Projects Ltd was granted a mining lease for quarrying Gravel & Building Stone over an extent of 2.023 Ha, in Sy.No.418, Rawada village, Parawada Mandal, , Andhrapradesh State, by Deputy Director, Mines & Geology, Visakhapatnam Govt. of Andhra Pradesh, vide Proc No. 3963/Q2V/ 2008 dated 15.04.2014 for a period of 5 Years

The approved mining plan pertaining to the quarry lease area was obtained from Deputy Director of Mines & Geology, Visakhapatnam, vide Lr. No: 3963/Q2V/2008 dated 15.04.2014, for the 2 years period.

Approved mine plan is given at Annexure II. As per the Ministry of Environment, Forest and Climate Change, New Delhi, Notification, S.O. 141(E) Appendix – XI, dt 15th January 2016, the project falls under Category “B2”, which mandates obtaining Environmental Clearance for the project from respective District Environmental Impact Assessment Authority (DEIAA).

Accordingly, application in the prescribed format, Form-1M, duly filled in, along with Pre Feasibility Report (PFR) and approved mining plan, is being submitted to DEIAA, Visakhapatnam district, Andhra Pradesh state, for obtaining Environmental Clearance to the project. The quarrying will be carried out by open-cast semi-mechanized method only, as per the

approved Mining Plan.

The entire lease area is classified as Govt. land and no forest land is involved.

The proposed annual production of road metal is 96,390 M3

The estimated project cost is about Rs. 0.50 Cr

The project will generate employment to the local people.

There will be growth of infrastructure and other development in the area.

2.0 INTRODUCTION OF THE PROJECT / BACKGROUND INFORMATION

2.1 Identification of Project and Project Proponent

Project Details The proposed project is quarrying road metal by M/s Unity Infra tech Projects Ltd or Road Metal and Building Stone over the approved quarry lease area of 2.023 Hectares in Rajagopalapuram village, Palasa Mandal, Srikakulam district, Andhra Pradesh state.

Brief History of the Project and Applicability of EIA Notification

2.2 Brief Description of Nature of the Project

The proposed project is quarrying minor mineral, ie., gravel for building stone, over the granted quarry lease area by open cast semi mechanized method. The quarried stone will be crushed to road metal of required sizes.

The granted quarry lease area is 2.023 Ha and the average road metal production in the 2 years mining plan period will be 1,92,780 M3.

2.3 Need for the Project & its Importance to the Country/ Region

The demand for road metal, aggregate, rock sand and building stones is increasing day by day due to rapid urbanization, industrialization and growth in infrastructure

Also with the restrictions imposed by the Govt. on quarrying and transportation of river sand, the demand for manufactured sand, which is technically approved as a substitute for river sand, has increased enormously. In view of the domestic demand for road metal, the proposed project assumes importance and contributes to earnings to the state. Also it will contribute to the regional revenue by way of royalty, direct and indirect taxes. The quarrying and associated activities in the mineral rich areas increase the gains in gross domestic product (GDP). While providing direct employment to 25 people, the project will provide indirect opportunities to transporters and labor associated with it.

The project is envisaged to meet the demand supply gap in the local market.

This project is conceptualized to market the road metal in domestic market.

3.0 Project Description

3.1 Type of Project

The project is quarrying minor mineral i.e. stone for Gravel & building stone over quarry lease area by open cast semi mechanized method.

3.2 Location of the Project

The location of project is over an extent of 2.023 Ha, in Sy. No: 418 of Rawada village, Parawada Mandal, Visakhapatnam District, Andhra Pradesh state.

3.3 Details of alternative sites considered and basis for selecting the site.

As the project is site specific, no alternative sites have been considered.

The basis for selection of the site is availability of road metal stone in huge deposits in the lease area and the quarry site being away from habitation so as not to cause any environmental impacts.

3.4 Size & Magnitude of Operation

The details of magnitude of operations are as follows:

‹ The granted quarry lease area is 2.023 Ha. ‹ Total mineable road metal stone reserves available are assessed as 4,60,977 M3 over the quarry life period of 5 years. ‹ The average production is 96,390 M3 / Annum. ‹ The production of road metal in the 3yrs plan period will be 1, 92,780 M3. ‹ No waste will be generated from the quarry.

3.5.1 Drilling and Blasting:

Drilling and blasting is required for excavation of the Road metal and Building which is used for Stone & Metal. 54mm hammer drilling will be employed for blasting holes in staggered pattern of 2X3m with depth of 3m. Each blast holed with yield 61 Tons (24.40M3).

Lessee will apply for the explosive license for storing the explosive with 100Kg portable magazine.

The blasted ROM from rock will be loaded in to tippers/ dumpers and will be transported to the crusher .The ROM will be crushed into chips, grit and lumps of different sizes in the cursing unit

3.5.2 Whether secondary blasting is needed, if so describe in brief: No secondary blasting is required because no oversize boulders will be generated from primary blasting.

3.6 Raw Materials Required & Method of Transportation of Products

No raw materials are required in the quarrying operations. Transport of Minerals & Waste: The ROM will be transported to the crusher by dumpers, No waste is generated.

3.7 Resources optimization / reuse envisaged

The ROM will be crushed into different sizes for various end uses as detailed below. 3.8.2 Power Requirement

As the quarry activities are carried out only during day time and the activities are for the quarry lease period only, the power required for operating the machinery and equipments will not be sourced from the supply power.

3.8.3 Machinery Requirement & Extent of Mechanization The machinery requirement is mainly for drilling and transporting the materials. The details of required machinery are presented in Table 3.2

3.8.4 Manpower

The proposed manpower of 25 will include Manager, blaster, operators ,drillers, skilled and unskilled workers.

3.9 Environmental Impacts & Management

Solid waste Generation

No solid waste is generated as entire road metal stone quarried will be utilized in different forms for various applications.

Liquid Waste Generation: There is no liquid waste generation or discharge from this mining activity, which is likely to pollute the water because the mine working are located at higher levels than the groundwater table. The rainwater will collect at the working pit bottom. This water will percolate into ground water through the joints of the mineral.

Waste Management

No waste management measures need to be taken up.

3.10 Impact on Flora and Fauna

The whole area is occupied by scattered sparse vegetation of thorny trees and small bushes. In the quarry lease area no wild animals are witnessed as the statements collected from the local population.

Also green belt is proposed to be developed along the buffer zone.

Plant species like Neem, Mango & Eucalyptus will be used to develop green belt along the buffer zone. No wild life is reported from the area.

3.11 Dust Generation during quarrying operation and transportation

Dust will be generated during quarry operations and handling of extracted stone,

The following measures are proposed to mitigate air pollution due to dust emissions.

‹ Developing tree cover all along the quarry lease boundary and roads to reduce dust impact

‹ Regular spraying of water at frequent intervals over haul roads

‹ Spraying water on the ROM to reduce dust generation during loading.

3.12 Green Belt Development Plan The lease proposes for afforestation in the North east of the quarry lease area covering an area of 300 m2 in the 7.5m buffer zone in the phased manner during the planned period.

4.0 Site Analysis

4.1 Connectivity

The quarry lease area is located at the distance of 3.00 Km due west of Nagavaram village and mandal headquarters parawarda is located at the distance of 9.0Km.

4.2 Land Use and Land Ownership

4.2.1 Land Use

The quarry lease area surrounded by barren lands and low level hillocks comprising Gravel & Building Stone of good quality. The surrounding area of the quarry lease area are quarry lease area are quarries for Gravel & Building Stone and beyond are agricultural lands.

4.2.2 Land Ownership

The granted quarry lease area government waste land in Sy.No.418 of Rawada village, Parawada mandal, visakhapatnam District, Andhra Pradesh state.

4.3 Topography

The quarry lease area is located on a hillock with a maximum elevation of 68 M above ground level within the quarry lease area with topo relief in NW direction.

The area is falling under tropical zone. The weather is hot and humidity with tropical climate, therby,no distance seasons.

The temperature recorded in this area is 25oC in winter season and about 48oC in summer season and the average Rainfall of the area is 1000mm.

The main occupation of people in the region is agriculture and live stock rearing.

The Topo sheet of 10 KM Radius area of the site and Google map of the area by marking 500 meters distance by identifying other mines in operation in the area are given at Figure 4.1 and Figure 4.2.

The land within 5 kms of the area is characterized by hillock. The land located within 500 m radius of the area is mostly agriculture and cultivated lands.

The existing land is waste land not being put to any other use except quarrying. No forest land is involved in the lease area.

8.0 Project Schedule & Cost Estimations

Project Schedule

The quarry lease of the proposed project for quarrying road metal was granted for a period of 5 years from 2014 to 2019.

The mining plan was approved on 12.09.2017, for 2 years period. As the Environmental Clearance to the project needs to be obtained from District Environmental Impact Assessment Authority (DEIAA), application in the prescribed format, Form-1M, duly filled in, along with Pre Feasibility Report (PFR) and approved mining plan, is submitted to DEIAA, Visakhapatnam district for obtaining Environmental Clearance. On obtaining Environmental Clearance, Consent For Establishment (CFE) will be obtained. Consent For Operation (CFO) will be obtained subsequently and then project activities will be commenced.

9.0 Analysis of Proposal

The estimated project cost is Rs 0.50 crore towards cost of machinery and equipments.

The proposed annual production of road Meal and Building Stone 96,390.00 M3. There is good demand for road metal in and around Palasa Mandal. So, there is no problem for marketing.

10. CONCLUSION

The Road Metal ad Building Stone quarrying project by M/s Unity Tech Projects Ltd for Gravel and Building Stone, located at Survey No: 418 over and extent of 2.023 Hectare of Rawada village,Paravada mandal, Visakhapatnam District, Andhra Pradesh. Will be environmental compatible to the surrounding and there will be no long term environmental impact.

The particulate matter getting airborne from the quarrying activity gets dispersed in close proximity itself and settles down early. The noise levels due to the proposed quarry activity are also not of a higher order that calls for immediate corrective measures and will be limited to the quarry only. . There will be positive socio-economic development in the surrounding region due to the quarrying project. The green belt development would help in achieving ecological balance.

Environmental Management Plan will help mitigate the minor impacts on the environment.

Hence, it is requested that Environmental Clearance be accorded to the project.
