Magadza Date v ABSTRACT This largely qualitative and partly quantitative study is a critical analysis of the representation of San people of Namibia in selected stories published in The Namibian, New Era, Informanté, The Southern Times, The Villager, The Windhoek Observer and Namibian Sun newspapers over two years from January 2012 to December 2013. The aim was to evaluate the economic, socio-cultural and political situation of the San people as reported by the seven newspapers. A purposive sampling technique was used to select the stories. Content analysis and critical discourse analysis (CDA) were used to analyse data and point out binaries and dichotomies inherent in selected articles. The framing theory and CDA informed the study. Recurrent themes from the literature review were compared and contrasted with media stories. The study found that media coverage of San people and issues that affected them was grossly inadequate, and that San people were a peripheral ethnic group when it came to access to health, media rights, education, land, self-identity and dignity. It also found that the media glossed over San-related issues. It concludes that there was a disconnection between non-journalistic writers and the media on San issues. San people were heterogeneous yet the media treated them as homogenous. Balanced reportage of issues that affect San people was conspicuously absent. Much of the reportage was event- driven, lacking analysis and balance. The study recommends a revision of the intermediary role of the media, journalistic ethics and a shift from symptoms to causes and viable solutions. Consequently I was compelled to extend the cut off date several times, shifting from the 1990-2000 to the 1990-2002 and finally to the 1990- 2005, in order to facilitate more research and analysis to determine the impact of the latest changes on policy and practice. My preoccupation with these transformations sometimes led to a cul-de-sac and frustrations. Nevertheless, the task is completed but not without encouragement and support from several individuals and institutions that I wish to acknowledge here. CHRISTOPHER SAUNDERS i Abstract The end of the Second World War witnessed the establishment of the United Nations Organisation and with it a wave of decolonisation over former colonies and mandated territories. The South African regime, however, refused to recognise the organisation especially with regards to the territory of South West Africa which South Africa wanted to annex and turn it into its fifth province. The South African racial policy and attempts at annexation led to uprisings within the territory of South West Africa/Namibia and the formation of nationalist movements in the 1950s and the 1960s. One such movement was the South West Africa People’s Organisation (SWAPO) which was established in 1960 in opposition to South African rule. SWAPO adopted a three-pronged strategy with the aim of liberating Namibia from South African rule and this strategy included the political mobilisation of the people of South West Africa, a diplomatic offensive and armed struggle. SWAPO’s diplomatic offensive began with petitions brought, through various means, before the United Nations. Over the years, the targets of SWAPO’s diplomatic campaign diversified with continental and international organisations as well as individual nations being approached for diverse reasons and objectives. The main purpose of this research was thus to illustrate the importance of the diplomatic offensive embarked on by SWAPO in its struggle for the liberation of Namibia.

The weakest objectives, though not far behind the overall score, were Objective 2, “Professional Journalism,” and Objective 3, “Plurality of News Sources.” SOUTH AFRICA 312 MEDIA SUSTAINABILITY INDEX 2006–2007 INTRODUCTION OVERALL SCORE: 3.10 SOUTH AFRICA In January 2006, 12 years into democracy, the South African National Editors’ Forum (SANEF) submitted a document titled “The South African Media and the Moral Agency of Individuals” to the African Peer Review Mechanism, part of a larger African Union initiative to strengthen good governance in Africa. The ISANEF submission recognizes South Africa’s engagement with the rest of Africa on critical issues including democratization and reinforcing the media’s role as a “fourth estate.” SANEF stated: South Africa’s long oppressive history has contributed to a society which values public debate even when it is acrimonious. The tradition may predate defiance of the Dutch East India Company and British colonial rulers and it has survived the coming of democracy. The foundations of our democracy were laid, and the new Constitution was framed, discussed, and endorsed by a consensus of all South African viewpoints.1 South Africa enjoys a relatively stable political environment, but several notable events have occurred, or will soon occur, that affect the media and the key issues covered. In mid-2007, the country experienced one of the longest industrial actions by public servants.     DAILY STRUGGLES: PRIVATE PRINT MEDIA, THE STATE, AND DEMOCRATIC GOVERNANCE IN ZIMBABWE IN THE CASE OF THE AFRICAN DAILY NEWS (1956-1964) AND THE DAILY NEWS (1999-2003) BY SYLVESTER DOMBO Submitted in fulfilment of the academic requirements for the degree of Doctor of Philosophy in the School of Social Sciences, University of KwaZulu-Natal Durban MARCH 2014 ABSTRACT This thesis employs Jurgen Habermas’ theory of public sphere as an analytical tool to consider the role played by two popular private newspapers in the struggle for democracy in Zimbabwe, one case from colonial Rhodesia and the other from the post-colonial era. It argues that, functioning under repressive political regimes and in the absence of credible opposition political parties or as a platform for opposition political parties, the African Daily News, between 1956-1964 and the Daily News, between 1999-2003, played a fundamental role in opening up spaces for political freedom in the country. Each was ultimately shut down by the respective government of the time. The newspapers allowed reading publics the opportunity to participate in politics by providing a daily analytical alternative, to that offered by the government and the state media, in relation to the respective political crises that unfolded in each of these periods. The thesis examines both the information policies pursued by the different governments and the way these affected the functioning of private media in their quest to provide an ‘ideal’ public sphere. It explores issues of ownership, funding and editorial policies in reference to each case and how these affected the production of news and issue coverage.

    Gender-based violence and masculinity in Namibia: A structuralist framing of the debate Lucy Edwards-Jauch* University of Namibia Abstract Gender-based violence in Namibia is pervasive and solutions to it remain elusive. How we address the problem depends on how we frame it. Gender-based is directly linked to unequal relationships of power and do not stand in isolation of structural and cultural violence in our society. There is a long history of gender inequality and gender-based violence that is deeply imbedded in Namibia’s history. Colonialism was violent and its eff ects still structures repre- sentations of masculinity. It has shaped violent hegemonic and subaltern masculinities. There is also a history of gender-based violence embedded in traditional African patriarchy that is often denied. Gender-based violence should not be sought in the biological or psychological essences of individual perpetrators but, instead, in the nature of our society, our histories and ethnographies of violence. This article locates gender-based violence in a social-historical con- text and seeks to illuminate some of the intersections between violent masculinities, gender, race and class. Introduction Gender-based violence is not just about women, but about relations of power between men and women that stem from relations of power in our society. In our discussions of gender-based violence we generally express outrage about the high levels of direct vio- lence against women. Violence against women remains a pervasive problem in Namibia. It is an outcome of violence in society that predates colonial times. At the centre of gender- based violence is the unequal distributions of power.

Cohesion and constructive functioning of the dominant party in society. Dominant parties as sources for stability and predictability The case in Nambia. SWAPO Party being the dominant party in Namibia seized legitimate political power and thereby ending colonial rule on 21 March 2000. It was democratically elected during free and fair elections and gained majority support. SWAPO Party’s growth as dominant party was as follows: 1989: Constituent Assembly elections 57.3% 1994: National Assembly elections 72.7% 1999: National Assembly elections 76.2% 2004: National Assembly elections 75.8% From the above it is evident that SWAPO Party entrenched its political domain since independence. The party commands support in all population groups, but its main support base (± 95%) is in the Oshivambo speaking population group constituting approximately 51% of the total Namibian population. It originated in the Oshivambo speaking population. The constant gain in support lead to the consolidation of SWAPO’s political power and dominance in the political system. As such it controls the political policy- and decision- making process in Namibia. SWAPO’s mass support in numerical terms has made it “an electorally dominant party” (Melber:65). The factual situation is that Namibia has become a dominant party state.

However, there are broad restrictions on any content that is “contrary to the principles of Islam or offensive to other religions and sects.” • A new media law passed in September 2008 contained a number of registration and content restrictions, but President Hamid Karzai has delayed its implementation, since the law would limit the executive’s control over state-run media. Because of the delay, many journalists do not know which law is in effect, causing them to practice self-censorship. • Media outlets are occasionally fined or warned for broadcasting “un-Islamic material,” resulting in self-censorship. In some cases during the year, journalists were arrested for such violations. • Parvez Kambaksh was sentenced to death for blasphemy in January 2008 after he distributed an article on Islam that he had downloaded from the internet.
