Development in Colindale has meant that there has been a huge increase in number of people using the station. As a result, Barnet Council has prepared a Supplementary Planning Document (SPD) to guide future development around the site. Our application will respond to this SPD. In line with Barnet Council’s policy, the upgraded Colindale station will reflect the character and importance of Colindale Avenue. Colindale transformation • Colindale has seen a dramatic rise in population since the station first opened more than 90 years ago. • The population of Colindale is predicted to increase significantly • The station itself has experienced an 88 per cent increase in demand over the last decade. Queues are common because there is insufficient gateline capacity. The designs on display today resolve this. Colindale 1895 Colindale 1920 Colindale 1945 History • The station opened in 1924, but its ticket hall building was almost completely destroyed during the Second World War. • Following its destruction, the station building was replaced by a timber structure, which remained in place until 1962 when the current ticket hall building was constructed. • The most recent improvements to the station took place five years ago and involved the installation of new external cladding. No improvements were made to the internal space in the station. Colindale Avenue One of the key objectives is to help join up all the other public realm improvements along Colindale Avenue through the creation of a new landmark station. Map of public realm improvements Local connections Our proposals would see a new concourse moved to the east over the railway tracks. This bridge will be widened to create a generous amount of space. We are seeking to improve the reliability and local connections in line with development in the Colindale area. Most of these changes are now taking place. The proposals would involve a completely new station building, including an enlarged ticket hall, ground floor commercial space and improvements to the areas around the station. One of the earliest aerodromes and aircraft factories in the UK was once located here, where the RAF Museum now stands. The aircraft factory was founded by Claude Grahame-White, after whom the Grahame Park estate is named. • These facilities helped build Britain’s aircraft industry and the Royal Air Force. This rich history has helped inspire the designs for the new station on display today. New station exterior The station will be completely redesigned to provide an architectural focal point to the surrounding area. Example of how the station exterior could look In line with the Mayor of London’s targets, we are delivering step-free access to the platforms via a new lift. All new schemes in London are designed to meet the Mayor’s Transport Strategy, in line with this new developments such as Colindale station are car free. Blue badge spaces will be available onsite and we are exploring the option of a car club. The Mayor of London has identified TfL as a major strategic partner in delivering new affordable homes. Outline planning permission will be sought for up to 350 new homes. Our aim is that 50 per cent of the new homes on site will be affordable, this is in line with the Mayor of London’s objectives. The tallest element will include up to 28 storeys of residential. We anticipate that three residential blocks will be constructed; two located on either side of the railway and a third further to the east. They will be accessed using separate entrances from the station and there will be new commercial space on the ground floor. The residential elements will be separate to the station. Most professional and academic interest in the area ceased following the property crash of the early 1990s, when the demise of Olympia & York, developers of Canary Wharf, seemed to bear out many contemporary critiques. Yet the market bounced back, and so did Canary Wharf, with increasingly profound impacts on the rest of the Island. This paper takes an explicitly historical approach using contemporaneous professional critiques and more reflective academic accounts of the planning and development of the Isle of Dogs to examine whether we can now conclude that an urban renaissance has taken place in this part of London. An extensive review of the literature is supplemented with analysis of physical change on the ground and by analysis of the range of relevant plans and policy documents that have been produced to guide development over the 35-year period since the regeneration began.     Chris Gossop The Plan for London 40th ISoCaRP Congress 2004 Towards a More Compact City - The Plan for London 1. Introduction British planning has celebrated a special event this year. This was the publication in February of the Spatial Development Strategy for Greater London, more commonly known as the London Plan. This is only the second statutory plan to be completed for Greater London and it has been produced in record time following the re-establishment of London wide government in 2000. It is also the first plan to be produced by a directly elected mayor. In spatial planning terms, London faces the major challenge of accommodating a 10% growth in its population by the year 2016. That means 700,000 more people and, under Objective 1 of the Plan, the new homes will have to be accommodated within London's existing boundaries without encroaching upon open spaces. The area to be protected includes the Metropolitan Green Belt that for six decades has prevented London from growing ever outwards. This can only be done by making London a more compact, more intensively developed city. The intended strategies for delivering this more compact city are described in Section 4 of this paper. However, I shall first set the scene with a brief historical perspective and then an introduction to the Plan, its vision and its range of objectives. The paper concludes with an evaluation of the London planning process and of the part that will be played by the London Plan. In particular, it asks, will the Plan work? The views expressed in this paper are my own and they should not be taken as necessarily representing the position of my employer, the Planning Inspectorate.
