London borough of Croydon/Matter 51 Matter 51: Delivering Social Infrastructure 1. This matter statement on delivering social infrastructure should be read in the context of the overall response by the London Borough of Croydon (ref 5622), in which the Council said that there is much to be welcomed and supported in the Draft London Plan. The Mayor’s Good Growth vision echoes Croydon Council’s own vision set out in the recently adopted Croydon Local Plan (February) 2018 (CLP18). The Council continues to work with the Mayor to enable and deliver his, and our own, vision for growth in the borough. All arguments and concerns regarding the Draft London Plan’s policies hinge from the Council’s original representation. 2. It should be noted that the Council are mainly commenting on the Draft London Plan as it relates to the specific delivery of housing and infrastructure, particularly in Croydon, outer London and the suburbs. Question; Delivering Social Infrastructure M51. Would Policy S1 provide an effective and justified approach to the development of London’s social infrastructure? In particular would it be effective in meeting the objectives of policies GG1 and GG3 in creating a healthy city and building strong and inclusive communities? In particular: a) Would Policy S1, in requiring a needs assessment of social infrastructure and encouraging cross borough collaboration provide an effective and justified strategic framework for the preparation of local plans and neighbourhood plans in relation to the development of social infrastructure? -

Barnet Youth Zone - Site Option Appraisal The purpose of this paper is to report an analysis of the suitability of various sites, in and around the London Borough of Barnet, which have been identified as potentially available for construction and operation of a world-class youth facility. Five sites are considered. All were suggested by Barnet Borough Council. Background A location for a successful youth facility of this type is obviously likely to be influenced, in part, by various practical issues such as site availability/constraints and economic considerations and there may be no single formula for success. However, based on the successful operation of OnSide’s existing Youth Zones (and the unsuccessful operation of badly sited facilities elsewhere), OnSide strongly recommends three major criteria in terms of location. 1. Neutrality A significant feature of the success of the OnSide Youth Zones is their location in town or city centres. This is considered ‘neutral ground’ by the large numbers of young people using the facilities. Locating a Youth Zone outside the town or city centre risks it being viewed as ‘on someone else’s patch’, making it potentially popular with young people in the locality but completely inaccessible to others. By contrast a central location does not bring any of the territorial issues that can hinder positive engagement in less central locations. This is a crucial feature and can make the difference between a project’s success and failure. It is, of course, necessary to refine the definition of “central” when considering appropriate sites in major cities and London Boroughs but it remains essential to find neutrality in a suitable location. -

This work gives us direct experience of the various problems caused by the shortage of affordable housing across all tenures. Our services include: A national network of over 20 advice centres Shelter's free advice helpline which runs from 8am-8pm Shelter’s website which provides advice online The Government-funded National Homelessness Advice Service, which provides specialist housing advice, training, consultancy, referral and information to other voluntary agencies, such as Citizens Advice Bureaux and members of Advice UK, which are approached by people seeking housing advice A number of specialist projects promoting innovative solutions to particular homelessness and housing problems. These include housing support services, which work with formerly homeless families, and the Shelter Inclusion Project, which works with families, couples and single people who are alleged to have been involved in anti- social behaviour. The aim of these services is to sustain tenancies and ensure people live successfully in the community. -

Most professional and academic interest in the area ceased following the property crash of the early 1990s, when the demise of Olympia & York, developers of Canary Wharf, seemed to bear out many contemporary critiques. Yet the market bounced back, and so did Canary Wharf, with increasingly profound impacts on the rest of the Island. This paper takes an explicitly historical approach using contemporaneous professional critiques and more reflective academic accounts of the planning and development of the Isle of Dogs to examine whether we can now conclude that an urban renaissance has taken place in this part of London. An extensive review of the literature is supplemented with analysis of physical change on the ground and by analysis of the range of relevant plans and policy documents that have been produced to guide development over the 35-year period since the regeneration began. The paper asks: What forms of planning have we seen on the Island; what role has design played in these; what outcomes have resulted from these processes; and, as a result, have we yet seen an urban renaissance? # 2009 Elsevier Ltd. Chris Gossop The Plan for London 40th ISoCaRP Congress 2004 Towards a More Compact City - The Plan for London 1. Introduction British planning has celebrated a special event this year. This was the publication in February of the Spatial Development Strategy for Greater London, more commonly known as the London Plan. This is only the second statutory plan to be completed for Greater London and it has been produced in record time following the re-establishment of London wide government in 2000. It is also the first plan to be produced by a directly elected mayor. In spatial planning terms, London faces the major challenge of accommodating a 10% growth in its population by the year 2016. That means 700,000 more people and, under Objective 1 of the Plan, the new homes will have to be accommodated within London's existing boundaries without encroaching upon open spaces. The area to be protected includes the Metropolitan Green Belt that for six decades has prevented London from growing ever outwards. This can only be done by making London a more compact, more intensively developed city. The intended strategies for delivering this more compact city are described in Section 4 of this paper. However, I shall first set the scene with a brief historical perspective and then an introduction to the Plan, its vision and its range of objectives. The paper concludes with an evaluation of the London planning process and of the part that will be played by the London Plan. In particular, it asks, will the Plan work? The views expressed in this paper are my own and they should not be taken as necessarily representing the position of my employer, the Planning Inspectorate.
