LANGUAGE AND PUBLIC POLICY Language management in the People’s Republic of China Bernard Spolsky Bar-Ilan University Since the establishment of the People’s Republic of China in 1949, language management has been a central activity of the party and government, interrupted during the years of the Cultural Revolution. It has focused on the spread of Putonghua as a national language, the simplification of the script, and the auxiliary use of Pinyin. Associated has been a policy of modernization and ter - minological development. There have been studies of bilingualism and topolects (regional vari - eties like Cantonese and Hokkien) and some recognition and varied implementation of the needs of non -Han minority languages and dialects, including script development and modernization. As - serting the status of Chinese in a globalizing world, a major campaign of language diffusion has led to the establishment of Confucius Institutes all over the world. Within China, there have been significant efforts in foreign language education, at first stressing Russian but now covering a wide range of languages, though with a growing emphasis on English. Despite the size of the country, the complexity of its language situations, and the tension between competing goals, there has been progress with these language -management tasks. At the same time, nonlinguistic forces have shown even more substantial results. Computers are adding to the challenge of maintaining even the simplified character writing system. As even more striking evidence of the effect of poli - tics and demography on language policy, the enormous internal rural -to -urban rate of migration promises to have more influence on weakening regional and minority varieties than campaigns to spread Putonghua. -

Global Chinese 2018; 4(2): 217–246 Don Snow*, Shen Senyao and Zhou Xiayun A short history of written Wu, Part II: Written Shanghainese https://doi.org/10.1515/glochi-2018-0011 Abstract: The recent publication of the novel Magnificent Flowers (Fan Hua 繁花) has attracted attention not only because of critical acclaim and market success, but also because of its use of Shanghainese. While Magnificent Flowers is the most notable recent book to make substantial use of Shanghainese, it is not alone, and the recent increase in the number of books that are written partially or even entirely in Shanghainese raises the question of whether written Shanghainese may develop a role in Chinese print culture, especially that of Shanghai and the surrounding region, similar to that attained by written Cantonese in and around Hong Kong. This study examines the history of written Shanghainese in print culture. Growing out of the older written Suzhounese tradition, during the early decades of the twentieth century a distinctly Shanghainese form of written Wu emerged in the print culture of Shanghai, and Shanghainese continued to play a role in Shanghai’s print culture through the twentieth century, albeit quite a modest one. In the first decade of the twenty-first century Shanghainese began to receive increased public attention and to play a greater role in Shanghai media, and since 2009 there has been an increase in the number of books and other kinds of texts that use Shanghainese and also the degree to which they use it. This study argues that in important ways this phenomenon does parallel the growing role played by written Cantonese in Hong Kong, but that it also differs in several critical regards. -

East Asian Studies May 2013 ------------------------------------------------------------------------------------------------------ As the national language of the PRC, the world's growing economic power and the sovereign of Hong Kong, Putonghua is a language with multiple facets of relevance for the current Special Administrative Region. This paper seeks to explore and explain different representations of Putonghua in Hong Kong's leading English-language newspaper South China Morning Post in articles published between January 2012 and February 2013. The representations are studied in the context of the different discourses in which they appear, some of which feature language(s) as a central theme and some more marginally. An overview is first presented of the scholarly research on the most important developments in Hong Kong's complex language scene from the beginnings of the colony until present day, with the aim of detecting developments and attitudes with potential relevance or parallels to the context of Putonghua today. The paper then reflects on the media and its role in producing and perpetuating discourses in the society, before turning to more practical considerations on Hong Kong's English and Chinese language media and the role of South China Morning Post in it. -

Language Policy, Dialect Writing and Linguistic Diversity1 Hongyuan Dong George Washington University This article studies the challenges encountered in the promotion of linguistic diversity in the context of Chinese dialects by examining the meta-data on Wikipedia sites written in major varieties of Chinese, with a focus on the type of writing systems used. The current language policy in China does not allow the explicit promotion of non-standard forms of Chinese in any official or national media. Therefore, online Wikipedia communities and sites of Chinese dialects have been flourishing. The choice of writing systems on these wiki sites to write Chinese dialects, including character-based and phonetic systems, is an important contributing factor to the success of these sites. I argue that the creation and practical use of an effective writing system conducive to literacy is a key issue in promoting dialects in the Chinese context. 1. Introduction In this article, I study the effects of language policy and new collaborative technology on dialects from the perspective of the writing systems used by virtual linguistic communities. My focus here is on the different varieties of Chinese.2 In order to understand the current situation of linguistic diversity in terms of Chinese dialects and language policy making in China now, we need to take a historical perspective. The origins of modern language policy in China can be traced back to the year 1728 of the Qing Dynasty during the reign of Yongzheng Emperor, when an imperial edict was issued to order the establishments of local Mandarin schools in the Fujian and Guangdong areas (Dong 2014: 131; Wang 2014: 106). -

Perceptions and Use of Putonghua Among Hong Kong Cantonese Speakers A Qualitative, Interview-based Study Eirik Slinning Karlsen Asia and Middle East Studies KIN4593 – Master’s Thesis in Chinese Society and Politics 30 Credits Department of Culture Studies and Oriental Languages (IKOS) Faculty of Humanities, University of Oslo Spring 2020 Abstract The official languages in Hong Kong today are Chinese and English. Whether ‘Chinese’ refers to Cantonese or Putonghua (also known as Mandarin) is unclear. Putonghua was officially introduced to the Hong Kong language milieu after the British ceded Hong Kong back to the People’s Republic of China (PRC) in 1997. The implementation of Putonghua occurred largely through language policies in education making the language a compulsory subject, as well as through an increased political, cultural, and economic involvement from the PRC. Despite these involvements, the overall reception of Putonghua among Hong Kong Cantonese speakers has been rather unenthusiastic. This thesis attempts to answer the question; How is Putonghua perceived and used by people with Hong Kong Cantonese as their mother tongue? The question was approached by first reviewing existing literature from the sociolinguistic field, especially in the context of Hong Kong, and then compare the literature to the findings from qualitative, face-to-face interviews conducted in Oslo and Hong Kong in November and December 2019. The aim of this thesis is to provide knowledge regarding the interview participants’ experiences and perspectives regarding identity, language attitudes, and language use, thereby adding another dimension to existing literature. Their perceptions and use of language are explored by examining instrumental and integrative motivations for language choices. -

Ludność Chin składa się z 56 oficjalnie uznanych grup etnicznych, które posługują się (w zależności od zastosowanych kryteriów) od 135 do prawie 300 językami. Około 90% populacji deklaruje przynależność do narodowości Han. Język używany przez tę większość nie jest bynajmniej jednolity; odmiany chińskiego są tak zróżnicowane, że większość z nich jest wzajemnie niezrozumiała, a niektórzy lingwiści nazywają je nawet odrębnymi językami. Pozostałe 10% mówi językami, które są podzielone na pięć rodzin językowych. Czy jest możliwe wprowadzenie jednego wspólnego języka w kraju o największej populacji na Ziemi? Chiny prowadzą taką politykę językową od lat pięćdziesiątych. Celem jest rozpo- wszechnienie krajowego standardu – mandaryńskiego (putonghua) w całym kraju, tak, aby wszyscy mieszkańcy mogli swobodnie się komunikować. To idealistyczne dzieło jest już bardzo zaawansowane i spowodowało ogromne zmiany w językowym krajobrazie Chin. Nie wszystkie zawarte w konstytucji prawa języków mniejszości są respektowane. Również nie-mandaryńskie odmiany chińskie podlegają unifikacji, a w lokalnych językach zachodzą zauważalne zmiany. W niniejszym artykule przedstawiono różne aspekty chińskiej polityki ję- zykowej; pozytywne i negatywne skutki, jakie ma ona dla języków używanych w Chinach. abstract. The population of China consists of 56 officially recognised ethnic groups, which speak (depending on the criteria used) from 135 to nearly 300 languages. About 90% of the population declare themselves as belonging to the Han-Chinese nationality. The language spoken by this majority is by no means uniform, the varieties of Chinese are so diversified, that most of them are mutually unintelligible, and some linguists even call them separate languages. -
The Vitality of the Hangzhou Dialect of Mandarin 1 Introduction
The Vitality of the Hangzhou Dialect of Mandarin Kai Kandrysawtz, Swarthmore College [email protected] December 2017 This paper describes a research project on the language attitudes of Hangzhou dialect (Hangzh ouhua) speakers in Hangzhou, Zhejiang , China. 25 speakers completed an online survey and four speakers participated in ethnographic interviews on language awareness, usage, and attitudes. The results show two major trends. First, as Mandarin (Put onghua ) becom es incr easingly standard in the publi c sphere, H angzh ouhua is pushed to marginal, dom estic social sph eres. Second, Hangzhouhua is still consistently spoken among the 40-and-over generation but the language is losing younger speakers . Interview d ata also reveals speakers' mixed attitudes. Most speakers take pride in using Hangzhouhua because they associate it with local culture and family roots . However , speakers are unsure of Hangzhouhua 's suitability in more public domains , such as academic , professional, or literary en vironments. These trends and mixed attitudes largely stem from the Chinese government's standardization of Putonghua, especially in education, which marginalizes China's local dialects and ethnic min ority languages. Current government and grassroots language revitalization efforts focus mainly on language documentation. These efforts are beneficial to Hangzhouhua language maintenance but they are not powerful enough to change language policy or speakers ' internalized negative attitudes towards Hangzhouhua. By considering language attitudes within the context o f go vernment langu age p olicy and languag e rev itali zation , this resea rch gau ges signs of Hang zhouhua's slow decline .
