WILLIAMS, GENE GERMANOVICH, STEPHEN WEBBER, GABRIELLE TARINI Unlocking NATO’s Amphibious Potential Lessons from the Past, Insights for the Future orth Atlantic Treaty Organization (NATO) members maintain amphibious capabilities that provide versatile and responsive forces for crisis response and national defense. These forces are routinely employed in maritime Nsecurity, noncombatant evacuation operations (NEO), counterterrorism, stability operations, and other missions. In addition to U.S. Marine Corps (USMC) and U.S. Navy forces, the Alliance’s amphibious forces include large ships and associated landing forces from five nations: France, Italy, the Netherlands, Spain, and the United Kingdom (UK). Each of these European allies—soon to be joined by Turkey—can conduct brigade-level operations, and smaller elements typically are held at high readiness for immediate response.1 These forces have been busy. Recent exercises and operations have spanned the littorals of West and North Africa, the Levant, the Gulf of Aden and Arabian Sea, the Caribbean, and the Pacific. Given NATO’s ongoing concerns over Russia’s military posture and malign behavior, allies with amphibious capabilities have also been exploring how these forces could contribute to deterrence or, if needed, be employed as part of a C O R P O R A T I O N combined and joint force in a conflict against a highly some respects, NATO’s ongoing efforts harken back to the capable nation-state. This note offers a summary of the relationship between the Irish state1 and the United Kingdom in those fields, and some thoughts on possible implications for Scottish independence. 1. Nationality Law 1.1 The Irish case A new nationality The nationality law of a new state must necessarily provide for two matters: an initial population of nationals on the date of independence, and the acquisition and loss of nationality on an ongoing basis. In the case of the Irish state, the initial population was defined by Article 3 of the Irish Free State Constitution of 1922. Article 3 conferred Irish Free State citizenship upon a person if they were domiciled in the “area of the jurisdiction of the Irish Free State” on the date the state was founded (6 December 1922), provided (a) they had been resident in that area for the previous seven years, or (b) they or one of their parents had been born in “Ireland”.2 A full framework of nationality law, covering all aspects of acquisition and loss of nationality, was not then adopted until the Irish Nationality and Citizenship Act 1935. -

Oxford Research Group Briefing Paper – July 2010 MILITARY ACTION AGAINST IRAN: IMPACT AND EFFECTS Paul Rogers EXECUTIVE SUMMARY This report concludes that military action against Iran should be ruled out as a means of responding to its possible nuclear weapons ambitions. The consequences of such an attack would lead to a sustained conflict and regional instability that would be unlikely to prevent the eventual acquisition of nuclear weapons by Iran and might even encourage it. Oxford Research Group’s (ORG) analysis in its last report on the issue in 2006 (Iran: Consequences of a War ) examined the capabilities and intentions of the United States and Israel to carry out military action. While US action against Iran may now be unlikely, given the policies of the Obama administration, Israel’s potential for action against Iran has increased. This report examines the improvements in Israeli strike capabilities in the past four years and points to Israel’s newly developed ability to conduct major attacks on Iranian nuclear and missile programmes. Long-range strike aircraft acquired from the United States, combined with an improved fleet of tanker aircraft, the deployment of long-range drones and the probable availability of support facilities in north-east Iraq and Azerbaijan, all increase Israel’s potential for action against Iran. Many sections of the Israeli political elite regard the Iranian nuclear and missile programme as an existential threat to Israel. If there is no progress to curtail Iran’s nuclear ambitions by other means, there is significant Israeli support for military action. This might also extend to renewed action by Israel in southern Lebanon to counter the progressive re-arming of Hezbollah militias by Iran. -

Amphibious Warfare: Theory and Practice* Tomoyuki Ishizu Introduction In December 2013, the Government of Japan released its first “National Security Strategy” and announced the “National Defense Program Guidelines for FY 2014 and beyond.” The new Guidelines set forth the buildup of “dynamic joint defense force,” calling for a sufficient amphibious operations capability by means of amphibious vehicles and tilt-rotor aircraft, for example, to cope with potential enemy attack against any of Japan’s remote islands. This paper analyzes amphibious warfare from a historical viewpoint to show its major framework and concept. It is no wonder that the scale and form of amphibious operations may differ significantly among states depending on their national strategy, status of military power in the national strategy, military objectives, and historical or geographical conditions. The reason is that the national strategy, which is prescribed according to the national history, geography, culture and more, determines the role of the nation’s military force and way of fighting. With all these facts taken into account, this paper attempts to propose a general framework for examining amphibious warfare, especially for amphibious operations, and to sort out ideas and terms used in such operations. 1. What are Amphibious Operations? (1) The issues surrounding their definition The first issue that one inevitably encounters in examining amphibious operations is the ambiguity surrounding their definition. Without a uniform understanding of the meaning of amphibious operations and of their associated concepts and terminologies, the actual execution of operations will likely be met with difficulties. Nevertheless, a uniform understanding or a “common language” for the associated concepts and terminologies has not been arrived at, not even in the United States, which has conducted many amphibious operations.
