    Analysis of Victorian Councils Post Amalgamation September 2019 spence-consulting.com Spence Consulting 2 Analysis of Victorian Councils Post Amalgamation Analysis by Gavin Mahoney, September 2019 It’s been over 20 years since the historic Victorian Council amalgamations that saw the sacking of 1600 elected Councillors, the elimination of 210 Councils and the creation of 78 new Councils through an amalgamation process with each new entity being governed by State appointed Commissioners. The Borough of Queenscliffe went through the process unchanged and the Rural City of Benalla and the Shire of Mansfield after initially being amalgamated into the Shire of Delatite came into existence in 2002. A new City of Sunbury was proposed to be created from part of the City of Hume after the 2016 Council elections, but this was abandoned by the Victorian Government in October 2015. The amalgamation process and in particular the sacking of a democratically elected Council was referred to by some as revolutionary whilst regarded as a massacre by others. On the sacking of the Melbourne City Council, Cr Tim Costello, Mayor of St Kilda in 1993 said “ I personally think it’s a drastic and savage thing to sack a democratically elected Council. Before any such move is undertaken, there should be questions asked of what the real point of sacking them is”. Whilst Cr Liana Thompson Mayor of Port Melbourne at the time logically observed that “As an immutable principle, local government should be democratic like other forms of government and, therefore the State Government should not be able to dismiss any local Council without a ratepayers’ referendum.

Thest; were published in the report entitled Reforming Victoria's Water Industry: a Competitive Future - Water. In that report the Government stated its intention to form three "health and_environment" related working groups, namely • rural drinking water quality; • effluent standards; and • litter in waterways. These working groups were subsequently formed and this report summarises the findings of the working group on rural drinking water quality. A more detailed report containing all of the monitoring results for the individual supplies is being prepared for wide public distribution. While this summary report shows that many supplies still fail to meet the guidelines for bacteriological quality, there does not appear to be any great groundswell of public opinion demanding better bacteriological quality. This is not surprising when one considers that bacteriological contamination is invisible, without any tell-tale smell or taste. Unless the water is tested and the results are published, people have no way of telling if the water they are· receiving is safe to drink. The information in this report, therefore, should provide .a useful benchmark for measuring the performance of water authorities in the critically important area of drinking water quality.

This Act comes into operation on the day on which it receives the Royal Assent. Validation of Orders in Council. 3. This Act maybe cited as the fValpeup Shire Act 1911 and short title and shall be construed as one with the Local Government Ad. 190,3 (here- const™ction- inafter called the Principal Act) which Act and any Act amending- the Ko*1S9J&C* same and this Act may be cited together as the Local Government Acts. 2. (1) Notwithstanding anything in the Local Government Acts Power to sever the Governor in Council without any petition may make an order— hires'"nX*oertain (a) severing from the respective municipal districts of the sliires Jhe8«hireeofbeBame of Dimboola, Karkarooc, Lawloit, Lowan, Mildura, and walpeup. Swan Hill so much thereof as is described in the First First Schedule. •Schedule to this Act and constituting the same a shire under the Local Government Acts under the name of the shire of Walpeup ; (h) altering [6d.] 183 16146. 2 GEO. V.] Walpeup Shire. [No. 2340. (b) altering the boundaries of the respective municipal districts of the said shires from which portions are severed so as to correspond w7ith the boundaries of the Second Schedule. said shires as set forth in the Second Schedule to this Act; (c) determining that the council of the said shire of Walpeup shall consist of six members, and that the municipal district thereof shall be subdivided into two ridings with Third Schedule.
