The Standard Harvest Plan Conditions for Native Forest Operations in Southern Region, Eden apply to this operation. Prepared By: Shane Endorsed By: Kate Halton Approved By: Daniel Tuan Harvest Clohesy Harvest Planning Regional Planner Team Leader Manager Signature Shane Signature Kate Halton Signature Daniel Tuan Clohesy Date 24/08/2011 Date 24/08/2011 Date 24/08/2011 Note: Approval includes the Harvest Plan Operational Map (HPOM) with the corresponding approval date displayed on the map, verifying final approved version. Other maps included with this plan are locality, forest type and habitat quality class (SFO and indicative). Description of Proposal Harvesting of native forest (a) Integrated Harvesting of Native Forest: Mixed-age stands dominated by a commercially mature overstorey will be harvested to create regeneration opportunities through integrated harvesting of sawlogs and pulpwood with the retention of trees for future sawlogs, fauna habitat, seed trees, visual maintenance and soil and water protection. This operation will be licensed under the EPL with notification sent to the regulatory authorities as per clause 23 of IFOA. Attachment 1: Site Safety Plan prescribes safety requirements and Medical Emergency Evacuation Plan for this harvesting operation. Attachment 2: Roading plan prescribes roading requirements for this harvesting operation. Attachment 3: Burning Plan prescribes burning requirements for this harvesting operation. Post-harvest burning should be confined as far as practicable to the Net Harvest Area. Site specific burning exclusions associated with Flora, Fauna, Cultural Heritage, Riparian and other exclusion zones are explained within the relevant sections of this Harvest Plan and indicated on the HPOM. Where practicable, snig track patterns should be designed to double as bare earth control lines to prevent fire entering specified burning exclusion zones and other tenures, i.e. Smoky Mouse, Southern Brown Bandicoot & significant Cultural Heritage sites. Where this is not practical, the SFO is to assess the need for a bare earth break to be constructed close to harvesting exclusion boundaries and seek advice and approval from the Harvesting Team Leader for the additional earth works. Specific areas identified during the planning stage which require a mineral earth break are identified in the burning plan. • 2012 Gippsland Flood Event - Review of Flood Warnings and Information Systems
2012 Gippsland Flood Event - Review of Flood Warnings and Information Systems TRIM ID: CD/12/522803 Date: 21 November 2012 Version: Final OFFICE of the EMERGENCY SERVICES COMMISSIONER Page i MINISTERIAL FOREWORD In early June this year, heavy rain and widespread flooding affected tens of thousands of Victorians across the central and eastern Gippsland region. The damage to towns and communities was widespread – particularly in the Latrobe City, Wellington and East Gippsland municipalities. Homes, properties and businesses were damaged, roads and bridges were closed, and more than 1500 farmers were impacted by the rains. A number of people were rescued after being trapped or stranded by the rising waters. Following the floods, some communities had a perception that telephone-based community warnings and information had failed them. As the Minister for Police and Emergency Services, I requested Victoria’s Emergency Services Commissioner to review the effectiveness, timeliness and relevance of the community information and warnings. This report has met my expectations and has identified the consequences and causes for the public’s perception. I welcome the review’s findings. I am confident these will, in time, lead to better and more effective arrangements for community information and warnings and contribute to a safer and more resilient Victoria. PLANNING PROPOSAL TO AMEND BOMBALA LOCAL ENVIRONMENTAL PLAN 2012 To permit a water storage facility along sections of the Bombala River, Bombala Prepared for and on behalf of Snowy Monaro Regional Council by Zenith Town Planning, 4 April 2017 TABLE OF CONTENTS Introduction _______________________________________________________1 Part 1: Objectives or Intended Outcomes____________________________7 Part 2: Explanation of Provisions_____________________________________7 Part 3: Justification for Planning Proposal____________________________7 Part 4: Mapping___________________________________________________22 Part 5: Community Consultation ___________________________________23 Part 6: Project Timeline ____________________________________________24 INTRODUCTION This planning proposal has been prepared in accordance with section 55(2) of the Environmental Planning and Assessment Act 1979. The purpose of the planning proposal is to amend Bombala Local Environmental Plan (LEP) 2012 to permit the expansion of a water storage facility on the Bombala River. The scope of this planning proposal is to describe relevant attributes of the land and watercourse and to respond to matters for consideration outlined in A guide to preparing planning proposals issued by the Department of Planning & Environment in August 2016. Proposed development The settlement of Bombala is located 485km south of Sydney and 80km south of the town of Cooma. The water supply for the town of Bombala is sourced from an impoundment on the Coolumbooka River to the north of Bombala township which has a capacity of 245 megalitres. It is proposed to expand this water storage facility by extending the impoundment for a length of approximately 2.7 to 2.8 kilometres from the existing impoundment of the Coolumbooka River into the Bombala River and extending to a new weir to be constructed between Caveat and Young Streets adjacent the town centre.
