REPORT

Executive Summary

• The Glen Abbey Golf Club in the Town of Oakville will be hosting the 2017 Royal Bank of Canada Canadian Open from Monday, July 24 to Sunday, July 30, 2017.

• A running race connected to the Canadian Open will be held on Saturday, July 22, 2017 within the Glen Abbey .

• Planned traffic impacts along Dorval Drive (Regional Road 17) and Upper Middle Road (Regional Road 38) will occur during the Canadian Open.

• Authority will be granted to allow for temporary lane restrictions and road closures on Dorval Drive and Upper Middle Road.

• Public Works staff have developed a thorough traffic management plan to address the event’s increased impact to the Regional Road network.

• Public Works staff are co-ordinating efforts with Ministry of Transportation staff for the planned Dorval Drive / QEW underpass rehabilitation work.

Background

The 2017 Royal Bank of Canada Canadian Open will be held at the Glen Abbey Golf Club in the Town of Oakville on Saturday, July 22, 2017 and from Monday, July 24 to Sunday, July 30, 2016.

A running race will be held on Saturday, July 22, 2017 within the Glen Abbey golf course.

During this event, there will be planned traffic impacts along Dorval Drive (Regional Road 17) and Upper Middle Road (Regional Road 38).

Discussion

In order to facilitate the Canadian Open golf tournament, the Town of Oakville’s Road and Works Operations, Recreation and Culture and Economic Development departments have prepared an extensive report for the Royal Canadian Golf Association for planning purposes as well as to mitigate any issues related to the following:

• Event parking and bus shuttles; • Traffic Management Plans; • Project Co-ordination (i.e., Ministry of Transportation and Capital); • Directional and advance signs; • On-Site vending; • On-Site events; and • Event banners.

In addition, a stakeholder committee, including representation from the Town of Oakville, Halton Region, , and Emergency Services have been meeting monthly since September 2015 to assist Golf Canada with the co-ordination of this year’s event.

Traffic Management

Similar to last year, a sub-committee led by Regional Public Works’ Road Operations staff was established to address the increased impact to the Regional Road network as well as develop a thorough traffic management plan.

As per the Commissioner of Public Works’ delegated authority, temporary lane restrictions and road closures will be granted for the event on Dorval Drive and Upper Middle Road in order to stage spectator and shuttle entry and vendor / supply deliveries to the Glen Abbey Golf Course as detailed below:

• Closure of the north bound curb lane on Dorval Drive from Leewood Drive to Monastery Drive. This will be a partial closure from 5:00 a.m. to 2:00 p.m. on Saturday, July 22, (during the 5K run) and from Monday, July 24 (5:00 a.m.) to Saturday, July 30 (8:00 p.m.). This is necessary to establish parking shuttle staging areas for spectator shuttle busses. Police officers will be in the area to ensure public safety.

• Closure of north bound lanes on Dorval Drive from North Service Road to Old- Abbey Lane. This closure will be required from 4:00 pm to 8:00 pm on Saturday and Sunday, July 29 and 30. This closure was conducted in 2016, and netted very positive results for spectator egress after an exciting tournament finish at end of

play. The planned detour for this road closure will be North Service Road westbound, Notting Hill Gate northbound to Upper Middle Road. This road closure will be approved through Delegated Authority (Temporary Closing of Highways/Regional Roads for Repairs and Improvements).

• Closure of the eastbound curb lane on Upper Middle Road from Dorval Drive to the east abutment of the Smith Triller Viaduct. This will be a partial closure during the entire week of the event from Monday, July 24 (5:00 am) to Sunday, July 30 (8:00 pm). This proposed closure will be used exclusively for the volunteer shuttle bus drop-off/pick-up areas. Volunteers will walk from Upper Middle Road via Abbeydale Court and Golfview Court to access the back entrance to the course.

• Traffic Demand Management initiative of a Valet Bicycle parking service / corral area for patrons who cycle to and from the event. The proposed location for the corral is the southwest corner of Dorval Drive / Old Abbey Lane. This initiative has been well received by event goers since 2009.

• A combined event ticket / transit pass with Metrolinx (return ride included) will be in place this year to provide an alternate mode of transportation to the event.

As in previous years, the Town of Oakville will be providing roadway operations services (traffic control delineation, signage, etc.) during the Canadian Open. Although Dorval Drive and Upper Middle Road are under Regional jurisdiction, the Town of Oakville will be providing traffic control delineation and signage layout services in-kind. Town of Oakville staff will be on duty full-time during periods of tournament activity while the traffic control plans are operational to ensure they are working effectively. As well, the Halton Regional Police Service have committed to supplying the necessary resources to ensure public safety and flow of traffic for the event.

Event Parking

Halton Region and Town of Oakville staff have worked with Golf Canada to develop bus shuttle service routing to maximize efficiency. Golf Canada has secured the following sites for parking with shuttle services during the event:

• Sheridan College (general public) • GO Transit – Bronte and Oakville stations (general public) • Halton Public and Catholic School board properties (reserved VIP): o Abbey Lane Elementary School (Old Abbey Lane) o Mother Teresa Elementary School (Westoak Trails/Fourth Line) o Church of the Incarnation (Old Abbey Lane) • Hydro One lands (Media): o South side of Upper Middle Road west of Dorval Drive o Oxford Avenue and Old Upper Middle Road

In addition, the following Town of Oakville sites may be utilized:

o North Oakville Operations Yard (volunteers) o Former Oakville Public Works Yard at 2274 Trafalgar Road (backup alternate) o 16 Mile Creek Sports Center (backup alternate – subject to availability) o Glen Abbey Recreation Center (backup alternate – subject to availability

Communications

The Town of Oakville will be coordinating with Golf Canada to provide links on the Town of Oakville and Halton Region’s website, the use of social media to promote the Canadian Open and to provide additional Town of Oakville related information.

Advance notice will be given to motorists through static signage and Variable Message boards along the roadside on Dorval Drive two weeks in advance of the northbound road closure on Dorval Drive on Saturday, July 29 (i.e., Monday, July 10 - sign deployment date). This signage will be co-ordinated with signage initiatives from the Ministry of Transportation, pertaining to the Dorval Drive / QEW underpass bridge rehabilitation works.

Finally, the Town of Oakville is coordinating the delivery of letters through a third party service to affected residents in the Fairway Hills / Glen Abbey area specifically, for the planned road closure of Dorval Drive. The Town of Oakville’s Parking and Communications group is developing and will implement a communications plan for area residents regarding parking restrictions and road closures.
