Purpose 1.1 To advise the Committee of developments relating to Milton Keynes’ rail services. 2. Summary 2.1 West Coast Main Line Modernisation and Upgrade is now in the active planning stage. It will result in faster and more frequent train services between Milton Keynes Central and London, and between Milton Keynes Central and points north. Bletchley and Wolverton will also have improved services to London. 2.2 Funding for East-West Rail is now being sought from the Shadow Strategic Rail Authority (SSRA) for the western end of the line (Oxford-Bedford). Though the SSRA have permitted a bid only for a 60 m.p.h. single-track railway, excluding the Aylesbury branch and upgrade of the Marston Vale (Bedford-Bletchley) line, other Railtrack investment and possible developer contributions (yet to be investigated) may allow these elements to be included, as well as perhaps a 90 m.p.h. double- track railway. As this part of East-West Rail already exists, no form of planning permission is required; however, Transport and Works Act procedures are to be started to build the missing parts of the eastern end of the line. 2.3 New trains were introduced on the Marston Vale line, Autumn 1999. A study of the passenger accessibility of Marston Vale stations identified various desirable improvements, for which a contribution of £10,000 is required from this Council. -

East West Rail Consortium 13th March 2019 Agenda Item 8: West Coast Main Line Released Capacity Recommendation: It is recommended that the meeting: a) Note the update on the West Coast Main Line Released Capacity study b) Endorse the strategic issues identified in paragraph 2.6 that have been identified by England’s Economic Heartland as needing to be considered by the study c) Note that England’s Economic Heartland has established a working group of representative interests, working on a ‘task and finish’ basis to support the EEH Business Unit d) Note the update on the Old Oak Common: Future Chiltern Capacity 1. Context 1.1. The East West Rail Consortium has previously identified the strategic importance of developing rail services along the Northampton – Milton Keynes – Aylesbury – High Wycombe – Old Oak Common axis. 1.2. The opportunity to realise this occurs through a combination of the opening of East West Rail and the opening of the first stage of HS2. 1.3. The Chiltern and East West Rail Route Strategy was published by Network Rail in 2017 and identified the potential and need to develop this north- south axis, partly in response to limitations elsewhere on the network and partly in response to the potential for further passenger growth as a result of planned growth set out in locally. 1.4. Realising the potential to develop services on this north-south axis has been a long-standing strategic priority for England’s Economic Heartland and was included within the submission to the 2018 Budget. 1.5. Thank you for inviting me to testify at this hearing on behalf of Amtrak. My name is William Flynn, and I am Amtrak’s Chief Executive Officer. I am particularly honored to be representing Amtrak at this hearing. It takes place six days after Pres- ident Biden traveled to Philadelphia to join us in celebrating Amtrak’s fiftieth anniversary. The American Jobs Plan he has proposed, which would provide $^S billion for Amtrak and high- speed and intercity passenger rail, is an important first step in developing an improved passenger rail system that would enhance mobility by serving more communities; provide more frequent and more equitable service; generate significant economic benefits; and reduce greenhouse gas emissions. Amtrak has accomplished a great deal since we began service on May T, T\UT with a mandate to transform unprofitable intercity passenger rail services operated by private railroads into “a modern, efficient intercity railroad passenger service”1 – with an initial appropriation of only $YS million. -

Illustrative Option schemes in CP5 HLOS The Department worked with Network Rail, the train operators and the transport authorities in the major cities to build up shared information on current rail usage. As far as practicable a shared view was also agreed on forecast demand, using standard rail industry models but adjusting these where there was evidence of likely stronger growth. This forecast growth is stated as a peak demand to be met in the HLOS. The forecast growth was assessed against current plans for train service provision in 2019. Illustrative train service enhancements that provided the capacity to meet this demand were identified and modelled for the morning peak services in London, Birmingham, Manchester and Leeds. In many cases these were directly based on the work undertaken by recent rail industry Route Utilisation Strategies (RUS). In some cases, notably in Leeds and Manchester, recent Government commitments to funding electrification and capacity enhancements had happened after the RUS and so the Department worked with key stakeholders to determine the most likely train service patterns the infrastructure changes might produce. The illustrative peak train services are not what will happen; that will be guided both by the rail industry’s response to the HLOS in the Strategic Business Plan for CP5 where the industry will set out how it proposes to meet the HLOS, and by the outcome of future train operator franchise competitions. But the illustrative train services are needed for the Department to confirm that a value for money solution can be provided to meet peak demand. It is likely the rail industry will produce a more detailed and efficient solution, and in this context the illustrative option can be viewed as the simple answer that should be bettered.
