DEL URUGt:hY MINISTERIO DE EDUCACIÓN Y CULTURA.­ MINISTERIO DE ECONOMÍA Y FINANZAS.- 2017-11-0001-1963 Montevideo, 2 OOCT 2017 Mensaje 2 1. o 0 1 9 Presidente de la Asamb~ General Señora Lucía Topolansky Presente El Poder Ejecutivo tiene el honor de dirigirse a ese Cuerpo, con el objeto de someter a su consideración el adjunto Proyecto de Ley, por el que se concede una pensión graciable a la señora Vani Hebar Leal Morales, cónyuge supérstite del señor Abel Carlevaro, destacado compositor y creador de una nueva escuela de técnica instrumental que marca un hito fundamental en la historia de la guitarra nacional e internacional. Como instrumentista revolucionó de forma especial la técnica de la guitarra, en la segunda mitad del siglo XX, a la vez consiguió un cambio en la ~ mentalidad guitarrfstica, la que provenía de la tradicional europea. Las últimas décadas de la vida de Carlevaro estuvieron .signadas por sus frecuentes giras a países de Europa y América, recibió invitaciones tanto en su calidad de intérprete como de docente, para realizar' conciertos, ofrecer conferencias e integrar tribunales internacionales. La pensión graciable, en nuestro ordenamiento jurídico, ha sido concebida como un beneficio personal de carácter económico o recompensa pecuniaria, prevista para aquellas personas que han realizado aportes relevantes a la República, ya porque han prestado grandes servicios al país, ya porque se han destacado en distintas actividades científicas, artísticas o culturales. 2 Este beneficio también se hace extensivo, conforme• a lo dispuesto por la Ley 16.301 de 9 de septiembre de 1992 a los cónyuges supérstites de ·quienes hubieran merecido en vida dicha compensación, siempre y cuando se cumplan las condicionantes que la misma ley establece. La Comisión Permanente para el Tratamiento de las Pensiones Graciables, considera que se cumplen todos los requisitos y se dan todas las condicionantes a que refieren los artículos 1° y 2° de la Ley 16.301 de 9 de setiembre de 1992, que justifican ostensiblemente que le sea otorgada la pensión graciable que ha solicitado la señora Vani Hebar Leal Morales, en reconocimiento a la larga y relevante trayectoria de Abel Carlevaro, quien ocupa un lugar destacado en la música uruguaya. El proyecto de ley, en su artículo primero, incluye el nombre de 1~ beneficiaria, así como el monto de la pensión. En su artículo segund6, establece que la erogación resultante será atendida por Rentas Generales. Asimismo, a efectos de la tramitación ante el Ban€o de Previsión Social, se incluye en el texto, el número de la cédula de identidad de la beneficiaria. MINISTRO DE EDUCACIÓN Y CULTURA.- María Julia Muñoz PRESENTE. 1- En su sesión del día 8 de agosto de 2017, la Comisión Permanente para el Tratamiento de Pensiones Graciables, luego de haber completado el estudio del expediente de referencia y sus antecedentes, se pronunció favorablemente respecto a la solicitud presentada por la señora Vani Hebar Leal Morales, en su condición de cónyuge supérstite de Abel Carlevaro. 2- El señor Abel carlevaro Guitarrista, fue un destacado compositor y creador de una nueva escuela de técnica instrumental que marca un hito fundamental en la historia de la guitarra nacional e internacional. Como instrumentista revolucionó de forma especial la técnica de la guitarra la segunda mitad del S.XX, a la vez que consiguió un cambio en la mentalidad guitarrística que provenía de la tradición europea. Posteriormente estudia y entabla relación con el célebre guitarrista Andrés Segovia, que en ese entonces residía en Montevideo, con el q1,1e colabora durante nueve años. Estudia orquestación y lectoescritura con Pablo Kosnlos durante cuatro años. En 1942 Carlevaro realiza una presentación en Buenos Aires. Al año siguiente es invitado por Heitor Villalobos, a viajar a Brasil. Viajó a distintos países, en los años siguientes, a efectuar conciertos: Argentina, Venezuela, Brasil, Costa Rica, Guatemala. En 1948, con el respaldo del gobierno, realizó su primer viaje a Europa, ofreciendo numerosos conciertos en España, grabando una película documental. Luego de una larga estancia en Londres y su retorno a Uruguay en 1951, en 1968, ofreció su primer concierto en París, en la Sala Playel. En 1975 difunde en Europa, invitado por Radio Francia, los fundamentos de su Nueva Escuela de Guitarra. Posteriormente dirige seminarios internacionales en la Universidad de San Francisco y la Sociedad Española de Guitarra. En París, en 1984, presenta el diseño de su nueva guitarra sin boca que pretendía borrar las tradicionales limitaciones del sonido. 8 Las últimas décadas de la vida de Carlevaro estuvieron signadas por sus frecuentes giras a países de Europa y América. Por haber sido una de las figuras más influyentes en el mundo de la guitarra de la segunda mitad del siglo XX, recibió invitaciones periódicas, tanto en su calidad de intérprete como de docente, para realizar conciertos, ofrecer conferencias e integrar tribunales internacionales. En medio de esa actividad febril, falleció en Alemania a los 84 años de edad. DISTINCIONES: Premio Morosoli, Minas, Uruguay 1995; Homenaje de la Intendencia Municipal de Montevideo 1996; Candelabro de Oro B'nai B'rith 1997; Diploma de Honor de la OEA, 1985; Premio Interamericano de cultura Gabriela Mistral, otorgado por la OEA, 1985; Orden Andrés Bello del gobierno de Venezuela; Presidencia Honoraria del Centro Guitarrístico del Uruguay en 1937; Miembro de Honor de la Comunidad Universitaria de la Academia de Música de Bucarest Rumania, 1997; Homenaje de la facultad de música Palestrina, Brasil, 1997; Homenaje del festival de guitarra en Montreal, Canadá, 1998. 3- Por los méritos antes expuestos la Comisión entendió que los aportes de su obra a la cultura nacional del señor Abel Carlevaro reúnen los requisitos de la Ley 16.301 de 9 de septiembre de 1992 en su lit A) artículo 2°. 4- Que la señora Vani Hebar Leal Morales, en su condición de cónyuge supérstite de Abel Carlevaro solicita ser beneficiaria de la pensión graciable al amparo del artículo 2 lit e) de la Ley 16.3019 de septiembre de 1992. Se acredita por medio de partidas de Registro de Estado Civil el matrimonio entre ambos y la defunción de Carlevaro. 5- Acreditado entonces que se vino de decir en los apartados ut supra la condición emérita del señor Abel Carlevaro, resta por parte de la peticionante en su condición de cónyuge supérstite acreditar su carencia de recursos propios suficientes a los efectos ser beneficiaria de la Pensión Graciable peticionada. 6- En este sentido la Comisión Permanente de Pensiones Graciables estableció como criterio en virtud de las facultades conferidas por la Ley 17.968 en Acta NO 18 de fecha 9 de septiembre de 2008, que los beneficiarios no deberán contar con ingresos superiores a 7,5 B.P.C, siendo al día de la fecha la suma de $ 27.082,5. La peticionante acreditó sus ingresos con certificado notarial declarando que los mismos ascienden a la suma de $ 25.407 mensuales por lo cual también se da por acreditado la exigencia del requisito mencionado. 7- En conclusión: actuando en el marco de las disposiciones vigentes la Comisión entiende que se cumplen en el caso, los requisitos establecidos por la Ley 9 16.301 9 de septiembre de 1992 para conceder la pensión graciable a la señora Vani Hebar Leal Morales. Correspondería pues, encomendar al Poder Ejecutivo la promoción de esta iniciativa. Por lo tanto, se elevan estas actuaciones a la Sra. Ministra de Educación y Cultura, para su conocimiento, consideración y resolución, conforme a las prerrogativas y competencias que tiene en la materia. I recently recalled a silly but actually helpful scene in a Hollywood movie. In Runaway Bride there is a scene where one of the Julia Roberts character’s jilted fiancés, a major Grateful Dead fan, upon finding out that her devotion to him (and to the Dead) was not what he thought, asked: “What would Jerry (Garcia) do?” The answer came back: “Play”. As we watch trouble of all kinds all around the world we should play- for ourselves and for others- and we should listen. Sharing music truly helps dispel the darkness. Paul Sweeny, CGSUNY President 2016 Headline Concert and Masterclass Review 2016 CGSUNY Fall Festival Concert and Masterclass with Celil Refik Kaya by Giancarlo Sidoli This year’s featured performer, Celil Refik Kaya presented a phenomenal concert. Beginning with brilliant performances of Mauro Giuliani’s Sonata Eroica op. 150, two well-arranged sets of keyboard transcriptions of J. S. Bach’s Goldberg Variations and Enrique Granados’ Valses Poeticos. The second half consisted of Celil’s own Sonatina, Rodrigo’s Toccata, the Eighteenth Caprichoso de Goya by Castelnuovo-Tedesco and ending with an amazing encore-a Turkish piece in which one could almost hear the oud and rebab’s instrumental influence! Celil, a student of 2014 featured performer Adam Holzman, is currently pursuing his DMA at the Butler School of Music at the University of Texas at Austin.

    P GUSTAVO LEONE ON HIMSELF AND HIS MUSIC I am a porteño, a native of Buenos Aires, but since 1987 I have lived in Chicago, where I am a professor in the Department of Fine and Performing Arts of Loyola University Chicago. Before that, from 1994 to 2007, I was on the faculty at Columbia College, also in Chicago. I began my musical career as a classical guitarist in Argentina, studying with Luis Ainsestad, Adriana Ardizzone and Miguel Ángel Girollet. I attended the Guitar International Seminars at the University of Palestrina in Porto Alegre, Brazil, from 1976 to 1978, where I enjoyed Abel Carlevaro’s guitar-technique seminars as well as master-classes by eminent guitarists such as Sérgio Abreu and Eduardo Fernandez. In the USA I performed as a guitarist with Collegium Musicum, the Contemporary Chamber Players, San Luis Obispo Chamber Orchestra, Harper Symphony, Kaia String Quartet, and CUBE Ensemble. My composition studies began at the Catholic University of Argentina in Buenos Aires with Roberto Caamaño, Marta Lambertini and Gerardo Gandini, in whose composition workshops outside the university I advanced my technique. It was in 1987 that I moved to Chicago, to pursue graduate studies in composition at the University of Chicago, studying with Ralph Shapey, Shulamit Ran, John Eaton and Howard Sandroff. My music has been performed by ensembles such as the Wiener KammerOrchester, Grant Park Festival Orchestra, Symphonic Orchestra of Michoacán, Czech National Symphony Orchestra, Fox Valley Symphony Orchestra, Civic Orchestra of Chicago, Pro Musica, Concertante di Chicago, Chicago Sinfonietta, Rembrandt Chamber Players, Avalon String Quartet, Spektral Quartet, Contemporary Chamber Players, CUBE Ensemble and Sonic Inertia.

    FIESTA! with Elbio Barilari Broadcast Schedule — Spring 2017 PROGRAM #: FST 17-01 RELEASE: April 2, 2017 Spanish Music and Visual Arts Spanish composers seem to have a strong predilection for the visual arts. One would say this is not surprising in a country that gave us Diego Velázquez, Goya and Picasso among many other first rate artists. Enrique Granados composed his monumental “Goyescas” (after Francisco Goya) in 1911, as a piano suite and in 1915 used its movements as the skeleton for his opera of the same title. In this program we present a selection of the original piano suite recorded by Cuban pianist Jorge Luis Prats. Goya also receives a tribute from Cuban born Spanish composer Eduardo Morales-Caso. The title of the piece, “Volavérunt”, refers to a 1799 painting by Goya from the series “Los Caprichos.” The meaning of the word is unknown and it was also the focus of an award-winning novel by the Uruguayan writer Antonio Larreta. Catalonian composer Xavier Montsalvatge pays tribute, an ironic tribute it may be said, to Salvador Dalí. His “Folia daliniana” alludes at the same time to the ancient tradition of the 16th century tradition of the “folias” and to the flashy surrealist painter of the famous moustache. Finally, three more Catalonians, Joan Saura, Nuno Rebello and Xavier Maristany, provide a miniature based on the contemporary graphics of the cartoons. This piece is part of a series of improvisations they did during the 1990s. Wolff was later awarded full scholarships from the Brazilian government to obtain the Master of Music and Doctor of Music degrees from New York’s prestigious Manhattan School of Music, where he was given the Helen Cohn Award for outstanding achievement. He became thus the first Brazilian to receive a doctorate in guitar performance. A Professor of Music at the Brazilian Federal University (UFRGS), where he created the Master and Doctor of Music Degrees in Guitar Performance, he is in constant demand to teach in universities and music festivals in the United States, Germany, Portugal, México, Colombia, Bolívia, Peru, Brazil, Uruguay and Argentina. Daniel was also a Guest Professor at Berlin’s Universität der Künste. Winner of guitar competitions in Brazil and the United States, he has performed widely in Europe, South America and the United States, where he appeared at New York’s Carnegie Recital Hall. His main guitar teachers were Eduardo Fernández, Abel Carlevaro and Manuel Barrueco. As an arranger and composer, he had his works performed and recorded by orchestras and chamber ensembles in Europe and the Americas. His arrangements have been recorded by a variety of artists, culminating in a Grammy Award and twice the Açorianos Prize for best arranger. He has also written various prize-winning film scores and ballets; his ballet Quadressencias was released in DVD by the UCS Symphony Orchestra with the Caxias do Sul Dance Company.

Universidade do Minho, Portugal [email protected] La estabilización de las articulaciones corporales, acto también conocido como fijación, es una cons- tante en las múltiples acciones que realizamos en la vida cotidiana, habitualmente de forma instintiva e inconsciente. En la técnica guitarrística la fijación articular ha sido entendida normalmente como un recurso biomecánico que implica la estabilización firme, circunstancial y controlada, de una o más articulaciones corporales, en ocasiones de forma consciente y deliberada, en particular durante la fase de preparación de una obra musical. El guitarrista y pedagogo uruguayo Abel Carlevaro adoptó este concepto como uno de los pilares de su técnica instrumental. En este trabajo nos propusimos indagar, principalmente, acerca del origen del uso de las estabilizaciones articulares voluntarias en la técnica de la guitarra clásica y la hipotética influencia de los métodos con argumentación científica para la ense- ñanza del piano, publicados durante la primera mitad del siglo XX, tales como los de Otto Ortmann y Arnold Schultz. También investigamos los trabajos pedagógicos de los guitarristas Abel Carlevaro y Charles Duncan relacionados con esta temática, y el alcance que han tenido los mismos, con relación a la adopción de este concepto por la comunidad guitarrística internacional.     QUATERNAGLIA Quaternaglia Guitar Quartet (QGQ) is widely acclaimed as one of the top contemporary classical guitar ensembles. QGQ is known for their artistic excellence and for their contributions to the expansion of the guitar quartet repertoire. Over the past fifteen years, the ensemble of Brazilian guitarists, João Luiz, Fabio Ramazzina, Paola Picherzky and Sidney Molina, has established a broad canon of original pieces and bold arrangements, in which various Brazilian composers, including Egberto Gismonti, Almeida Prado, Paulo Bellinati, Sérgio Molina and Paulo Tiné, have collaborated with the quartet. The quartet's performance first attracted the attention of the international critics in 1998, after it was awarded the Ensemble Prize at the International Guitar Contest of Havana. The ensemble performed in several noted guitar and chamber music series in the United States, such as Guitarists of the World, Allegro Guitar Series, Chamber Music Sedona, Friends of Music, and the Round Top Festival to wide acclaim. In 2000, QGQ released the album Forrobodó on the Carmo/ECM label. Produced by Egberto Gismonti, it was a groundbreaking recording of original and virtuosic repertoire almost entirely dedicated to the quartet. This repertoire has been highly influential in the world of modern guitar ensembles. The 2004 CD Presença includes the first world recording of Quartet No. 1 by Radamés Gnattali.
