    SUMMARY AND COMMITMENTS S.1 INTRODUCTION The potential for high speed rail to address a portion of the transportation needs of the State of Florida has a long history. The current effort to evaluate high speed rail’s potential was initiated following an enactment by Florida’s voters. In November 2000, Florida’s voters adopted an amendment to the Constitution of the State of Florida that mandated the construction of a high speed transportation system in the state. The amendment required the use of train technologies that operate at speeds in excess of 120 miles per hour (mph) and consist of dedicated rails or guideways separated from motor vehicle traffic. The system was to link the five largest urban areas of Florida and construction was mandated to begin by November 1, 2003, to address a high speed ground transportation system. The purpose of Article 10, Section 19 of the Constitution of the State of Florida was, “to reduce traffic congestion and provide alternatives to the traveling public.” In June 2001, the Florida State Legislature, through the Florida High Speed Rail Authority Act, created the Florida High Speed Rail Authority (FHSRA) and charged the organization with the responsibility for planning, administering, and implementing a high speed rail system in Florida. The act also mandated that the initial segment of the system be developed and operated between St. Petersburg, Tampa, and Orlando areas with future service to the Miami area. Following its creation in 2001, the FHSRA proceeded to implement the responsibilities set forth in the Florida High Speed Rail Authority Act.

It will be formally called AirportLink and is the first significant Metrorail extension since the system was inaugurated in 1984. “AirportLink will provide a fast, reliable Metrorail link to MIA for millions of residents, visitors and employees who travel to and from MIA every year,” a Miami-Dade Transit press release said. “With this project, Miami-Dade joins the ranks of the great urban zones in the world with fast public transportation systems connecting to their airports.” The opening of the new line will be the first to extend Metrorail to the airport, precisely the place where Miami-Dade transportation engineers originally wanted to take the elevated train system that currently only travels from Dadeland in south Miami-Dade to the Palmetto Station located in the northwest area of the county close to Hialeah. As new challenges have had a great impact on the needs and future projects identified in the 2015 Rail System Plan, FDOT prepared this update. CHALLENGES • New State Rail Plan Guidance was created in 2013 to set a standard format and elaborate on required elements of the plan to include a 5-year update cycle, and a requirement for states seeking capital grants under Sections 301, 302, and 501. See https://www.fra.dot.gov/Page/P0511. Thereafter, FDOT prepared a 2015 Rail System Plan that was completed in December 2015. The Plan was not published at that time, as major industry changes were expected and no public outreach had yet been conducted. • Major industry changes occurred that impacted most of the rail mileage in Florida: o CSX hired Hunter Harrison in spring of 2017, and radically changed the company by imposing precision-scheduled railroading instead of a hub-and-spoke system.     SYSTEM OVERVIEW CHAPTER 2 System Overview 2.0 SYSTEM OVERVIEW Department of Transportation and Public Works (DTPW) is the 15th largest transit system in the United States (based on annual vehicle revenue miles), with a service area of approximately 306 square miles. It is composed of 34 individual municipalities with an urbanized population of approximately 2.6 million. A trend persists in some areas throughout the county to incorporate, which leaves a large portion of the county populated by disadvantaged individuals in unincorporated areas that are dependent upon county services. DTPW is one of the largest departments in Miami-Dade County government and responsible for planning and providing public transit services in the County. DTPW operates an integrated multi-modal transit system comprised of four (4) modes: bus (Metrobus), heavy rail (Metrorail), automated people-mover (APM) (Metromover), and demand-response service (Special Transportation Services or STS). The transit agency is led by a Department Director that reports to the Mayor. The table of organization for DTPW can be found in Appendix A.1. Department of Transportation and Public Works Transit Mission Statement To meet the needs of the public for the highest quality of transit service: safe, reliable, efficient and courteous. In 2015, there were an average of 321,200 weekday boardings on the DTPW system. Table 2-1 presents DTPW service characteristics by transit mode.     BLOCK55 SAWYER’S LANDING Block 55 is the latest development by Swerdlow Group, a 1 million square foot mixed-use property. Block 55 will off er ±355,000 SF of retail space, approximately 1,050 parking spaces and 506 apartment units. Target will anchor the ground fl oor with a full service Starbucks and CVS pharmacy within its space. Additional co-tenants will include a health club, a grocer, multiple apparel concepts and hard goods. The fi rst fl oor will also feature restaurants with outdoor seating along Sawyer’s Walk, a block-long dedicated park on the north side of the project. The parking garage was designed to provide customers with the most effi cient shopping experience possible, located close to the street and low in the structure to allow themto exit their vehicles quickly and use multiple vertical transportation points to access the retail doors. The residential component will feature one- and two-bedroom apartments HIGLIGHTS that are roughly 626 and 940 sf respectively. Residents will have a private pool and clubhouse on top of the retail podium. The project is designed by Arquitectonica, a world-renowned architecture fi rm headquartered in Miami. The developer of the project is Swerdlow Group, a major South Florida developer with over 40 years of experience. The general contractor is expected to be John Moriarty & Associates of Boston. John Moriarty recently completed the Brickell City Centre, a large urban mixed-use development located due south of Block 55. Construction is anticipated to begin in March 2020. Retail construction will take 24 months to complete, with the residential component being completed six months later.
