"Tourism governance in post-war transition: the case of Kosova" Shqiperim Reka A thesis submitted in partial fulfilment of the requirements of Sheffield Hallam University for the degree of Doctor of Philosophy February 2017 Abstract The aim of this research study was to examine tourism governance in post-war transition with specific reference to the influence of political, economic and social factors, institutional arrangements, collaboration and power relations. Within this context, a crucial objective was to assess the role of mindset. Reviewing the literature in relation to the key concepts, it was discovered that research tends to focus on political and economic transition, whereas the social dimension, despite its importance, is largely neglected. Similarly, tourism governance has been overlooked in studies of tourism in post-war transition. Furthermore, the literature on tourism governance rarely takes the issue of mindset into account. To address these gaps in knowledge, a qualitative research approach was applied to study tourism governance in post-war transitional Kosova. -

Kosovo Albanian diaspora in the frame of diaspora definitions and transnationalism OPEN ACCESS Lumnije Kadriu ABSTRACT The concept of diaspora as a notion nowadays is quite complex. In regard to this term’s extensive us- age and ‘dispersion of the meanings of the term in semantic, conceptual and disciplinary space’ also wrote Rogers Brubaker in his paper titled ‘The Diaspora “Diaspora”’. Due to the development and expansion of this concept, in present times, into this category, in a broad sense, are included members of many mobile people. So, development path extends from the classical diaspora conception that considered as such only the Jews, Armenians and Greeks, whose reason of migration was a violent displacement, to the contemporary conception of dias- pora, in which included different groups or communities that move to other countries for various reasons and motives, such as migrants, refugees, guest workers, expelled communities, etc. In ad- dition, in social sciences the need for a better understanding and analysis of social processes makes new approaches appear constantly. Such an approach is also the transnational approach that is fo- cused on studying different ties or/and connections mobile people have in two or more countries. Issues related to how the Albanian diaspora in general was conceived and how Kosovo Albanian diaspora can be conceived today and how transnational studies can help in recognizing and under- standing this diasporic community are a matter of scrutiny in this paper. Who is Hasan Jashari? Hasan Jashari from the village of Likovc in Skenderaj, born in 1916, remains a hasret2 son with three sisters. Since the times were difficult, there was the Serbo-Croatian-Slovenian Monarchy, but the Monarchy of Serbia was ruling in Drenica, when he was two, the Serbian gendarmerie, supported by Albanian-speaking informants, kidnapped his father, that is, Jashar, and suffocated him and threw him into the plum trees well, about one hundred meters from his kulla.3 And as a sign for the corpse to be found more easily when someone looked for him, because it’s normal to look for a person who is missing, on top of the well, the plums well, because the garden was full of plums, they left the tobacco box… so that when someone who came to drink water here, or look for him, would see the tobacco box and say that he was murdered here, committed suicide or drowned in the well. -

Kosovo - An Atypical Parliamentary Republic Prof. Ass. Dr Murat Jashari, PhD Faculty of Law, Prishtina University, Kosovo Behar Selimi, PhD Candidate Faculty of Law, Business and Technology University, Prishtina, Kosovo Abstract The topic of this comparative study is the republican character of the system of governance in Kosovo. In the public discourse and political communication, as well as in academic discourse Kosovo is considered a Parliamentary Republic, based on the principle “of the separation of powers and checks and balances between them.” Although the constitutional definition of the relationship between the executive and legislative favors parliamentary republicanism, the constitutional powers of the president, the government and especially the constitutional and political power of the prime minister, significantly weaken the parliamentary character, in favor of a semi-presidential system. However, neither the current theories of government, nor constitutional provisions can rank Kosovo among semi-presidential systems, or pure parliamentary systems. Comparisons of competence powers relations in Kosovo, with similar relations and competences of the countries of the region and beyond, testify to the specific nature of parliamentary democracy in Kosovo. It is precisely the comparison of the Kosovo constitutional-legal system of governance with similar systems and theoretical analysis of parliamentary models facing Kosovo model which will be the basis of support of the hypothesis that Kosovo is not a typical parliamentary republic. Keywords: Kosovo; parliament; republic; prime minister; government Introduction By constitutional definition Kosovo is “a democratic Republic based on the principle of separation of powers and checks and balances between them.”1 This definition defines only the basic forms of government, leaving its type explicitly undefined.
