Part I Introduction
1.1. Short description of the program The project supports the government strategy in horticulture value chain development through increasing outreach of participating financial institutions (PFI) to horticulture farmers and entrepreneurs in all in twelve regions nationwide and the Republic of Karakalpakistan. It improved access to market-based bank finance for farmers, agro-processing enterprises, owners and operators of cold storage facilities, trading and logistics service suppliers involved in the horticulture value chain. The project helped increase farm productivity, processing and storage capacity, and reduced post-harvest losses through upgrading and setting up intensive orchards, modern and efficient greenhouses, processing, storage and refrigeration facilities. In this turn, it promoted long- term economic and environmental sustainability, and enhanced profitability for farmers and agribusiness enterprises.
1.2. Summary of activities and project progress during the previous 12 months. According to the Loan Agreement and project agreements, eight participating financial institutions (PFIs) as well as National Bank of Uzbekistan, Asaka Bank, Uzpromstroybank, Ipak Yuli Bank, Ipoteka Bank, Hamkorbank, Turon Bank and Davr Bank were selected to participate in the project. Out of the total loan proceed of USD 154 million, USD 151 million was allocated for the credit line and USD 3 million was earmarked for project management and implementation support. In fact, as of January 1, 2019 USD 152.2 million (or 98.8% of the loan amount) has been released from Loan 3471-UZB, including USD 151.4 million to PFIs for sub-loan financing, and USD 0.761 million to RRA for project management and implementation.
Allocations and withdrawals of credit line were done by PFIs as shown in the table below:

162 subprojects were financed during the entire project period, while in the reporting period - there were 38 subprojects financed. All subprojects underwent preliminary environmental screening by the PFIs strictly following the Environmental and social management system (ESMS) procedures of which 157 are classified as "B" and the remaining 5 subprojects are classified as "C" according to the legislation of the Republic of Uzbekistan in the field of environmental protection and ADB's requirement.

As of December 2018, a preliminary estimate indicates that the project has helped to establish 3,369 hectares (ha) of intensive orchards and 137 ha of water- and energy-saving greenhouses; increased refrigerated storage capacity by 68,200 tons (on the basis of one-off single load capacity), post-harvest processing capacity by 122,091 tons, and packaging material manufacture of 14 million square meters; and procured 179 units of agricultural machinery. According to paragraph (l) of Section 6.01 of the Subsidiary loan agreement, (SLA) PFIs are provided annual reports on the effectiveness of implementation of environmental and social measures. Tables 4 and 5 indicat summaries of extended subloans using ADB funds within the Horticulture Value Chain Development Project (HVCDP).

The establishment of modern energy- and water-saving greenhouses accounts for 6.8% of the number and 11.4% of the total value of subloans, processing of horticultural products accounts for 14.9% of the number and 24.0% of the value of subloans, and refrigerated storage accounts for 38.5% of the number and 17.1% of subloans value. There is a broad distribution across the all regions. The largest concentration in terms of subproject numbers is in Samarkand (22 subprojects), Tashkent (21 subprojects), and Fergana (20 subprojects). In subloan value terms, Tashkent ($29.6 million), Samarkand ($21.5 million), and Sirdarya ($16.2 million) are the largest regions (are the regions with the highest amount). Overall, the average subloan size is (equal to) $0.935 million. By region, average loan sizes vary from $0.365 million in Karakalpakstan to $2.025 million in Sirdarya. By subproject category, average subloan sizes range from $0.414 million for refrigerated storage to $2.060 million for Agricultural machinery and other. A map of financed projects in regions of the Republic of Uzbekistan is dedicated in the picture 1 below.
For each sub-project, a State Environmental Expertise (SEE) was carried out on the basis of a draft EIS (Environmental Impact Statement) and obtained an approval of the Environmental Conclusions of the State Committee for Ecology and Environmental Protection. Control over observance of the requirements of environmental legislation at the enterprises of each sub-project is assigned to the regional department for ecology and environmental protection (depending on which region and district the particular subproject belongs to). During the monitoring, the PFIs check that each sub borrower meets the requirements of the ESMS in accordance with the national regulations and requirements of ADB.
Monitoring and reporting of the implementation of safeguards requirements and procedures wТtСТn tСe establТsСed ESMS are prepared by PFIs. TСe PFIs’ quarterly progress reports Тnclude status of compliance with safeguards covenants. The PFIs submit to RRA (the EA) annual ES performance reports (Appendix 8 of the ESMS in Report and Recommendations to the President of ADB (RRP) lТnked document 12) by tСe end of January every year. Based on tСe PFIs’ annual reports, Rural Restructuring Agency (RRA) submits to ADB annual Safeguard Monitoring reports (Appendix 9 of the ESMS) by mid-February of the following calendar.
1.3 Project organization and environmental management team, including organizational relationships with PFIs, sub-borrowers etc.
7. During the reporting period, the organizational structure had some changes. A project management office (PMO) has been set up under the existing organization of Rural Restructuring Agency. According to the Resolution of the Cabinet of Ministers of the Republic of UzbekТstan dated 21.11.2018 №940, tСe Agency for ТmplementatТon of projects Тn tСe fТeld of agroindustry and food security was established (UZAIFSA) on the base of RRA. The PMO is provided with highly qualified staff and operational costs and it is responsible for monitoring the project implementation, including training, capacity development, and providing technical support to PFIs. In order to save the cost of engaging a large team of consultants for project management and to ensure efficient utilization of the loan fund allocated to project management (estimated at USD 3.0 million). PMO staff included in-house UZAIFSA specialists.
At the same time each PFI has established a project implementation unit (PIU) under its existing structure to oversee the implementation of the credit line activities at the respective PFI.

All PFIs have an assigned manager of environmental and social measures at full employment responsible for the preparation of annual reports on the environmental and social efficiency of ESMS. Environmental Management team for the project during this reporting period is shown in Table 6.

A PFI is responsible for conducting proper pre-investment inspection on prospective subborrowers Тn accordance wТtС tСe PFI’s prevaТlТng credТt and rТsk management polТcТes and procedures, and following appropriate commercial banking criteria together with past and ongoing environmental performance . In case if such inspection was not undertaken or is not undertaken in with appropriate level of rigor, the subborrower may be required to immediately repay to the PFI any disbursed funds and the PFI to repay such funds to MOF, in accordance with the terms of the SLA.
Part II Environmental issues
2.1. Environmental issues in the previous 12 months.
During the reporting period, the monitoring of subprojects was carried out by the UZAIFSA and PFI specialists who were specially trained and instructed in the framework of monitoring compliance of the Environmental Plan, labor and safety measures. The frequency of monitoring during conventional monitoring is as a rule, at least once every 6 months for projects with category "B". All inspections are documented in written form (Annex 8, template 3 with images supported - if necessary). All discrepancies observed in the past reporting period during the visit in 2018, have been significantly improved.
No major problems were identified during preparation, before and during construction. Household and sanitary standards for workers are currently being implemented or are being built, mainly in accordance with the standards and norms of the Republic of Uzbekistan.
Some non-compliance was observed during UZAIFSA site visits. Among them: untimely disposal of wastes from construction sites, not using of PPE by workers, non-satisfactory sanitarian conditions for dining facilities, solid and liquid waste, spills, garbage etc. After being notified, all non-compliances were eliminated.

No cases of non-compliances of requirements have been identified.
The nature and scale of impact on the environment is insignificant and cannot lead the quality of the environment to negative changes. 2.2. Explanations of instances in which environmental standards or guidelines were exceeded or environmental incidents happened
During the visits to the projects with refrigeration units in May of 2018, there were identified minor non-compliances, as: unsafe storage freon, garbage in cesspools, safety breach associated with the equipment of working personnel:
LLC “Kungrad Vek Stroy”- insignificant irregularities were revealed as: unsafe storage of freon, garbage in cesspools, rules for warehousing and storage of building materials were not complied with. LLC "Alisher Kipchak" - there was a smell from the activity on the territory. LLC "Mirzakhmedov Ravshan" - non-satisfactory sanitarian conditions for dining facilities, and garbage in the cesspool. The beneficiary was obliged to clean the pit as soon as possible.
During the visits to greenhouses in June of 2018, it was observed:
"Nukus Universal Base" LLC – a household garbage was observed in the project area. "Mangit Invest Plus" LLC - it was observed that there was no personal protective equipment when using fertilizer. Warehouses needed more thorough cleaning. Disruption of safety related to personnel equipment. In order to manage pesticides properly, the beneficiary was obliged to hire an agronomist soon. LLC "Sarbon Asl Savdo" - the company was scheduled on a contractual basis to use services for destruction of insects and plant diseases. In this connection, a warehouse construction for the storage of agrochemicals was not planned. The service on pesticide and herbicide management will be outsourced by beneficiary. Certified company will provide services in the use of pesticides, transportation and disposal. They were recommended to present a copy of the contract.
While visiting the sub-project on an ТntensТve garden, Тt was observed: “BaСt Imkon cСorvasТ” LLC: not organТzed storage of agrocСemТstry Тmproper СandlТng wСen usТng mТneral fertilizers and storage conditions of fertilizer. In this regard, the beneficiary undertook to hire a plant protection agronomist. The duties of the agronomist include working with chemicals for the destruction of pests, fungal diseases, pesticides, and the application of mineral fertilizers, compliance with safety regulations while working with agricultural chemistry, as well as the coordination with environmental and local authorities. The nature and scale of the environmental impact of all the above non-compliances are insignificant and cannot lead to negative changes in the quality of the environment. Recommendations for solving the above environmental problems are indicated in the paragraph 2.3. Prior to the implementation of any type of activity in the field of horticulture production, ESMS manager of eacС certaТn PFI’s Тnformed one by one all benefТcТarТes of tСe sub-projects on environmental and technical safety requirements. During the reporting period, any other issues related to noise and vibration, water and air quality have not been identified. There were no any accidents or emergency situation except a minor disruption. Complaints from nearby residential populations were not received. Environmental inspections are carried out by specialists of the district department for ecology and environmental safeguard in accordance with committee's internal environmental monitoring program. During the monitoring, the PFIs also checked the current environmental state of the sub-projects.
2.3. Recommendations are required to show how any exceedances will be prevented in the future.
Suggested recommendations for identified deficiencies in the sub-projects described above:
- improve the work on monitoring environmental protection and safety at construction sites and training workers and own personnel on environmental aspects, as well as conducting basic monitoring in accordance with the ZVOS.
- correct all the shortcomings and irregularities made during the work, tidy up collective protective equipment, clean the proper areas of rubbish, provide all workers with personal protective equipment, organize medical kits, equip electrical equipment and fire boards, organize safety and health nooks.
Keep all floors clean in the premises and prevent fertilizer from being carried by people or machines outside the project site Store each fertilizer in a separate container in a folding room or in a fixed place. The personnel must complete relevant training session or instruction.
Integrated methods of pest control with the rational use of both chemical and non-chemical methods of control.
It was also recommended to carry out activities aimed at ensuring the readiness of the object to actions to prevent, localize and eliminate the consequences of accidents or emergencies.
There were instructions, recommendations given to ensure healthy, and safety use of pesticides:
Wearing recommended protective clothing (long-sleeved shirt and trousers, socks, boots and gloves) in order to reduce exposure or skin contact;
• Chemically resistant shoes and gloves; • Use of safety glasses; • Use of approved respirators; • Stand on the windward side when using pesticides; • Avoid contact of food with pesticides; • When pouring pesticides, keep the container below eye level to prevent eye contact; • After handling pesticides, wash hands thoroughly with soap before eating or drinking;
It was clarified that timely disposal of waste, prevention of littering in the territory of projected objects will prevent negative impact on natural resources: soil, underground horizon. Part III: Compliance with ADB’s Social Protection Requirements and ADB’s Prohibited Investment Activities List
3.1 Provide assessment on these two sets of requirements.
ADB's requirements for social protection were met. According to the list of prohibited types of investment activities, a preliminary environmental screenings of social and safeguard measures were carried out. During of the project implementation, PFI specialists conducted a preliminary analysis (screening) of each sub-project with respect to social safeguard measures. “Among PFI’s experТence of rejectТon to fТnance several projects (project belongs to category B, however, the client did not present the required documents (state expert opinion, etc.); the client asked for funding the project of a poultry farm with more than 40 thousand hens,etc.) there is also experience rejection of the projects proceeding from the ADB’s ProСТbТted Investment ActТvТtТes LТst, for example, tСe clТent carrТes out actТvТtТes for the sale of alcohol. Prior to approval, subprojects were screened according to the following questions:

During the preliminary monitoring at the sub-project areas, all the above questions were answered (NO) confirming the absence of impact caused to Involuntary Resettlement, which in turn does not hamper the financing of sub-projects.
PFIs specialists discussed, explained and clarified to the subprojects owners of all the requirements for the environmental and social safeguard that they should comply with during the implementation of the subproject.
3.1. A brief description of the taken measures.
During the monitoring conducted by the RRA in October-November 2018, it was noted that the corrective measures recommended in May 2018 were almost completely implemented. On the current visit, no significant environmental impacts have been detected.
Below are the measures taken by beneficiaries in order to eliminate the inconsistencies identified during the visit in May 2018.
LLC “MangТt Invest Plus” workers are provТded wТtС workwear, sСoes and gloves.
LLC “Nukus unТversal Base” and LLC “MТrzakСmedov RavsСan” Тncreased tСe number of garbage bins for waste collection and garbage, as well as the frequency of area cleaning.
LLC “AlТsСer KТpcСak” – spoilt vegetables are stored in closed containers to prevent unpleasant odors.
During the reporting period, incidents and accidents were not observed in the projects areas.
Part IV: ESMS operations (for PFIs which are financing B-category subprojects)
4.1. A brief description of the effectiveness of the ESMS within 12 months.
According to paragraph 5 of Schedule 2 in Loan agreement between Republic of Uzbekistan and ADB dated 03.03.2017, no withdrawal shall be made from the Loan account for a PFI for the purposes of any qualified subprojects until such PFI has established the ESMS in a manner satisfactory to ADB and has appointed designated staff who is capable and adequately trained in fully implementing the ESMS.

Control over observance of the requirements of environmental legislation at the enterprises of each sub-project is assigned to the regional department for ecology and environmental protection (depending on which region and district the particular subproject belongs to).
During the monitoring, the PFIs check that each sub borrower meets the requirements of the ESMS in accordance with the national regulations and requirements of ADB. During the project implementation period, none of PFIs did face to significant environmental problems for each sub-project. There were no any exceedances in the frame of established norms for the current subprojects.
ADB's requirements for social protection were met. According to the list of prohibited types of investment activities, a preliminary screening of social safeguard measures were carried out. All requirements are implemented based on the documents of the ESMS. Implementation of corrective actions was not required.
Guided by the agreement on refinancing of part of the ADB loan, Article VI, Section 6.01, paragraph (l) of the PFIs provided annual reports on the effectiveness of implementation of environmental and social measures. In this report, information should be provided by PFIs and responsible persons for the implementation of the ESMS. At the end of January 2018 and the beginning of February 2019, all PFIs provided to RRA annual reports on the effectiveness of environmental and social measures implementation. Based on the analysis of the submitted reports, it can be seen that the process of subprojects review and approval was carried out in accordance with the national legal and normative acts of the Republic of Uzbekistan. The risk categorization was implemented on the base of the screening for the presence of environmental and social risks under the legislation of the Republic of Uzbekistan and ADB requirements. All suprojects with category "B" passed pre-investment monitoring. Monitoring of environmental safeguard and social issues in the framework of sub loans was implemented particularly on a quarterly basis by the Bank staff. No issues related to social safeguard measures (land acquisition, individuals/commercials displacement, loss of income/livelihood) were observed. No cases of non-compliance of requirements have been identified.
Capacity building activities In order to increase the capacity, training sessions were organized in the framework of the project: - a seminar of ADB consultant Irakly Kavidadze (February 17, 2018); -a seminar of the Rural Restructuring Agency on environmental management for commercial banks (certificate of February 26, 2018) and other short-term seminars (trainings). - on April 19-21, 2018, ADB organТzed a “TraТnТng SemТnar and RegТonal ExcСange on MonТtorТng the Implementation of Environmental Safeguard Measures. TS 8663-Sustainable Environmental Management Projects in Central and West Asia" in Georgia. The workshop was aimed at environmental officers of project implementation teams (PIUs). Two members of RRA staff participated in this workshop. -presentatТon for PFI’s on tСe ТmplementatТon of envТronmental management and socТal Тssues was conducted by ADB Technical consultant Armine Yedigaryan, (December 10, 2018);
However, due to tСe PFIs’ staff turnover, Тt Тs necessary to conduct traТnТng for PFI Credit Specialists who consider the ADB sub-loan. Since sometimes there are difficulties in determining to which category of environmental risk the project belongs.
4.2. Specific data on the following activities is recommended
Site inspections and audits – to summarize the number and type of site visits.
Monitoring was carried out on a quarterly basis during a year. Audits by the banks were conducted in March, June, November and December of the reporting period, and the RRA implemented it in March, June, November, December. Totally 137 financed sub projects have been inspected out of 162. Monitoring of remained and newly financed projects will be conducted in the next reporting period. Prior to the implementation of any type of activity in the field of horticulture production, all beneficiaries of subprojects were aware of environmental and technical safety requirements. To the present day, problems related to noise and vibration, water and air quality have not been identified. There were no any accidents or emergency situation. During the monitoring, the PFIs also checked the current environmental state of the sub- projects.
Noncompliance case. Some non-compliance was observed during site visits. Among them: untimely disposal of wastes from construction sites, not using of PPE by workers, non-satisfactory sanitarian conditions for dining facilities, solid and liquid waste, spills, garbage etc. After being notified, all non-compliances were eliminated. Each subproject was provided with the recommendations on methods of storing waste and observing safety regulations. . Corrective action plans. No corrective action plans were required
Consultation and complaints. Prior to the financing of each subproject, the PFI specialist consulted the beneficiaries about the environmental and social requirements of ADB. In this, regard no complaint was received.
Part V: Conclusion and action plan 5.1. Conclusions.
The annual report on the monitoring of safeguard measures of the project provided information on the implementation of the project in the field of development of the value chain in the horticulture sector. Based on the PFI data, it can be concluded that the project helped to increase the productivity of farming activities, increase the processing and storage capacity and reduce post-harvest losses due to the implementation and improvement of intensive gardening practices, modern and efficient greenhouses and processing, storage and refrigeration capacities. PFIs have expanded the coverage of farmers and enterprises, during the implementation of the project, 162 subprojects were financed during 24 months. Each sub-project was carried out by SEE on the basis of the developed draft EIS and agreed Environmental Conclusions of the State Committee for Ecology and Environmental Protection. During the project implementation period, within 24 months, PFI did not faced to significant environmental problems for each sub-project.
PFIs provided annual reports to RRA on the effectiveness of environmental and social measures. It should also be noted that while preparing the annual reports of the PFI, there were some difficulties related to environmental issues. The reason for this was the frequent changes of the responsible staff within the PFIs.
Thus, compliance with the policies and procedures of the ESMS will lead to long-term of economic and environmental sustainability and increased profitability for farmers and agribusinesses.
5.2. Action plan for the next reporting period.
Compliance of the PFIs to project agreement covenants is monitored through periodic ADB review missions, quarterly progress reports by the PFIs, random spot checks of subloan documents, and review of the PFIs' audited financial statements. An environmental specialist hired by the PMO (based in RRA) will help monitor PFIs’ training and carry out monitoring site visits, also assist to PFIs in the implementation of ESMS, including the preparation of Annual Environmental and Social (ES) performance reports of the PFIs and ensure on-time completion of the annual report on ESMS. If necessary, will assist to PFIs and beneficiaries of environmental and social issues. See the table 7 below. In the framework of project implementation, training sessions on environmental awareness will be provided for PFIs. In order to conduct the trainings consulting company will be hired. The Terms of Reference for the consultant was prepared and approved by ADB on 11.09.2018. The hired consultant will conduct a two-day seminar in 13 regions, namely, 26 training sessions in accordance with the approved schedule. Please see the annex (3) of ToR . During ADB mission on December 5-11, 2018 RRA proposed to make updates on existing Procurement Plan and on December 19, 2018 RRA sent updated Procurement plan for ADB’s review and approval. Training sessions are planning to be held on Q2-3 2019.

HORTICULTURE VALUE CHAIN DEVELOPMENT PROJECT with the participation of the Asian Development Bank Terms of reference to provide training and capacity development to PFIs in the assessment, monitoring and management of environmental and social protection measures of the sub-loans implemented in the horticulture sector.
A. Background The Republic of Uzbekistan received a loan from the Asian Development Bank (ADB) in the amount of us $ 154.0 million for the implementation of "Horticulture value chain development" project. The project is implemented in all regions of the Republic of Uzbekistan, including the Republic of Karakalpakstan, in the period from 2017 to 2021. The main objective of the project is to increase the production of competitive horticulture products, oriented to international markets and meeting international quality standards in these markets. The main beneficiaries of the project are farmers and dehkan farmers, producers of agricultural products, agro-processing enterprises, owners and operators of refrigeration units, suppliers of trade and logistics services, packing enterprises that are part of the value chain. The secondary beneficiaries are participating financial institutions by improving skills in methods of financing the horticulture sector. Within the framework of component 2: the capacity of PFIs to implement environmental protection measures and social protection is envisaged, Agency for implementation of projects in the field of agroindustry and food security (UZAIFSA) intends to hire and attract a consulting firm (hereinafter referred to as the Consultant), which will be entrusted with the work on training in rules and procedures for management of protective measures (both environmental protection and social protection), assistance in the development of the system of environmental and social management of ESMS, as well as conduct environmental supervision and monitoring trainings, for this purpose, a competitive selection with CQS procurement method will be held in accordance with the ADB Guidelines on the use of consultants for the conclusion of this contract for consulting services. The contract for consulting services will be financed from the loan of the Asian Development Bank, allocated for the work on capacity building within the project.
B. Objectives
The main objective of the consultant will be to build the capacity of the PFI in the implementation of environmental measures in accordance with national legislation and ADB requirements, in particular the creation of environmental and social management system (ESMS). C. Scope of the work The consultant will develop training materials and conduct training workshops, which should cover the following sections: The consultant will have to perform the objectives assigned under the contract, while being in Tashkent and other regions (areas) of Uzbekistan. a) ADB’s Protective policy for investment project financing:
(i) Information on the terms of the credit line; (ii) policy guidelines on protective measures ADB; (iii) legislation of the Republic of Uzbekistan on environmental protection. Existing discrepancies between the requirements of the Asian Development Bank and the legislation of the Republic of Uzbekistan concerning protective measures and ways of their coordination; (iv) types of protective measures, environmental aspects, institutional a UZAIFSA Agreements. (v) Categorization of the ADB projects, environmental category - FI; (vi) Gender approaches in the professional and social environment, international conventions on gender development. Integrated gender approach in credit operations. b) Mechanisms for implementing the system of environmental and social management:
(i) Environmental and social strategy and applicable requirements; (ii) Establishment of the ESMS and project evaluation; (iii) The system of environmental and social management: the main elements; (iv) Environmental and social management procedures: . screening and category assignment - Category C project, Category В project: . Integrated assessment, . monitoring and reporting compliance. (v) ESMS Toolkit: Templates (8): 5 templates for approval, 3 templates for implementation (monitoring and reporting); (vi) Bringing existing ESMS in accordance with the requirements of ADB; (vii) Problems with implementation of ESMS and recommended improvements.
(c) Complaint mechanism:
(i) a mechanism for reviewing and responding to complaints; (ii) Local mechanism for handling and responding to complaints; (iii) Law of the Republic of Uzbekistan "On appeals of individuals and legal persons"; (iv) ADB Reporting Mechanism; (v) Recommendations for improving handling of complaints. Target audience: Participating financial organizations: National Bank for Foreign Economic Activity of the Republic of Uzbekistan, JSCB "Asaka Bank", JSCB "Turon Bank", JSCB "Uzpromstroybank", JSCIB "IpotekaBank", JSCIB "Ipak Yuli Bank", PJSCB "Davr Bank" and Hamkor Bank.
General requirements for training:
The total number of participants in training seminars should be at least 170 specialists, at least 34 people should participate in each seminar. The consultant should conduct a two-day seminar in 5 regions according to the attached schedule, namely, 26 training sessions in accordance with the approved schedule. (Annex 1). Each participant of the seminar should be provided with the appropriate handouts (information materials, a package with a textbook on the topic, a notebook and pen, and a newsletter for projects). In the process of training it is necessary to present the seminar materials on a large screen (PPT). Training seminars should be conducted in Russian and Uzbek languages (if necessary, through the services of an interpreter). Each training workshop should include lunch and coffee break for the participants (during the break). Basic information about potential participants: . Expected number of participants: at least 170 people . Level of knowledge / expertise / practical experience in the field / area of training: Most of them are familiar with the training seminar.
Consultant’s obligations:
(i) Preparation of the curriculum and materials for the training seminar according to above mentioned objectives, which will be agreed with the UZAIFSA within 14 working days after the entry into force of the treaty; (ii) Training materials will be divided into sections based on the topic of study; (iii) Training materials are subject to preliminary approval of the UZAIFSA; (iv) All materials in Russian and Uzbek, and one complete set of educational material, including presentations in the Power Point program in Russian, should be submitted to the environment expert of the UZAIFSA, at least one week before the training course; (v) The consultant should conduct seminars in accordance with the final schedule agreed with the UZAIFSA; (vi) Questionnaire survey of participants at the end of each training seminar on the "degree of satisfaction": the level of preparedness of the consultant, the relevance of seminar materials to its topic, the need to make additions to the materials of the training seminar; (vii) The office equipment for the training seminars will be provided by the consultant. Assistance from UZAIFSA UZAIFSA will assist the consultant in ensuring the attendance of participants from participating commercial banks, as well as providing the necessary information for the implementation of this training.
Qualification: For the successful completion of the task participation of the following key experts and assistants is required * Team leader (1 specialist/Non-key expert) (i) Project management and management of the team of specialists; (ii) development of a detailed work plan and methodology for the study; (iii) Monitoring and responsibility for the progress of the work, ensuring their implementation in due time; (iv) preparation of reports in Russian and English (v) Finalization of reports on the results of the received comments. The consultant should have experience in the preparation of training plan and materials related to training seminars on the proposed topic. * Lecturer (1 International lecturer/key expert) and training assistant (1 key expert). The lecturer (international lecturer) and the training assistant must meet the following minimum requirements: Higher and / or special education, at least 5 years of experience in the last 7 years in the preparation of materials and training seminars on the issues under consideration in the TOR; Diploma in the field of environmental protection or relevant qualifications; Experience with projects of the Asian Development Bank or similar international financial institutions; Fluency in Russian, Uzbek and English (oral and written); Excellent writing skills. The consultant is responsible for planning and implementing the entire learning process. Training should include skills that will help participants perform their objectives more effectively. Training should include a person-center approach. The training instructor should use a skill-based methodology and try to avoid long theoretical sessions, and include case studies with examples.
Qualification requirements for applicants: Applications for participation in the tender can be submitted by consulting companies/ institutions/organizations that have extensive experience and legal right (competent) to sign the contract, whose activities are directly related to the purpose of the proposed consultation and can show the required professional profile. Consultants should submit proposals (technical and financial) together with CVs of the assumed experts for training. The technical proposal from any applicants should include the following items: 1. Purpose of the Terms of Reference; 2. Expected results; 3. Special working approach and work plan; 4. Approximate time and date of execution; 5. Resume of experts involved for training (name / position in the company/qualifications/tasks for each member / number of working days), experience in this area. 6. Financial proposal containing a budget estimate with a full price breakdown by items.
Reporting
During the implementation of this assignment, Consultant will submit the following reports to the Customer: c) Initial report: must be submitted within 14 days after the service start date. Develop proposals for the curriculum for each section, including the purpose of the training, the training topic, structure of the seminar, main content of the seminar, training of the group members, the result of the training, the training methodology, and all this to discuss with the UZAIFSA specialist for interaction and approval; - Develop training material, including a manual for the instructor; teaching materials should be presented both in electronic form and in paper form. Training materials should be prepared and presented in Uzbek, Russian and English. d) Final report: After the completion of the training course, within 14 days, the Consultant must submit a preliminary final report to the UZAIFSA specialist, in turn, the UZAIFSA should examine and submit its comments to the service representative within one week of receipt of the report. This report should include a full review of the seminars held, results obtained from the questionnaire survey, an analysis of questions and answers, and recommendations for improving conduct of such training seminars; After receiving comments from the UZAIFSA, the Consultant should submit a final report (in Uzbek, Russian and English) to the UZAIFSA specialist within one week both in paper and electronic form (Microsoft Word and Power Point). After the planned training seminars, the consultant provides a detailed report on the training seminars, including the following aspects: . copies of training materials (electronic and printed)); . detailed video and audio recordings (on DVD) and photographs (photo albums) of the training workshops; . the results of the survey, including an analysis of the responses; . PR and media reports on the conducted training. . Recommendations for improving the delivery of training seminars in the future. The reports will be presented in English, Russian and Uzbek languages in hard copy and in electronic form in MS Office format.

The equipment of all projects has already arrived and projects were launched. The Bank conducted environmental and social monitoring for all financed projects (Acts of monitoring are attached).
Under the ADB loan 3673(COL)-UZB: Horticulture Value Chain Development Project the Bank apporved 1 project for the amount of 1,5 million USD in December 2018 year. The purpose of the project is purchasing materials, equipment for construction of green house.
As soon as financing was made for the sub-projects, the loan files were transferred from the Credit operations department to the Loan Monitoring Department. After familirization with environmental and social protection documents the monitoring specialist during sight visit filled annex 6 (Act of Monitoring of environmental and social impact of the subproject). The monitoring specialist also check implementation of environmental management plan.
The frequency of monitoring is in the course of usual monitoring which is usually not less than once every 6 months for B category projects.
