Minutes of Meeting held on Thursday 15 November 2012 The Village Hall

Item 1: Apologies

Apologies were received from David McKenzie (National Park), David Robertson(FC) Ronald Ross, Bill Lowe, Luss Estates and Jean Mustarde.

Item 2: Minutes of Last Meeting

The minutes were agreed by the Community Council (CC). Proposed by Anne Bax and seconded by Joan Queen.

Item 3: Police Update

Of the 24 incidents reported to the Police from this area over the last month 6 resulted in further action.

• One person reported to the reported to Procurator Fiscal for misuse of drugs, ecstasy tablets – not local.

• One person reported to Procurator Fiscal for speeding at 45mph in 20mph zone outside the school; - not local.

• One person reported to the Procurator Fiscal 57mph in a 30mph at Tarbet Hotel – not local.

• One person reported to the Procurator Fiscal for misuse of drugs near Arrochar Hotel.

• .Threating phone call received by a Tarbet resident.

• One person reported to the procurator fiscal for misuse of drugs act being in of cannabis – not local.

The Community Council expressed their thanks to the police for their attendance to the control of the traffic allowing the Wreath laying service to take place on Remembrance Sunday.

Item 4: Treasurers Report

The balance in the account at present stands at £3,543.79.

Item 5: National Park

Planning:

• Firkin Steading – change of use, approved. • Ardlui – Flat Afloat, two holiday cottages, approved. • Application for removal of conditions – Heron Bank, Inverbeg.

Ben Arthur Resort Planning Application – although the CC has no objections to the application they were not listed as a statutory consultee.

Community Partnership. Three members of the CC attended the annual gathering of the Partnership and shared ideas with other Communities on subjects of running village halls and green energy. Community Partnership’s Christmas dinner will be held in the Whistlefield Inn on the 30th November 2012, anyone interested in attending please contact Ronnie MacDonald. Item 6: Luss Estates

Simon Miller has told Cllr Freeman that he is hoping to arrange a meeting in Arrochar as a follow up meeting from the recent one held in Luss.

Item 7: Forestry Commission

No update.

Item 8: Argyll and Bute Council

Succoth Road. No update and white lining of Succoth road remains outstanding. There is now also the issue of water running from the small burn alongside the access road traversing the road at the bend where it joins the A83 and creating a stream of water across

the road and on to the A83. This needs urgent attention as the onset of colder weather will make this water freeze creating dangerous access to and from the A83. Highlighted above are issues from last months meeting that the CC and Cllr Corry have been chasing up over the last six weeks. Action A&BC roads dept.

Play Areas. The CC have been successful in their application to Awards for All in securing £9,597 towards the equipment for the Tarbet Play Area, and a very generous donation of £150 from the Gala Committee which is very much appreciated.

Head of Loch Long. • The bridge on the foot access path to Succoth is still in urgent need of resolution. Action A&BC. • The recent brashing to the lower branches of overgrown trees within the car parks area have made the walkways more open.

• The CC expressed concern at the loss of our village attendant. This post will not be replaced but a ‘cleaning’ squad will be in attendance twice a week along with the occasional use of the mechanical road sweeper. The standard of this action will be monitored during the initial months of the routine. The CC have expressed their hopes that the standard of cleanliness round the villages does not suffer.

• The old sign by the Fire Station on Church Road indicating the presence of the Play Area has come loose and needs repairing. Action A&BC.

• Item 9: Transerv

A83 Rest and be Thankful, all work on hillside now complete. but Transport Scotland still in negotiations with land owner regarding access to old rest road. There is a small section of surfacing to be carried out at the top of the Rest hopefully before March 2013. Councillor Freeman informed the meeting that a press release had been issued earlier in the day confirming that Transport Scotland had now reached an agreement with the landowner which will allow work on the emergency route to proceed.

A82 all planned work now complete. Flooding on the A82 is occurring due to blocked culverts, the stretch between Tarbet and Inveruglas continues to cause problems, as well as at the bends north of Pulpit Rock.

STS have looked at the surface of the A83 at the garage entrance to Arrochar, they have found this to be quite sound, and are putting the numerous accidents occurring at this stretch down to speed. Flashing 30mph signs are being trialled on the A84 and the A85 and it has been suggested that the CC put a case forward that the A83 at this entrance to the

village is included as well. The CC feel that this type of signage would also be an advantage at the PO corner in Tarbet.

Item 10: Dumbritton Housing Association

No update.

Item 11: AOB At a recent open meeting hosted by the Development Trust the West Rosneath Peninsular Trust spoke on their Wind Turbine Project, which if they are successful in attaining planning permission, and receiving funding will be able, after all financial commitments are met be able to feed back in the region of £200k - £400k per annum to their community. This will be used to achieve the objectives laid out in their action plan that has been based on the fact that local services will diminish due to cuts in Local Authority funding. This project can be followed on line at www.

The CC would like to express their thanks to Kim Kay who piped the lament at the War Memorial on Remembrance Sunday and to the TA Army Cadets led by Carol Murray for providing tea and cakes after the service.

The next Community Council Meeting will take place on 20th December 2012 at 1900 in the Village Hall.
