Gregory Barz Music and (re-)translating unity and reconciliation in post-genocide Rwanda First submission: 25 January 2012 Acceptance: 12 November 2012 This article focuses on the ability of a historically important musical instrument in the East African country of Rwanda, the inanga, to contribute to the (re-)translation of issues related to unity and reconciliation efforts after the genocide of 1994. By concentrating on the transmission of tradition from Kirusu Thomas to Sophie Nzayisenga, from father to daughter, I underscore the significant changes in cultural contexts for historical and contemporary inanga performance while also positioning the instrument within the dominant cultural metaphors of ‘blockage’ and ‘flow’. Throughout the article, I draw on inanga song texts to demonstrate the role of the inanga as cultural translator. Liste des indicatifs téléphoniques internationaux par indicatif 1 Liste des indicatifs téléphoniques internationaux par indicatif Voici la liste des indicatifs téléphoniques internationaux, permettant d'utiliser les services téléphoniques dans un autre pays. La liste correspond à celle établie par l'Union internationale des télécommunications, dans sa recommandation UIT-T E.164. du 1er février 2004. Liste par pays | Liste par indicatifs Le symbole « + » devant les indicatifs symbolise la séquence d’accès vers l’international. Cette séquence change suivant le pays d’appel ou le terminal utilisé. Depuis la majorité des pays (dont la France), « + » doit être remplacé par « 00 » (qui est le préfixe recommandé). Par exemple, pour appeler en Hongrie (dont l’indicatif international est +36) depuis la France, il faut composer un Indicatifs internationaux par zone numéro du type « 0036######### ». En revanche, depuis les États-Unis, le Canada ou un pays de la zone 1 (Amérique du Nord et Caraïbes), « + » doit être composé comme « 011 ». D’autres séquences sont utilisées en Russie et dans les anciens pays de l’URSS, typiquement le « 90 ». Autrefois, la France utilisait à cette fin le « 19 ». Sur certains téléphones mobiles, il est possible d’entrer le symbole « + » directement en maintenant la touche « 0 » pressée plus longtemps au début du numéro à composer. Mais à partir d’un poste fixe, le « + » n'est pas accessible et il faut généralement taper à la main la séquence d’accès (code d’accès vers l'international) selon le pays d’où on appelle. Zone 0 La zone 0 est pour l'instant réservée à une utilisation future non encore établie. -

Brodey and Todd Ramón Ochoa) This dissertation is a critical analysis and annotated translation, from Spanish into English, of the book Reglas de Congo: Palo Monte Mayombe, by the Cuban anthropologist, artist, and writer Lydia Cabrera (1899-1991). Cabrera’s text is a hybrid ethnographic book of religion, slave narratives (oral history), and folklore (songs, poetry) that she devoted to a group of Afro-Cubans known as “los Congos de Cuba,” descendants of the Africans who were brought to the Caribbean island of Cuba during the trans-Atlantic Ocean African slave trade from the former Kongo Kingdom, which occupied the present-day southwestern part of Congo-Kinshasa, Congo-Brazzaville, Cabinda, and northern Angola. The Kongo Kingdom had formal contact with Christianity through the Kingdom of Portugal as early as the 1490s. -

Noriega, Chair There is little doubt of the fundamental impact of the 1994 Rwanda genocide on the country's social structure and cultural production, but the form that these changes have taken remains ignored by contemporary media scholars. Since this time, the need to identify the the particular industrial structure, political economy, and discursive slant of Rwandan “post- genocidal” media has become vital. The Rwandan government has gone to great lengths to construct and promote reconciliatory discourse to maintain order over a country divided along ethnic lines. Such a task, though, relies on far more than the simple state control of media message systems (particularly in the current period of media deregulation). Instead, it requires a more complex engagement with issues of self-censorship, speech law, public/private industrial regulation, national/transnational production/consumption paradigms, and post-traumatic media theory. This project examines the interrelationships between radio, television, newspapers, the ii Internet, and film in the contemporary Rwandan mediascape (which all merge through their relationships with governmental, regulatory, and funding agencies, such as the Rwanda Media High Council - RMHC) to investigate how they endorse national reconciliatory discourse. -

ISSUE 1 | JULY 2014 Central Africa Report Status and dynamics of the political situation in Burundi Yolande Bouka Summary Once hailed as a peacebuilding success story, Burundi has recently experienced escalating political tensions that threaten the stability of country ahead of its 2015 general elections. Frictions between political actors stem partly from the closing of the political space by the government, which prevents the opposition and civil society from operating freely in the country. Moreover, attempts by the ruling party to allow President Pierre Nkurunziza to run for a third mandate, in violation of the current constitution, have raised concerns about the democratic future of the country. Additionally, UN reports alleging that the CNDD-FDD has taken steps to arm and train its youth wing, the Imbonerakure, and recent violent incidents attributed the youth chapter, have heightened fears of a relapse of political violence. IN 2010 BURUNDI HELD its first general election by universal suffrage in 17 years. While the polls were intended to mark the end of the immediate post-transition period and the consolidation of democratic governance after decades of war and crisis, the contested results increased tensions and entrenched the ruling National Council for the Defence of Democracy – Forces for the Defence of Democracy (CNDD-FDD) party. The country experienced two years of instability and violence that was generally blamed on the activities of the CNDD-FDD youth wing (the Imbonerakure), the intelligence services and the police. Most opposition leaders fled the country, leaving a political vacuum. While violence had subsided by the end of 2012, paving the way for the return of the exiled leaders in 2013 under negotiated security guarantees brokered by the UN, uncertainty remains about the stability of the country as it gears up for elections in 2015. -

Lauenstein, Murer, Boos & Reicher Nationalism, Gender and the Representation ‘Oh motherland I pledge to thee…’: A Study into Nationalism, Gender and the Representation of an Imagined Family Within National Anthems. Nations, Walzer (1967, quoted after Cerulo 1995: 3) notes, have to be ‘imagined before they can be conceived and symbolised before they can be loved’. Even within academic debates, symbolic representations are sometimes at the core of understandings of nationhood: Anderson’s (1983) use of the emblematic Tomb of the Unknown Soldier to illustrate the ‘imagined community’ is a prominent example. Arguably, representations like this are part and parcel of engaging with nations both theoretically as well as empirically. Most theories within nationalism studies employ some kind of metaphor, analogy or other symbolic representation to buttress their claims or make them more easily comprehensible. To provide some examples, Smith's (1991) notion of belonging is strongly linked to understanding nationhood as akin to clans or tribes; Breuilly’s (1993) emphasis on statehood and sovereignty is reminiscent of bureaucratic imagery; and when Gellner (2006) stresses the importance of a common culture, a state-sponsored educational programme comes to mind. Given that inventing national symbols and traditions is an inherent part of nation-building (Hobsbawn 1990), finding them mirrored in academic debates is hardly surprising. While analysing the analogies drawn on by scholars in the field of nationalism studies would be a fascinating project in its own right, the aim of this paper is somewhat different. Firstly, in revisiting some of the major feminist critiques levelled against prominent theories on nationhood, we aim to illustrate how some imaginations of nationhood will lead us to – deliberately or not – omit crucial differences and inequalities within the nation.
