La Commission Européenne Nomme Son Nouveau Secrétaire Général
Commission européenne - Communiqué de presse Le président Juncker réorganise son équipe rapprochée; la Commission européenne nomme son nouveau secrétaire général Bruxelles, le 21 février 2018 Le secrétaire général M. Alexander Italianer ayant exprimé le souhait de se retirer, la Commission européenne a nommé Martin Selmayr comme nouveau secrétaire général, tandis que le président Juncker a nommé Mme Clara Martinez Alberola comme nouveau chef de cabinet et M. Richard Szostak comme nouveau chef de cabinet adjoint. Après plus de 32 ans au service de la Commission européenne, l'actuel secrétaire général, M. Alexander Italianer, a décidé de quitter ses fonctions. Dès lors, sur proposition du président Jean- Claude Juncker, le Collège a décidé de nommer M. Martin Selmayr, actuellement chef de cabinet du président, au poste de secrétaire général de la Commission. Cette décision prendra effet le 1er mars. Parallèlement, le président Juncker a choisi comme nouveau chef de cabinet Mme Clara Martinez Alberola, actuellement chef de cabinet adjoint. Elle est la toute première femme à accéder au poste de chef de cabinet d'un président de la Commission. M. Richard Szostak, actuellement conseiller diplomatique du président Juncker, devient son nouveau chef de cabinet adjoint. Le président de la Commission européenne, M. Jean-Claude Juncker, a déclaré: «Ce matin, Alexander Italianer m'a confirmé son souhait de quitter son poste de secrétaire général de la Commission à partir du 1er mars. Je tiens à lui exprimer ma profonde gratitude pour les décennies de bons et loyaux services qu'il a consacrées à la Commission européenne et, ces trois dernières années, auprès de moi en tant que président de cette institution. -

Professor Dr. Martin SELMAYR Nationality: German Born in Bonn (Germany) in 1970 Selmayr studied law at the Universities of Geneva and Passau, at King's College London and at the University of California (Berkeley/Davis). He holds a doctorate in law, having completed his thesis on "The Law of Economic and Monetary Union" at the University of Passau in 2001. From 1998 to 2000, Selmayr worked first as Legal Counsel, then as external Legal Advisor for the European Central Bank in Frankfurt am Main. In 2000, he was Visiting Official at the Legal Department of the International Monetary Fund in Washington D.C. where he worked on the arrangements for the representation of the euro area in International Financial Institutions. In 2001, Selmayr changed to the private sector where he started as Legal Advisor of the international media company Bertelsmann, working chiefly on competition law matters. In 2003, Selmayr became Vice-President Legal & Government Relations and Head of the Brussels Office of Bertelsmann. Having succeeded in a competition for lawyers, Selmayr joined the European Commission on 1 November 2004 and became a Commission official. He was appointed Commission Spokesperson for Information Society and Media, the portfolio under the responsibility of EU Commissioner Viviane Reding (Luxembourg). In February 2010, Selmayr became Head of Cabinet of Viviane Reding in her new function as EU Commissioner for Justice, Fundamental Rights and Citizenship and Vice-President of the European Commission. In 2014, Selmayr became Principal Advisor in the European Commission's Directorate-General for Economic and Financial Affairs (DG ECFIN). In April 2014, Selmayr was appointed Campaign Director for Jean-Claude Juncker, the European People’s Party's (EPP) lead candidate for the European Parliament elections. -

According to the presentation by the [member of the European Parliament’s] Legal Service on “Transfer in the interest of the service” as a means to fill a post, article 7 of the staff regulation must be read in conjunction with article 4 of the staff regulation: In principle a post that falls free must be published and exceptions are not stated in the statute. Why did the Commission not publish the post of Secretary-General? Why did the Commission not follow the principle of the staff regulations? Commission answer: The Commission, advised by its Legal Service, does not share the premise that the publication of a post is to be considered the rule under the Staff Regulations. The Commission recalled in its replies to the questions of the Budgetary Control Committee of 24 March 2018 that the EU Staff Regulations provide for two alternative ways for being appointed Director-General or Deputy Director-General, namely appointment to a vacant post in accordance with Article 29(1)(a) of the Staff Regulations or transfers in accordance with Article 7 of the Staff Regulations. Both options legally have an equal standing: the procedure of Article 7 is, under the Staff Regulations, an alternative procedure to the procedure of Article 29(1)(a).
