CITIZENS’ GUIDE AN OVERVIEW FOR CIVIC ENGAGEMENT AT THE NEW JERSEY STATE HOUSE New Jersey Legislature Office of LEGISLATIVE SERVICES Prepared by the Office of Public Information Current as of July 12, 2021. WELCOME TO THE NEW JERSEY STATE CAPITOL The public is invited to the Capitol to participate in the lawmaking process. Galleries on the second floor of the State House allow for citizens to observe voting sessions. The Senate President and General Assembly Speaker establish standards for access and decorum, which are enforced by Sergeants at Arms. Committee meetings are held in the State House Annex and are open to the public. Committee chairs determine matters of protocol. Advance registration to provide testimony typically is required and arranged by the committee aide. If public attendance exceeds room capacity, an overflow space is provided when possible. Citizens seeking to address legislators may wait in public corridors, with the expectation they will not impede anyone’s progress, hold signs, or create a disturbance. Rules for access are set by the State Capitol Joint Management Commission and enforced by the State Police. Public events and displays inside the Capitol are coordinated through the Public Use Program (609-847-3130). Outside gatherings require a permit from the State Police (609-984-4222). Hughes and the Honorable Members of the Senate and General Assembly of the State of New Jersey: I have the honor to transmit to you herewith the Report of the State of New Jersey Tercentenary Commission. This report describee the activities of the Commission from its establishment on June 24, 1958 to the completion of its work on December 31, 1964. It was the task of the Commission to organize a program of events that Would appropriately commemorate the three hundredth anniversary of the founding of New Jersey in 1664. I believe this report will show that the Commission effectively met its responsibility, and that the ~ercentenary obs~rvance instilled in the people of our state a renewfd spirit of pride in the New Jersey heritage. It is particularly gratifying to the Commission that the idea of the Tercentenary caught the imagination of so large a proportior. of New Jersey's citizens, inspiring many thousands of persons, young and old, to volunteer their efforts. -

NEW JERSEY LAW REVISION COMMISSION Tentative Report Addressing the Use of the Term “Inhabitant” in the New Jersey Law Against Discrimination. June 17, 2021 The New Jersey Law Revision Commission is required to “[c]onduct a continuous examination of the general and permanent statutory law of this State and the judicial decisions construing it” and to propose to the Legislature revisions to the statutes to “remedy defects, reconcile conflicting provisions, clarify confusing language and eliminate redundant provisions.” N.J.S. 1:12A-8. This Report is distributed to advise interested persons of the Commission's tentative recommendations and to notify them of the opportunity to submit comments. Comments should be received by the Commission no later than August 16, 2021. The Commission will consider these comments before making its final recommendations to the Legislature. The Commission often substantially revises tentative recommendations as a result of the comments it receives. If you approve of the Report, please inform the Commission so that your approval can be considered along with other comments. NEW LeadershipTM New Jersey The Government of the United States The Executive Branch At a time when all the major European states had hereditary monarchs, the idea of a president with a limited term of office was itself revolutionary. But the Constitution adopted in 1787 vested executive power in a president, and that remains the case today. The Constitution also provides for the election of a vice president, who succeeds to the presidency in case of the death, resignation, or incapacitation of the president. While the Constitution spells out in some detail the duties and powers of the president, it does not delegate any specific executive powers to the vice president, to the presidential cabinet (made up of the heads of the federal departments), or to other federal officials. The office of president of the United States is one of the most powerful in the world. The president, the Constitution says, must "take care that the laws be faithfully executed." To carry out this responsibility, he presides over the executive branch of the federal government — a vast organization numbering in the millions. In addition, the president has important legislative and judicial powers. Within the executive branch itself, the president has broad powers to manage national affairs and the workings of the federal government. The president can issue rules, regulations, and instructions called executive orders, which have the binding force of law upon federal agencies but do not require congressional approval. As commander-in-chief of the armed forces of the United States, the president may also call into federal service the state units of the National Guard. -

Political Ethics and Public Style in the Early Career of Jersey City’s Frank Hague Matthew Taylor Raffety1 Abstract This essay charts the political rise of Frank Hague, Jersey City's infamous mayor from 1917-1947. Although most historical attention focuses on his long tenure as mayor, Hague's pre-mayoral career provides an instructive example of how urban politicians used public spectacle, the media, ethnic identity, and middle class mores to redefine American urban politics. Before becoming mayor, Hague crafted a public persona that appealed to both middle-class and working-class ethnic voters by reinventing himself as a Progressive while still retaining the showmanship and personal appeals of machine politics. Hague straddled two distinct political traditions, presenting himself simultaneously as a "pol," rooted in the historical mores of the ―Horseshoe,‖ his home neighborhood, as well as a good government advocate, appealing to Jersey City's native-born middle class—focusing on clean water, public safety, and personal responsibility. In doing so, Hague provided a template for ethnic reform mayors who followed, from Fiorello LaGuardia and Richard Daley to Rudolph Giuliani and Ed Rendell. ―For better or worse, he knew how to run a show.‖2 Of all the political bosses who ruled the cities of the American East and Midwest at the beginning of the twentieth century, perhaps none was as feared, demonized, and beloved as Frank Hague of Jersey City, New Jersey (Figure 1). Curiously, however, the man who commanded the attention of contemporaries has received scant attention since his machine was ―buried‖ with a symbolic funeral in May of 1949.3 Contemporaries and historians describe Hague (1876-1956) as the archetypal American political boss. -
