The RAFPMP is divided into three phases, or Horizons, covering the period from 2013 – 2027 which are aimed at boosting homeland and maritime security, and territorial defense capabilities, as well as support humanitarian assistance and disaster response operations and other national developments. Increased Modernization Funds Available The Second Horizon runs 2018–22 and has been allocated around US$5.5 billion towards procurement, with the Philippine Army given US$1.4 billion, the Philippine Air Force US$2.65 billion, and the Philippine Navy US$1.46 billion. Additionally, the DND’s 2019 budget will be boosted by 34% to US$3.49 billion to support AFP operations. Smoother Business Processes Defense Secretary Delfin Lorenzana announced in March 2019 that the DND is committed to introducing additional reforms that will streamline defense procurement processes, which are aimed at improving the quality of acquisitions for the AFP as well as enhancing oversight and transparency. Increased attention will also be placed on centralising administration of procurement efforts to establish seamless, trouble-free procurement processes. Capability Gaps to Fill Although several key AFP requirements are being met through acquisitions made during the First Horizon phase, the service is nevertheless looking to address yet more capability gaps with high-end requirements under the Second Horizon. For example, the Philippine Army has outlined a desire to begin acquiring heavy combat vehicles to boost its organic firepower, and could also revisit its interest in shore-based missile systems. The Philippine Air Force is looking into new multi-role combat aircraft to add to its new fleet of Korean-made FA-50PH light attack aircraft to better secure the country’s vast airspace, and is also exploring options for enhanced airborne ISR and transport capabilities. Meanwhile, the Philippine Navy has already outline a requirement for at least six offshore patrol vessels as well as a range of other surface warfare capabilities to recapitalise its ageing fleet.
