Identity Negotiation of Indigenous Peoples in the Process of Rural-Urban Migration MASTER THESIS Identity Negotiation of Indigenous Peoples in the Process of Rural-Urban Migration Name: Roman Meier Student Number: 910523554070 E-Mail: [email protected] Thesis Supervisor: Dr. Bram Jansen University: Wageningen University and Research (WUR) Program: Master of Science in International Development Studies Specialization: Disaster Studies Abstract Nepal is both the most rural country in South Asia and the one with the highest urbanization rate. In line with this broader development, rural-urban migration by indigenous peoples has steadily increased in recent years. The overall purpose of this study is to better understand how indigenous peoples organize and experience rural-urban migration to Kathmandu Valley. Relying on an ethnographic approach and a theoretical perspective that conceives migration as a practice of mobility, the study is concerned with the links between the urban life and identity negotiation of indigenous individuals and communities likewise. More concrete, the study focusses on how indigeneity is experienced and expressed in the urban setting, how this is related to the development of a spatially grounded sense of belonging and in what regard identitary conflicts inform political action. The analysis reveals that indigeneity, a concept that emphasizes cultural distinctiveness, corresponds only little with the everyday realities in Kathmandu and that it is better conceived in dynamic terms. Furthermore, the study demonstrates that Kathmandu is not only a spatially bounded place but also an extension of the ancestral territories that can be best understood through the rural linkages of indigenous migrants. State intervention often ignores or suppresses ICCAs, inadvertently or deliberately undermining and destroying them along with other aspects of indigenous peoples’ cultures, livelihoods, self-governance, and self-determination. Nepal’s high Himalayan national parks, however, provide examples of how some indigenous peoples such as the Sharwa (Sherpa) of Sagarmatha (Mount Everest/Chomolungma) National Park (SNP) have continued to maintain customary ICCAs and even to develop new ones despite lack of state recognition, respect, and coordination. The survival of these ICCAs offers Nepal an opportunity to reform existing laws, policies, and practices, both to honour UN-recognised human and indigenous rights that support ICCAs and to meet International Union for Conservation of Nature (IUCN) and Convention on Biological Diversity (CBD) standards and guidelines for ICCA recognition and for the governance and management of protected areas established in indigenous peoples’ territories.

Rural Vulnerability and Tea Plantation Migration in Eastern Nepal and Darjeeling Sarah Besky Department of Anthropology University of Wisconsin – Madison This paper will analyze migration from rural eastern Nepal to tea plantations in eastern Nepal and Darjeeling and the potentials such migration might represent for coping with rural vulnerability and food scarcity. I will contextualize this paper in a regional history of agricultural intensification and migration, which began in the eighteenth century with Gorkhali conquests of today’s Mechi region and continued in the nineteenth and twentieth centuries with the recruitment of plantation laborers from Nepal to British India. For many Kiranti ethnic groups, agricultural intensification resulted in social marginalization, land degradation due to over-population and over-farming, and eventual migration to Darjeeling to work on British tea plantations. The British lured Rais, Limbus, and other tribal peoples to Darjeeling with hopes of prosperity. When these migrants arrived, they benefited from social welfare like free housing, health care, food rations, nurseries, and plantation schools – things unknown to them under Nepal’s oppressive monarchal regime.

Through them, Subba raises the issues of ethnicity and representation of marginalized people. He explores the pain, suffering and hardship of these people who have been at the margin of the society. The stories, mostly, focus on men who play the primary roles in them; nonetheless, female characters play an important role to make sense of the lifestyle of the Limbu people. Portrayed in the secondary roles as wife, daughter, and mother to the male characters, they maintain equal relation with their male counterparts.
