APPENDIX 2: MATHS OVERVIEW

CONTEXT

2017/18 Portsmouth context:

 73% of KS1 pupils in Portsmouth reached the expected standard in maths in 2018, the same as in 2017.  Nationally, results have increased by 1 point (75% to 76%), meaning the gap to national has widened.  68% of KS2 pupils in Portsmouth reached the expected standard in maths in 2018, a decrease of 3 percentage points compared to 2017.  There was no change in the national results (75%), so the gap to national has widened.  Portsmouth is ranked 10th out of 11 stat neighbours and 147th out of 149 LAs nationally. KS1 maths: 8 out of 11 stat neighbours, 126 out of 150 nationally. Attainment 8: 11 out of 11 stat neighbours, 146 out of 151 nationally.  The maths progress score for KS2 pupils in Portsmouth in 2018 is -1.8, which is a decrease of 0.3 points compared to 2017.  Portsmouth’s progress score is significantly below national.  42% of pupils in Portsmouth achieved a strong pass in maths in 2018, the same as in 2017.  63% of pupils in Portsmouth achieved a standard pass in maths in 2018, a decrease of 1 percentage point compared to 2017.  Portsmouth pupils achieved an average Attainment 8 score of 41.2 in 2018, a decrease of 1.1 compared to 2017.  Attainment 8 scores are not directly comparable over time due to changes in methodology.

MATHS HUB OVERVIEW

Established 5 years ago to help schools and colleges lead improvement in mathematics education in England. Overall, Maths Hubs seek to harness all the mathematics leadership and expertise within an area, to develop and spread excellent practice for the benefit of all pupils and students. Maths Hubs are part of the wider development of the school-led system leadership in England.

The DfE is the principal sponsor of the Maths Hubs Programme. Each Maths Hub receives funds to cover structural costs and project costs. These costs are reviewed half-termly by the linked NCETM regional lead and the Hub strategic board.

Strategic Priorities 18/19:

1. Embed the teaching for mastery approach in primary schools so that pupils develop the deep knowledge and understanding they need to be fully prepared for the secondary mathematics curriculum. 2. Develop mastery teaching in secondary schools, while also supporting schools and colleges to address the immediate challenge of teaching the 9-1 GCSE. 3. Ensure that Maths Hubs support schools and colleges effectively in areas of greatest need including Opportunity Areas, areas of deprivation and poor academic performance. 4. Develop the supply and effective deployment of local leaders of maths education. 5. Develop the knowledge and practice of Early Years Foundation Stage practitioners, to ensure that all pupils develop a secure foundation in mathematics so that they are ready for mastery teaching in Key Stage 1. 6. Work in close partnership with the Level 3 Maths Support Programme to ensure that schools and colleges receive effective support for increasing participation and improving teaching of Core Maths and AS/A-level Maths and Further Maths. 7. Work with Initial Teacher Training (ITT) and Subject Knowledge Enhancement (SKE) providers to support the effective recruitment, preparation and development of all teachers of mathematic

OUTCOMES

 Since 2015, 64% of schools in Portsmouth have engaged with the Maths Hub.  PEP network has led to the development of a large 5-8 transition group bringing together LA schools with MATs.  Mastery Readiness programme has been successful, all 7 schools are continuing into year 2 to work alongside a mastery specialist teacher as a TRG.

NEXT STEPS

 Maths Hub and PEP to continue to work together to engage schools in the Maths Hub offer and identify schools appropriate for each Maths Hub programme.  Greater opportunities for collaboration to be offered such as the 5-8 project.  Opportunities for links to be developed outside the city e.g. sharing of expertise between Portsmouth and Southampton in the embedding work groups.
