SECOND ANNUAL SIX CITY CLASSIC HOCKEY TOURNAMENT: From February 8-10, police and fire hockey teams in the Original 6 markets will compete in a friendly hockey tournament in Boston. Both the Boston Bruin Boston Police and Boston Fire hockey teams will be competing. The games will be held at Murphy Rink in South Boston and Devine Rink in Dorchester, with the championship game at Warrior Ice Arena. Toronto Police won the inaugural tournament last year. CHINESE CULTURAL NIGHT PRESENTED BY O.R.G. PACKAGING: The game between the Boston Bruins and Chicago Blackhawks at 7:00 p.m. on Tuesday, February 12 will feature a ceremonial puck drop by Mr. Zhou Yunjie, chairman of O.R.G. Packaging, and Chinese youth players who are in Boston participating in clinics and scrimmages for the fourth straight year. BRUINS ACADEMY SUMMER CAMPS: The Boston Bruins have teamed up with Pro Ambitions for the 10th Annual Bruins Academy Summer Camps presented by O.R.G Packaging. These camps will provide hockey players the opportunity to continue their skill development in a positive fun-filled environment with special appearances from members of the Bruins organization. Project Description 3.1 PROJECT LOCATION Honda Center is located at 2695 East Katella Avenue, in the south-central portion City of Anaheim (see Figure 3-1, Regional Location) within the Platinum Triangle. Honda Center and its adjacent surface parking lots are bound on the north by Stanley Cup Way and the Union Pacific Railroad, to the east by the Santa Ana River, to the south by Katella Avenue and to the west by State Route 57 (SR-57) freeway (see Figure 3-2, Local Vicinity). Honda Center is less than a half mile northeast of Angel Stadium of Anaheim and the existing Anaheim Amtrak/Metrolink Station and the future Anaheim Regional Transportation Intermodal Center (ARTIC) and Anaheim Rapid Connection (ARC). In addition to these venues and transit facilities, the Platinum Triangle encompasses the City National Grove of Anaheim, residential and mixed use development, light industrial buildings, industrial parks, distribution facilities, offices, hotels, restaurants, and retail development. An aerial photograph of the project site and its surroundings is shown on Figure 3-3. 3.2 STATEMENT OF OBJECTIVES The following objectives have been established for the Proposed Project and will aid decision makers in their review of the Proposed Project, its associated environmental impacts, and Alternatives: 1. While the Proposed Project only proposes to increase the number of annual events held at Honda Center, for the purposes of this EIR, traffic impacts are based on an evaluation of the following event scenarios: Average Attendance Honda Center Event: average event attendance – 11,264 spectators1 Sell Out Honda Center Event: sell-out attendance at Honda Center – 18,900 spectators Concurrent Events: concurrent events held at Honda Center and Angel Stadium of Anaheim The analysis in this section is based in part on the following technical report: Honda Center Enhancement Project Environmental Impact Report (EIR) Draft Traffic Study Report, Parsons Brinkerhoff, January 2012. This traffic study is included in Appendix E to this EIR. 5.5.1 Environmental Setting 5.5.1.1 Honda Center Operations Existing Honda Center Honda Center event traffic has occurred in the area for the past 18 years. Maximum seating capacity during an event is 18,900 seats and average event attendance is 11,264 spectators2. While these events could occur any day of the week, most of the events occur on weekday evening, generally between 7:00 PM and 10:00 PM, which is outside of the normal peak period for regular commuters. Sporting events are considered special generators and the normal morning (AM) and evening (PM) peak hour is not applicable. For Honda Center, traffic counts indicate that the peak hour for pre-event conditions is from 6:00 PM to 7:00 PM.
