MEMBERS OF THE 46™ OKLAHOMA LEGISLATURE AND YEARS OF SERVICE .................................................................. 224 ABSTRACT As term limits were sweeping the country in the early 1990's, academics and pundits were speculating about the effects term limits would have on state legislatures. They could do little more than speculate, because most of the effects were still in the distant future. This dissertation is an early attempt to move beyond speculation and address, with empirical data, how legislative institutions are being affected by term limits. The study brings together several lines of research; state legislatures generally, legislative reform, legislators' motivations, and term limits. Each of these literatures contribute to the development of a theoretical model of legislative reform. The results of this study inform and in some cases challenge the previous work that has been done in these areas of research. The model of legislative reform posited here include internal factors like: members’ characteristics, professionalism, and intemal political culture. It also include extemal influences like: the constitution, the states’ traditional political culture, the current political environment, and the length of the term limits. Hypotheses were derived from the general theory that members seek to fulfill their ambitions within the workings of the legislature. Since members control the structure of the legislature, if they are unable to accomplish their goals within the current structure they will "twist if' until they can. Links between IX members’ motivations and other characteristics with their preferences toward legislative structure are tested, looking for changes that have occurred since term limits were imposed.     Promoting healthier tomorrows through education and research today Dean’s Message Dear Alumni and Friends There is a saying – “If it’s not broken, don’t fix it.”That advice may work for appliances, but it doesn’t work for health. We are on the verge of a major realization in our country — that we must shift our focus more to promoting health and wellness, and preventing disease, injury and disability, rather than treating illness. It is a shift that moves us from a reactive to a proactive approach for health. It also is a shift that will not only improve health and save lives, it potentially will save our state and nation billions of dollars a year. The OU College of Public Health is proud to play an important role in educating the new generation of public health professionals to lead our nation in this new direction, in advancing research that furthers these goals, and in preparing public health professionals and volunteers for proper emergency response. We are one of only 38 accredited colleges of public health in the country and home to four federally funded centers that focus on protecting and improving the public’s health: the Southwest Center for Public Health Preparedness, the OU Prevention Research Center, the Center for American Indian Health Research and the Center for Biosecurity Research. Public health is important not only in times of emergency, but every day of every year. Clean air, safe food and clean drinking water, immunizing our children, protecting our communities and promoting healthy lifestyles — these all are critical public health issues.

    December 2004 ‘You’re Doing An Awesome Job’: OKDHS Employees Receive $1,000 Bonus By Kevan Goff-Parker Inside OKDHS Editor There’s a wise saying: “Good things come to those who wait.” Truer words have rarely been spoken when it comes to the recent fortunes of OKDHS employees. The Oklahoma Commission for Human Services on Oct. 26 accepted the hearty recommendation by Direc- tor Howard H. Hendrick to reward all full-time permanent and probationary employees with a one-time high per- formance bonus of $1,000, upgrade technology within the Department and provide funds for adoption subsidies. (Editor’s Note: See related story on page 5.) After the Commission voted to approve the recommendation, Okla- homa Commission for Human Ser- vices member Dr. Edward R. Munnell said employees get their sense of direction from Director Hendrick and his senior staff. This article extends the concept of epistemic culture to the field of policymaking to uncover the mechanisms of knowledge production in policy formation. It offers an extended case study of government marriage promotion policies that seek to fund and disseminate marriage education among poor couples with the goal of lifting them out of poverty. Based on an ethnography of a statewide marriage initiative in Oklahoma, this article maps out the parameters of an epistemic culture of marriage promotion shaped by three mechanisms: 1) The articulation of connections between policy, commonsense ideas, and extant epistemologies; 2) The formation of policy that consolidates research findings to quell controversy; and 3) The creation of networks to convince relevant actors of the importance of marriage promotion policy.
