1.0 Purpose

This Area specific Emergency Response Plan (ERP) provides the specific information relevant to locations and facilities within this operating area and is a complement document to the Alliance Pipeline Emergency Response Plan. The area plan(s) describes:

 Pipeline and facility characteristics  Emergency Official contact information  Facility Locations  Emergency Response equipment

The Plan is part of the Emergency Management Program and is aligned with Alliance Pipeline’s Integrated Management System (AIMS). It is planned, implemented, validated and reviewed by management.

2.0 Scope

The Alliance Emergency Management Program (of which this document falls under) is intended to prepare for an emergency, respond to and mitigate conditions during an emergency and recover from an emergency that could adversely affect the safety of the public, the workers, property, or the environment.

This plan applies to all Alliance Employee-Partners (contractors are specifically excluded as having a role during the Emergency activation and initial response phases of an event), and all of Alliance's operations in Canada and the United States as they relate to the preparation/mitigation, activation, and response phases in an emergency.

The scope of the Emergency Management area plan(s) include all of Alliance’s above and underground pipeline assets and facilities. 3.0 Roles and Responsibilities

3.1 Document Owner

The Emergency Management Coordinator owns the Saskatchewan Mainline Operating Area Plan and is accountable for:

 Ensuring that the plan is designed for its purpose and meets its desired objectives and legal requirements;

 Ensuring appropriate engagement of stakeholders who support/participate as part of the plan; and

 Approves changes to this plan and its related documentation

3.2 Additional Roles

Alameda Compressor Station 15A is located at KP 1494.11 (LS 4-25-4-3 W2M). The Compressor Station is a one-stage unit. There are four buildings located within the compressor station fenced area: a station control building and the utility building which are joined, a fuel gas building, a maintenance building and a compressor building. The mainline enters at the southwest corner of the facility and exits at the southeast corner. The south end of the facility has a station blowdown. The NRGreen waste heat facility, control room, and sub-station are located in the north and northwest areas of the yard. In the southwest corner of the yard there is a MMC building for the new cooler addition. 4.8 Waste Heat Facilities Overview Alliance Pipeline’s waste heat facilities are operated by NRGreen Power in partnership with Saskatchewan Energy. The pentane normal and thermal oil are closed loop systems, complete with leak detection. Any leaks/ low levels detected by our sensors will cause an alarm to be sent to the HMI and Gas Control. In the unlikely event of an undetected leak, our current site containment will prevent any liquids from exiting the site as the Ormat system is within our site perimeter. The Ormat system is sloped towards our current drainage ditch which runs inside our fence. This ditch directs all run-offs into the on-site dugout. The on-site dugout will contain the entire volume of both the pentane and thermal oil systems. This project will have sensitive air monitors placed at strategic points where a pentane leak may occur. Should any of these monitors detect a leak; the system can shut down immediately. Leak detection information will be monitored from both the compressor station as well as Gas Control in Calgary. The waste heat system can be shut down manually on site or remotely by an operator or Gas Control, if required. The EPZ for waste heat is 800 m. It should be noted that the maximum expected quantity of pentane is 47 tonne or 47,000 Kg.

4.14 Mainline Block Valves and Mainline Connections There mainline block valves are located approximately 35 km (20 miles) apart. Each valve will automatically close if there is a pressure reduction. A Supervisory Control and Data Acquisition (SCADA) system monitored by Alliance’s Gas Control can close the valves remotely. Mainline block valves located within the Saskatchewan Mainline Operating Area are listed on the following table. The map section of this plan contains a map for each block valve showing directions to the appropriate valve.

4.16 Environmental Considerations The Saskatchewan Mainline Operating area traverses disturbed Central Parkland, Mixed Grassland, Moist, Mixed Grassland, Aspen Parkland as well as the Dry Mixed wood Natural regions within the Saskatchewan Mainline Operating Area. The land is predominantly agricultural although some remnant areas of native prairie remain. Significant environmental features along the right-of-way include the Battle River Valley, South Saskatchewan River Valley, the Elbow Sand Hills as well as the Qu’Appelle River and Moose Mountain Creek Valleys. There are also isolated copses of remnant native vegetation and some lakes that are important for waterfowl staging.

The environmentally sensitive areas identified by Alliance are available from our Environmental department in Calgary or Eden Prairie to ensure that the environment is considered when the field team develops an action plan. If an incident occurs in an environmentally sensitive area or has the potential to cause adverse environmental effects, the Incident Commander will contact the Planning Section Coordinator.

4.17 Emergency Response Equipment –Field Deployment

The following equipment is readily available for an emergency and is either in each vehicle intended for use in an emergency or in office/facility locations. The Area Manager is responsible for ensuring that all supplies and equipment are stocked, replenished, current, complete and ready for emergency response.

4.18 Area Office Fire & Evacuation

4.18.1 If you discover a fire: . Rescue anyone in immediate danger, if safe to do so. . Confine the fire by closing doors. Note: Do not lock doors. . Call the Fire Department (911). Tell them: . the building address, and . the location, type, and severity of the fire. . Alert the occupants of an evacuation using a pull station, phone page or intercom system, or verbal announcement. . If the fire is small and you have been trained in extinguisher use, use a fire extinguisher to attempt to contain the fire. . Follow the Evacuation Procedure.

4.18.2 If you are trapped by fire or smoke: . Close your door and leave it unlocked for the Fire Department. . Dial 911 and tell them the building address and your exact location. Listen for instructions conveyed by the 911 Operator. . Seal cracks around the door with fabric or wide tape. . If smoke enters, move to the most protected area and crouch low. Wave a brightly coloured object or sheet of paper in the window.

4.18.3 Evacuation . Gather essential belongings and put on good walking shoes (if available). Do not go back to your office to retrieve any articles. Ensure that the log book is taken.

. Check all areas—washrooms, storage area, shops, warehouse, offices, meeting rooms—for persons and suspicious items, and close all doors behind you. Note: If you cannot access the room, knock loudly and declare that a floor evacuation has been initiated. . Walk outside the two gate entrances (muster point) and account for Employee-Partners, contractors, and visitors.

4.19 Site Evacuation Each compressor station has a unique document detailing site evacuation procedures and information about evacuation routes, muster points, and the location of emergency response equipment (first aid kits, fire extinguishers, etc.). For Kerrobert Compressor Station, refer to EM-MANL-0012. For Loreburn Compressor Station, refer to EM-MANL-0013. For Estlin Compressor Station, refer to EM-MANL-0016. For Alameda Compressor Station, refer to EM-MANL-0014.
