Schon früh kennt man die wichtige Strasse vom Zürichsee durch das Walenseetal über Sargans, wo sie sich mit der vom Bodensee kommenden grossen Heerstrasse trifft, um nach Maienfeld zu führen. Altbekannt ist die in einem Isoklinaltälchen gelegene Sperre St. Luzisteig E des Fläscherberges, deren militärgeographische Bedeutung von der Römerzeit bis in die Gegenwart in der trefflichen Darstellung "Aus der Geschichte der St. Luzisteig" von Oberstkorpskommandant Th. Sprecher von Bernegg (herausgegeben von Dr. F. Pieth, Chur 1934) eingehend geschildert wird. Ueber die Luzisteig führte die römische Militärstrasse nach Magia (Maienfeld), das seine Bedeutung durch den Pass erhalten hat. Bünden erwarb sich 1509 käuflich diesen Ort mit der gesamten "Herrschaft", und auf der Südseite des Grenzsteins zwischen Liechtenstein und Graubünden bei St. Katharinabrunnen stehen die Worte "Alt-Fry-Rhaetia". Der zu einer Völkerstrasse gewordene Pass war viel umstritten. Durch die Eröffnung der Bahn nach Ragaz hat der Uebergang an wirtschaftlicher Bedeutung zwar eingebüsst, doch rückt die St.

    Strasbourg, 15 December 2009 MIN-LANG/PR (2010) 1 EUROPEAN CHARTER FOR REGIONAL OR MINORITY LANGUAGES Fourth Periodical Report presented to the Secretary General of the Council of Europe in accordance with Article 15 of the Charter SWITZERLAND Periodical report relating to the European Charter for Regional or Minority Languages Fourth report by Switzerland 4 December 2009 SUMMARY OF THE REPORT Switzerland ratified the European Charter for Regional or Minority Languages (Charter) in 1997. The Charter came into force on 1 April 1998. Article 15 of the Charter requires states to present a report to the Secretary General of the Council of Europe on the policy and measures adopted by them to implement its provisions. Switzerland‘s first report was submitted to the Secretary General of the Council of Europe in September 1999. Since then, Switzerland has submitted reports at three-yearly intervals (December 2002 and May 2006) on developments in the implementation of the Charter, with explanations relating to changes in the language situation in the country, new legal instruments and implementation of the recommendations of the Committee of Ministers and the Council of Europe committee of experts. This document is the fourth periodical report by Switzerland. The report is divided into a preliminary section and three main parts. The preliminary section presents the historical, economic, legal, political and demographic context as it affects the language situation in Switzerland. The main changes since the third report include the enactment of the federal law on national languages and understanding between linguistic communities (Languages Law) (FF 2007 6557) and the new model for teaching the national languages at school (—HarmoS“ intercantonal agreement).

Fassung 10.1999/fsr Bearbeitungsprotokoll def. 03.07.2002/fsr Siedlungsentwicklung Geschichte und historisches Wachstum In der Nähe des am östlichen Walensee liegenden Orts wurden römische Münzen gefun- den. Ob jedoch der für das Mittelalter nachweisbare Landweg auf der Südseite des Walensees schon in der Römerzeit existierte, ist fraglich. 1178 wurde Mols in einer päpstlichen Urkunde als Besitz des Klosters Schänis erwähnt. Aus dem Jahre 1470 ist ein Alpbrief überliefert. 1475 gab es für Mols die erste Weideordnung. Ende des 14. Jahrhunderts gehörte der Ort zur Herrschaft Windegg (Gaster). Noch im 15. Jahr- hundert wurden Mols, Terzen und Walenstadt von der Landvogtei Gaster getrennt und mit der Landvogtei Sargans vereinigt. Kirchlicher Mittelpunkt war Walenstadt. Der Bau der ersten Kapelle in Mols geht auf das Jahr 1725 zurück. 1787 löste sich Mols von der Kirche Walenstadt und bildete eine eigene Pfarrei. Die heutige, den Ortskern akzentuierende Pfarrkirche (1.0.1) entstand in den Jahren 1862-65. Ältere Quellen erwähnen 1821 als Jahr der Einweihung und 1822 als Baujahr des Kirchturms. Mit Walenstadt war Mols Jahrhunderte lang als Ausburgergemeinde verbunden und stell- te bis 1803 einen Stadtrat. Seit der Neugründung des Kantons St. Gallen ist Mols Teil der Gemeinde Quarten. Die Siegfriedkarte von 1897 zeigt, wie die 1859 eröffnete Eisenbahnlinie Ziegel- brücke–Sargans (0.0.10) einen schmalen Uferstreifen vom Dorf abtrennt. Hangfuss und unterer Hangabschnitt sind dispers besiedelt: kleine Verdichtungen sind auf der Karte bei der Kirche, bei der Säge und Mühle und bei Massraga auszumachen. Haupt- verkehrsachse war schon damals die ab 1848 durchgehend befahrbare Landstrasse Kerenzerberg–Walenstadt.
