Hee. To maximize this book's policy and curricular impact, each chapter is written to stand on its own, and to highlight the specialized knowledge and policy perspective that each writer brings to this project. As a result, each chapter can be read or used somewhat independently of all the others. However, by organizing this report in this fashion, we recognize that a few redundancies (e.g., the presentation of demographic data) as well as inconsistencies (e.g., the preference of each writer in using the terms "Asian Pacific American/' "Asian and Pacific Islanders," etc.) will be apparent to anyone who reads this book in its entirety. We nonetheless hope our goal of allowing each expert to offer the fullest and most compelling presentation possible will be appreciated. xii Preface The State of Asian Pacific America With this publication, our two institutions-Leadership Education for Asian Pacifies (LEAP) and the UCLA Asian American Studies Center-are proud to formally inaugurate the nation's first Asian Pacific American public policy research institute. We are hopeful that this report, like many others which we plan to release in years to come, will serve to inform public discussions and shape public policy deliberations on major issues and concerns of the nation's rapidly growing and diverse Asian Pacific American population. We believe this policy report is particularly timely because of the extraordinary political and social changes that are occurring at all levels of our society and government. The year 1993 marks not only the inauguration of President Bill Clinton and a shift from a Republican to a Democratic administration, but also a dramatic increase in the representation of women and peoples of color from the United States Senate to local city halls. The heightened presence of Asian Pacific Americans in government and politics across the nation-from their substantial increases of new registered voters to the large numbers of leaders who have sought and have won elections­ has been equally impressive and significant. The year 1993 also represents a historical crossroads for our country's domestic and international policy agendas. Every major policy issue from education to employment will likely undergo vigorous reexamination and perhaps major revamping, be it in response to how the nation should compete effectively with the rest of the world or how it should address the underlying causes of its urban unrest. This policy report on Asian Pacific America is intended to have both an immediate and future impact and significance. We have assembled a stellar group of policy experts and leaders from across the nation who have rigorously and creatively offered insights, perspectives, and recommendations on how we should understand and respond to the extraordinary growth and diversification that the Asian Pacific American population is projected to undergo from now to the year 2020. In sharing xiii their specialized expertise in major policy areas like immigration and higher education, they have provided decision-makers, advocacy organizations, researchers, and the general public with practical and analytical guidance on how to address the most compelling policy challenges of Asian Pacific Americans during the decade of the 1990s and the early 21st century. As the first of many reports and activities which will be undertaken by the LEAP Public Policy Institute and the UCLA Asian American Studies Center, this publication is reflective of the special strengths and goals of the two institutions that have come together to establish this joint policy research center. Founded in 1982, LEAF is a nonprofit, community organization which has sought to develop, strengthen, and expand the leadership roles played by Asian Pacific Americans through innovative professional seminars, public workshops, and other programs. The UCLA Asian American Studies Center, established in 1969, is one of four ethnic studies centers at UCLA, and one of the nation's oldest programs in Asian American Studies. Through its research, teaching, publishing, and public educational activities in fields ranging from literature to urban planning, the faculty, staff, and students of the Center have sought to advance scholarly and policy understanding of Asian Pacific Americans. In closing, we would like to pay special tribute to Professor Paul Ong of the UCLA Graduate School of Architecture and Urban Planning for proposing this special policy project, and for generating the population projections of the demographic future of Asian Pacific Americans which serve as the unifying theme of this

Inouye When bombs rained down on Pearl Harbor in 1941, Japanese American college students were among the many young men enrolled in ROTC and were called upon to defend the islands immediately after the attack. In a matter of weeks, however, the military government questioned their loyalty and disarmed them. In No Sword to Bury, Franklin Odo places the largely untold story of the wartime experience of these young men in the context of the community created by their immigrant families and its relationship to the larger, white-dominated society. At the heart of the book are vivid oral histories that recall the young men's service on the home front in the Varsity Victory Volunteers, a non-military group dedicated to public works, as well as in the segregated 442nd Regimental Combat Team that fought in Europe and the Military Intelligence Service. Odo shows how their wartime experiences and their postwar success in business and politics contributed to the simplistic view of Japanese Americans as a model minority in Hawai'i and glossed over significant differences in their lives and perspectives.

    Hawai’i’s Japanese Americans and National Public Representation Franklin Odo Public history, including art history – and specifically public history in museums – is only one of the influential venues through which we derive our sense of our collective “place” in society. Certainly television and film as well as formal schooling are more important in terms of direct impact on social perceptions of ethnicity, race, and gender. But in spite of considerable shifts in recent museum leadership attitudes, museums themselves continue to be regarded as temples of truth and beauty, arbiters of objective history and aesthetic sensibilities. As a result, museums continue to be important influences in shaping social attitudes. Many people do go to museums, at the least for the mandatory field trips in elementary grades, but also for a wide variety of personal reasons. And those who do attend regularly tend to be individuals and groups with considerable authority, including teachers leading these field trips, who validate and authenticate interpretations provided by the museums. It is useful to recall that, while students may go to museums only a few times in their careers, teachers do so on a regular basis and are exposed repeatedly to this particular influence. Other opinion-shapers, including those in the media and the ranks of society’s leaders, absorb and transmit museum notions of beauty and value as well as historical truth through interlocking networks of community councils such as chambers of commerce, school boards and ethnic associations. Thus, museum representations are critical sites that help define who and what make up our society and how we came to be the way we are.

Dr. Odo’s discussion about Japanese immigrants and the Japanese American population in Hawai‘i was especially timely on the eve of the 70th anniversary of the attacks on Pearl Harbor. Dr. Odo also spoke about the our national institutions including the Smithsonian and the Library of Congress and about holehole bushi, the folk songs sung by workers in the cane fields that reveal so much about the cultural lives and daily hardships of the Japanese immigrant population who traveled to find work in Hawai‘i and found themselves in the midst of war following the events of Dec. 7, 1941. Odo, a Kaimuki High School graduate and the first-ever to attend Princeton University from the school, was the founding director of the Smithsonian Institute’s Asian Pacific American Program since 1997. He was responsible for numerous exhibits highlighting the experiences of Chinese Americans, Native Hawaiians, Japanese Americans, Filipino Americans, Vietnamese Americans, Korean Americans, and Indian Americans.

McCloy ’16 Professor of Spanish, earned a B.A. from the University of California, Berkeley, and a Ph.D. from Stanford University. He is Arts and Humanities Distinguished Professor of English and University Distinguished Scholar at The Ohio State University, where he teaches Latino and Latin American literature, film, comic books, and pop culture generally. He is the author, co- author or editor of more than twenty books. Charisse Burden-Stelly, Five College Fellow in the Department of Black Studies, holds a B.A. from Barrett, the Honors College at Arizona State University, and an M.A. from the University of California, Berkeley; she expects to earn her Ph.D. from UC Berkeley in May 2016. Her research specialization is in African Diaspora theory, political economy, neoliberal globalization, postcolonial studies, decolonial studies, and gender and racialization. Brianne Cohen, Visiting Assistant Professor of Art and the History of Art, earned a B.A. from Pomona College, an M.A. from the Courtauld Institute of Art (London), and a Ph.D. from the University of Pittsburgh. Her research and teaching interests include contemporary art and visual culture as they intersect with issues of global migration, political affiliation, state violence, and ecology. Adi Gordon, Five College Assistant Professor of History, received his B.A., M.A. and Ph.D. degrees from the Hebrew University of Jerusalem. He is a scholar of modern Jewish and European intellectual histories, with emphases on Central Europe in the nineteenth and twentieth centuries on the one hand, and Zionism and the Yishuv (the Jewish society in pre-1948 Palestine) on the other.

FRANKLIN ODO TO ADDRESS ASIAN AMERICAN HISTORY CLASS ON EVE OF THE 70TH ANNIVERSARY OF THE PEARL HARBOR ATTACKS Happening Dec. 6, 12:30 p.m., UH West O‘ahu Campus, D104 PEARL CITY --- On Tuesday, Dec. 6, UH West O‘ahu’s first Distinguished Visiting Scholar, Dr. Franklin Odo will return home to Hawai‘i to address students in Dr. Christen Sasaki’s Asian American History class. During his presentation on the eve of the 70th anniversary of the attacks on Pearl Harbor, he will discuss his research as it relates to the Honouliuli Internment and Prisoner of War Camp on O‘ahu during World War II as well as his latest book, scheduled for release in 2012, Voices from the Canefields, about the folk songs sung by Japanese immigrants on sugar plantations. Odo, a Kaimuki High School graduate and the first-ever to attend Princeton University from the school, was the founding director of the Smithsonian Institute’s Asian Pacific American Program since 1997. He was responsible for numerous exhibits highlighting the experiences of Chinese Americans, Native Hawaiians, Japanese Americans, Filipino Americans, Vietnamese Americans, Korean Americans, and Indian Americans. Odo retired from the Smithsonian in January 2010 and earlier this year, became chief of the Asian Division at the Library of Congress. “As UH West O‘ahu’s first Distinguished Visiting Scholar, Dr. Odo brings an incredible wealth of knowledge and experience to our campus along with insights into the inner workings of our nation’s most revered institutions and stewards of our cultural history, the Smithsonian Institute and the Library of Congress,” said UH West O‘ahu Chancellor Gene Awakuni.
