The accompanying strategic plan 2000-2015, however, that was aimed to adapt the capabilities of the armed forces to the new reality has never been seen as an essential guidance by the Belgian decision-makers. Instead, the Belgian armed forces have been adapted due to budget cuts, and only in a minor way because of strategic considerations. This has resulted in an imbalance between the budget for personnel, operating costs and investments. The result is a smaller but still broad force adapted to collective security/crisis management with land forces specialized in (medium and) light infantry tasks. The air and naval capabilities have been made suitable to the lower intensity of collective security operations although they were designed for the higher part of the violence spectrum. At the same time, disruptive technologies including mobile connectivity, the internet of things, and 3D printing are attracting trillions of dollars of investment and increasing the power of agile, small companies to thrive.

    Royal Higher Institute for Defence Euro Atlantic Association of Belgium Evening conference 17 April 2011 Summary Note The NATO and the road to the Chicago Summit The Honourable Peter MacKay Minister of National Defence of Canada On the eve of a two-day gathering of NATO defence and foreign ministers in Brussels to prepare the NATO Chicago Summit on 20-21 May, the Royal Higher Institute for Defence, in cooperation with the Euro Atlantic Association of Belgium, had the pleasure to welcome The Honourable Peter MacKay, Canada’s Minister of National Defence. The conference was first introduced by Belgian Minister of Defence Pieter De Crem. As both ministers pointed out, Belgium and Canada share similar visions and values such as multilingualism, multiculturalism, diversity, cooperation and international-mindedness. Both countries are actively cooperating in NATO and are engaged in Afghanistan to restore peace and to pave the way for the Afghan National Security Forces to take over. Minister MacKay highlighted Canada’s commitment to NATO, as one of its founding members, and its leading role in the Atlantic Alliance. Canada has participated in every major NATO missions since its foundation and has, among other things, pushed for an open-door policy at NATO in Central and Eastern Europe. NATO is more than just a military alliance. It is a forum to discuss security questions in the 21st century and to reinforce peace. This is why its member states, and therefore Canada, have to reinforce their constant commitment to it. Canada’s defence minister then underlined the tremendous challenges facing NATO in the current security environment and the impact of the global economic situation and fiscal constraints on security and defence.

    Press release Green Blade helicopter exercise gets high political support Brussels, 2 October 2012. At the occasion of Green Blade’s Distinguished Visitors Day (DVD), the Ministers of Defence of Belgium and Luxembourg, Pieter de Crem and Jean- Marie Halsdorf as well as Claude-France Arnould, Chief Executive of the European Defence Agency, visited Kleine Brogel Airbase. The Belgian Air Component is currently hosting the European Defence Agency’s latest helicopter exercise with 550 participants from Belgium, Italy, Germany and Spain and supported by Luxembourg. Interoperability, deployability and cost-efficiency of joint missions are at the centre of the three weeks exercise. “Green Blade is an excellent example of pooling and sharing of military capabilities. Today is an unique opportunity to see how various teams from different countries can become one unit in not even three weeks.” said Claude-France Arnould at the opening of the DVD. Exercise Green Blade runs from 18 September to 5 October 2012, hosted by the Belgian Air Component. Linked with Exercise Pegasus, a special forces training exercise, the two groups work closely together on numerous missions. The two exercises draw together some 550 personnel from four countries (Belgium, Italy and Germany for Green Blade and Belgium, Italy and Spain for Pegasus) as well as observers from Bulgaria, Canada and the Czech Republic. The exercise is supported by the host nation with an additional 200 people as role players, real life and medical support, safety and security, as well as the manning of a Forward Arming and Refuelling Point (FARP). In total, 15 helicopters of different types are currently involved in the combined Green Blade/Pegasus exercise.
