Maria Izabel Valladão de Carvalho Brasília 2007 Dedicatória Certa vez me disseram que se eu fosse um self-made man, eu poderia estar em qualquer lugar do mundo e alcançaria sucesso. Naquele momento acreditei que estava pronto para conquistar o mundo. Tentei, e todas as vezes que fracassei pude voltar para um lugar que me protegia e me dava forças para uma vez mais tentar. Hoje estou certo de que um self-made man nada mais é do que uma lança de sua própria família. É em casa, com o apoio dos familiares, que conseguimos encontrar o sorriso quando o mundo não parece tão engraçado, é lá que aprendemos a lutar pelo nosso espaço. É lá que aprendemos a valorizar a tradição e a acreditar na vanguarda. Dedicar essa tese à minha família é mais do que um prazer, é uma obrigação. É um reconhecimento público de sua importância na minha formação. É um reconhecimento que mais do que um self-made man sou um family-made man. Quem descobre uma nova verdade científica teve antes que triturar quase tudo que havia aprendido e chega a essa nova verdade com as mãos sangrentas por haver julgado inumeráveis lugares comuns A rebelião das Massas - José de Ortega Y Gasset - v - Resumo Esta tese tem como objetivo central analisar o processo de tomada de decisões que levou à implementação de políticas protecionistas norte-americanas em 2002 com relação ao setor siderúrgico. Também explora a percepção dos atores brasileiros envolvidos na questão, bem como as estratégias de ação empregadas por estes para combater o protecionismo. Para tanto, é realizado um estudo sobre lobby e estratégias de ação dos atores norte-americanos nos planos privado e público. Na perspectiva brasileira, são analisadas as posições adotadas pelos atores privados do setor siderúrgico, assim como aquelas adotadas oficialmente pelo governo brasileiro. Palavras-chave: Barreiras comerciais, Brasil, Estados Unidos, lobby, política externa, siderurgia. Abstract The main objective of the present thesis is to analyze the decision making process that led to the implementation of American steel sector protectionism in 2002, and also to explore perception and strategies used by Brazilian actors to confront protectionism. To reach these objectives, lobby and other action strategies of Americans` actors were studied in both private and public level. In a Brazilian perspective, official positions of Brazilian government were studied as well as positions adopted by private actors of the steel sector. Key-words: Brazil, commercial barriers, foreign policy, lobby, steel, United States.

    WELCOME FROM BILL RAUCH, ARTISTIC DIRECTOR OF CORNERSTONE THEATER COMPANY It's my great privilege to welcome you tonight to A Long Bridge Over Deep Waters, the culminating Bridge Show of our four-and-a-half-year Faith-Based Cycle. In January of 2001 we began with a central question: How does faith unite and divide us? Faith affiliation is often invisible to those around us. The monologues, scenes, testimonials, prayers, defiances and embraces that have followed, through a 21-play festival of short plays and seven full-length collaborations with different communities of faith, have brought home to me in a new way the unifying power and painful divisiveness of faith, its ability to bring us together and to drive us apart. Faith can put center stage our power to hurt one another, as well as our power to work together and to celebrate the beauty of every individual human life. Through his three-year odyssey of writing A Long Bridge Over Deep Waters, James Still has wrestled with how to help voice the play's communities, and he has done it with an integrity and courage that move and inspire me. In pursuing our mission of inclusion, we at Cornerstone often talk about making ourselves vulnerable, getting outside of ourselves to practice deep listening, and engaging in our work as a labor of love. James has taught me new depths of meaning behind these clichés. Cornerstone is always a collective effort. I am especially proud to have worked on this show alongside my brilliant Ensemble colleagues, our guest artists and our dedicated community collaborators.
