Durante la Segunda Guerra Mundial sirvió en el Ejército italiano y tras la caída de Mussolini en 1943 estuvo con los partisanos antinazis. En 1945 militó en el Partido de Acción de Ferruccio Parri, pero pronto se desvinculó de cualquier organización política. En 1946 entró a trabajar por la vía de oposiciones en el Banco de Italia, institución donde desarrolló toda su carrera hasta la cúspide. Sucesivamente fue técnico en el departamento de investigación económica (1960-1970), jefe del departamento (1970-1973), secretario general del Banco (1973-1976), vicedirector general (1976-1978), director general (1978-1979) y, finalmente, gobernador (1979-1993). Considerado un economista de formación humanista, Ciampi salvaguardó la independencia del banco del Estado y se labró una imagen de austeridad y apego al trabajo. Como titular representó a Italia en las juntas de gobernadores de diversas instituciones financieras internacionales. Con su elección el 26 de abril de 1993 por el presidente de la República Oscar Luigi Scalfaro (por primera vez sin consultar a los partidos) para reemplazar a Giuliano Amato, Ciampi se convirtió en el primer jefe de Gobierno técnico, esto es, no adscrito a ninguna formación, desde 1945, si bien algunos líderes políticos insistieron en sus simpatías democristianas. -

Bulletin of Italian Politics Vol. 1, No. 1, 2009, 29-47 The Transformation of Italian Democracy Sergio Fabbrini University of Trento Abstract: The history of post-Second World War Italy may be divided into two distinct periods corresponding to two different modes of democratic functioning. During the period from 1948 to 1993 (commonly referred to as the First Republic), Italy was a consensual democracy; whereas the system (commonly referred to as the Second Republic) that emerged from the dramatic changes brought about by the end of the Cold War functions according to the logic of competitive democracy. The transformation of Italy’s political system has thus been significant. However, there remain important hurdles on the road to a coherent institutionalisation of the competitive model. The article reconstructs the transformation of Italian democracy, highlighting the socio-economic and institutional barriers that continue to obstruct a competitive outcome. Introduction As a result of the parliamentary elections of 13-14 April 2008, the Italian party system now ranks amongst the least fragmented in Europe. Only four party groups are represented in the Senate and five in the Chamber of Deputies. In comparison, in Spain there are nine party groups in the Congreso de los Diputados and six in the Senado; in France, four in the Assemblée Nationale an d six in the Sénat; and in Germany, six in the Bundestag. Admittedly, as is the case for the United Kingdom, rather fewer parties matter in those democracies in terms of the formation of governments: generally not more than two or three. -

The recently refurbished Hammersmith Novotel hotel offers high quality conference facilities all under one roof. We are expecting well over 500 delegates, representing over 50 different countries. There are more than 190 panels, as well as the workshops on Monday, building on last year’s innovation, and as a new addition, dedicated posters sessions. There are also three receptions. The Conference theme is ‘Transforming Politics: New Synergies’. Keynote speakers include Professor Carole Pateman, President of APSA, revisiting the concept of participatory democracy and Professor Iain McLean giving the Government and Opposition-sponsored Leonard Schapiro lecture on the subject of coalition and minority government. On Wednesday, our after-dinner speaker is Professor Tony Wright, (UCL and Birkbeck College) former MP and Chair of the Public Administration Select Committee. Amongst other highlights, Professor Vicente Palermo will discuss Anglo-Argentine relations and John Denham MP will talk on ‘English questions’ and the Labour Party’ and Sir Michael Aaronson, former Director General of Save the Children, will be drawing on his experience working in crisis situations to reflect on whether we had a choice in Libya today. Despite the worsening economic and policy environment, this has been a particularly active and successful year for the Association. Overall membership figures, including those for the new Teachers’ Section, continue to rise. -

Specifically, it has created a new cleavage between creditor and debtor countries, the former being mainly located in Central-Northern Europe and the latter in Southern Europe, each with its own understanding of the causes of and remedies to the crisis. This paper explores how a debtor country - Italy - has changed its political discourse on the EU as a result of the crisis, focusing on political elites, civil society and public opinion. It argues that while the discourse of political elites and of civil society clearly mirrors this cleavage, public opinion does not necessarily follow this pattern, being mainly concerned with the country’s domestic ills. Bulletin of Italian Politics Vol. 2, No. 1, 2010, 137-45 The Regional Elections of 2010: Much Ado about Nothing? Antonio Floridia Electoral Observatory of the Region of Tuscany Abstract: This article, taking its point of departure from the research presented at the annual workshop of the Italian Society for Electoral Studies, analyses the principal outcomes of the elections held in 13 Italian regions on 27 and 28 March 2010. One of the most significant features of these elections is that they do not appear to have resulted in any major changes with respect to the electoral cycle initiated in Italy by the parliamentary elections of 2008. Featuring a very low level of turnout, typical of “second-order” elections and affecting all the parties, the only winners were the parties (the Northern League and Italy of Values) which managed to consolidate their support or limit their losses. The article then analyses in more detail the result obtained by the Democratic Party and dwells on the fact that the success of the centre right, despite winning four of the regions previously governed by the centre left, does not seem, however, to have reinforced the Berlusconi government due to the growing political significance of the League and the conflicts this produces. Ultimately, the regional elections have highlighted all of the dillemmas affecting Italian politics without resolving any of them. The Italian decision of joining the EMS: Exchange rate commitment as a political argument in favour of institutional reforms* Anna Solé University Pompeu Fabra May, 7th, 2018 Abstract: During the negotiations about the European Monetary System (EMS), the Italian government consistently held the position that Italy was not going to join a “re-edited Snake”. However, when it became clear that the EMS would work under the hegemony of the German mark, just as the previous system did, the Italian government surprisingly changed position and decided to adhere to the new monetary arrangement, although this decision imposed unpopular reforms and threatened with provoking a government crisis. The debate on the convenience for Italy of participating in the EMS shows that besides the discussion on the new monetary system, other important discussions, concerning institutional reforms, were also taking place. In many occasions, EMS membership was used to justify the need for other institutional reforms that did not enjoy enough political support to be implemented. In particular, the reform of the wage indexation mechanism and the change in the status of the Banca d’Italia are examples of how the exchange rate commitment and the European compromises were used to impose measures that were very unpopular and, otherwise, would have been very difficult to carry out. Introduction: On the 5th of December 1978, the agreement of the European Monetary System (EMS) was signed by six of the nine members of the EEC. The United Kingdom decided to stay out, whereas Italy and Ireland were given some additional time to take their final decision. -

European Commission - Announcement President Juncker on official visit to Italy, Friday 26 February Brussels, 26 February 2016 © European Union 2016 Marco Zeppetella President Juncker had a friendly meeting with Prime Minister Matteo Renzi, in which they agreed on important aspects of Europe's most urgent priorities. The meeting covered a number of issues, from the economy, jobs and growth to progress on the European response to the refugee crisis and, more generally, the current state of European affairs. After the meeting, President Juncker underlined Italy's historic contribution to European integration, and spoke of a "large convergence of views" between the Italian government and the European Commission, including on the further deepening of the Economic and Monetary Union. In the refugee crisis, Italy's efforts were "exemplary and could serve as a role model for other Member States," President Juncker added. On Europe's economic policy, the President said: "This Commission does not condone blind austerity". The Commission last year granted Italy flexibility under the EU's Stability and Growth Pact, helping the country to reboot investment and pursue its ambitious programme of reforms. In January 2015 it adopted a Communication on how it intends to apply this flexibility under the Stability and Growth Pact. "There is an absolute need to rediscover the path of sustainable growth," insisted President Juncker. "From the start I have pleaded for a virtuous triangle of investment, structural reforms and responsible fiscal policy," he said of the Commission's broader economic strategy. Italy is the second-highest beneficiary of the Investment Plan for Europe, whose first wave of projects in Italy will trigger new investment worth 4.8 billion euros and create more than 3,200 new jobs. -
