This work is licensed under the Creative Commons Attribution-NonCommercial-NoDerivatives 4.0 License. 59 Duško Radosavljević (Government of Vojvodina) have been from the lines of non-Serbs6, many presidents of the Assembly of the Autonomous Province of Vojvodina, etc. This unprecedented harmony lasted until the mid 80s of the last century7, when the Slovene and Serbian political coryphaei started voicing different attitudes regarding the division of the government. The former performed this through administration and bureaucracy – less taxation and less federative and “other” involvement in their endeavors, while the letter claimed their right to the “national-constitutional unity of the whole territory”! Also, they demanded that others refrain from interfering with their affairs. Near the end of the decade, when Croats surfaced with their own ambition to pursue “a thousand-year-old dream of independence”, it was evident that the concepts of Yugoslavia, “brotherhood and unity”, equality between peoples and nationalities, would not be able to remain for long. The wars that were waged, as a consequence had six and one newly-founded states8, unspeakable human and material victims9, destruction just for its sake per se, ethnically transformed population, and consequently, by implementing the prevailing nationalistic policies, diminished

INTRODUCTION Voïvodina, a region in Northern Serbia, is the southern part of the Pannonian plane, bordering with Croatia on the west, Romania on the east and Hungary to the north. The surface area is 21,506 km2, almost as large as Slovenia, with two million inhabitants of some twenty different nationalities. At the end of the IXth century, the Hungarians colonised Voïvodina, which became part of the Kingdom of Hungary and stayed so until the Turkish occupation in 1529. When the latter ended at the turn of the XVII-XVIIIth centuries, Voïvodina was part of the Kingdom of Hungary until 1918. The region's inter-ethnic complexity is rooted in the XVIIIth century Habsburg policy of repopulation, which brought in people from the various nationalities that made up their empire at the time: Serbians fleeing Ottoman rule, Croatians, Hungarians, Germans, Slovaks, Ruthenes, etc. The events of 1848-49 had repercussions in Voïvodina, which was transformed into a region enjoying a modicum of autonomy, with the Emperor François-Joseph bearing the title Voïvode. It was then joined to Hungary in 1860, and then the Austro-Hungarian empire in 1867. Within the Compromise of 1867, Austria and Hungary undertook to treat all the various nationalities on an equal basis, and recognised the equality of all the empire's languages in schools, the administration and public life.

Bojan Belić University of Washington, USA Key words: language, border, ((emergence of a) linguistic) frontier, frontier confirming, frontier segmentation, language policy, top-down sociolinguistic regime, bottom-up work Abstract: The arguably blossoming field of borderlands studies has not produced a single theory of borders, offering instead a plethora of terms often denoting overlapping concepts. This is precisely why – first – a theory of frontiers, specifically linguistic frontiers, is only outlined and – second – applied to the concrete area of Serbia’s Autonomous Province of Vojvodina. Then a close analysis of the Vojvodina’s populace of Bunyevs is offered in an attempt to better understand the process of the emergence of a linguistic frontier. A mostly Hungarian speaking city for centuries, Szabadka/Subotica suffered the strong pro-Serbian language policy implemented by the Yugoslavian government from the end of the First World War until the dismantlement of Yugoslavia in the 1990s, which gave Hungarian and other local minority languages a second chance to survive. Nowadays, Szabadka/Subotica is home to two main language groups, southern Slavic languages such a Serbian and Croatian (over sixty per cent) and Hungarian (thirty three per cent). Although Ferdinand and Komlosi employed official figures from the Serbian censuses to determine the size of each group, the situation of each language was mapped through empirical observation of language use in informal conversations, in official signage, and in permanent as well as temporary commercial signage. The results show that the role of Serbian (mostly written in Latin script) is dominant in almost all spheres of public life and as a lingua franca among various groups. Nevertheless, Hungarian maintains a strong presence in the city, especially in the center and in its northwestern districts.

It aims at enhancing the cross-regional exchange of knowledge between the Western Balkans and the Baltic States. This study demonstrates that as the bond between geopolitics and ethnopolitics grows more powerful, the liberalization of minority policies would become less feasible within a state.     Vojvodina WORLD Vojvodina House MMIV May 2014 www.vojvodinahouse.eu Prof. Tanja Miščević Head of Negotiating Team for Accession of the Republic of Serbia to the European Union In March this year Vojvodina was awarded the flattering title of the Region of the Fu- ture by the influential Financial Times, having the best result of investment efficien- cy among middle-sized regions in Europe. I have to admit that this is not the first high standard that Vojvodina has achieved in paving the common way to the EU for the rest of Serbia. This gives the motivation to other regions in Serbia in reaching the same standards and good performance. Adamant to make the modern European state of Serbia, we have started to imple- ment the necessary reforms since 2001 and harmonization of national legislation with the EU acquis since 2004. We finished the process of Stabilization and Asso- ciation on 1st September 2013 and officially started the accession negotiations on 21st January 2014. As we speak, substantial experience is behind us, but still a sig- nificant way to go. The European Commission in the Negotiating Framework estimated that Serbia could implement almost all EU standards and the legal system in the medium-term in 3 to 5 years’ time. Up to now the screening process which started in September last year has been going as scheduled and we are reaching the phase when we have Tanja Miščević to consider the strategy for opening of the chapters. The second half of this year will be crucial to the way how we will proceed on the issue.
