NORTH PETHERWIN PARISH COUNCIL Minutes of the meeting held on Wednesday 26th October 2016 in the Parish Hall at 7.30 pm. The Chairman of the Parish Council, Cllr Rowland, opened the meeting, Present ; 16/056 Councillors: C Rowland, D Colwill, V Cooper, A Greene and S Uglow Apologies Councillors N Holding, T Faull, B Gunby, I Bellamy and Cornwall Councillor Adam Paynter. Acting Clerk to the Parish Council: Mrs Daisy Dinnis Clerk designate; Mrs Madeleine Tucker. Members of the Public present: One 16/057 Consideration of request of Dispensation: None. 16/058 Declarations: a. Of interest in items on the Agenda – Cllr Colwill declared an interest in planning application PA16/08422 Cllr Greene declared an interest in planning application at PA16/08933 b. Of Gifts over £25- None. 16/059 Adoption and Signing of the Minutes The September 2016 minutes were agreed and adopted, then signed and dated by the Chairman. Defibrillator 16/060 Mrs Toni Martin, WI President, did not attend the meeting so it was agreed to carry forward this item to the November meeting and invite her to attend. 16/061 Public Participation None Finance; 16/062 (i) Payments for Authorisation - Proposed Cllr Greene Seconded Cllr Colwill Chq 000816 D Dinnis – July Wages £237.12 Chq 000817 D Dinnis – July Exps £30.27 Chq 000818 Rural Services Inv 1223 £660.00 Chq 000819 HMRC – T. Hurford PAYE £9.80 Chq 000820 Launceston Methodist – Donation £50.00 Chq 000821 St Paternus Church – Donation £50.00 Chq 000822 Maxworthy Chapel - Donation £50.00 Chq 000823 Copthorne Chapel – Donation £50.00 (ii) Receipts - None (iii) General matters relating to Finance The Acting Clerk reported that an email had been received from the External Auditors, Grant Thornton, regarding invoices not raised for 2015/16 but to date the Audit Report for 2015/16 has not been received. 16/063 (I) Presentation of Half Yearly Accounts to 30/09/16 Half Yearly accounts to 30/09/16 were circulated and discussed. The accounts were approved and adopted. For the avoidance of doubt it is noted and recorded the following amounts were received to 30/09/16: £0.11 Interest received 30/04/16 £0.12 .. 31/05/16 £6,000 Precept received 9/05/16 from Cornwall Council £297.06 Council Tax Scheme received 9/05/16 from C.C. £0.11 Interest received 30/06/16 £0.11 Interest received 29/07/16 £0.13 Interest received 31/08/16 £230.00 Received from G.Gubbin 28/09/16 for burial £0.11 Interest received 30/09/16 Proposed Cllr Cooper/ Seconded Cllr Greene (ii) Budget 2017/18 The proposed budget for 2017/18 was circulated and discussed in detail. A total expenditure of £9950 was agreed, this figure will be used to calculate the precept at the next meeting. Proposed Cllr Greene/ Seconded Cllr Colwill It was noted that the noticeboard at Maxworthy needs to be repaired, Kevin Adams will be asked to repair it. Planning 16/064 (I) Applications for consideration received to date Cllr Col will left the meeting PA16/08422 Land at Troswell, North Petherwin PL15 8NA Erection of a stable block and hay shed Mr M Warden It was agreed not to support this application on the grounds that the land should be left as open countryside. Proposed Cllr Cooper/ Seconded Cllr Greene Cllr Colwill returned to the meeting PA16/08941 Wiggaton Farm, North Petherwin PL15 8LX Construction of a steel framed agricultural building to cover an existing silage pit/farm manure storage area Mr I Harvey It was agreed to support this application Proposed Cllr Cooper/ Seconded Cllr Greene PA16/07734 Lower Wheatley Farm, Maxworthy, Launceston PL15 8LY Proposed conversion of redundant agricultural barns to provide holiday accommodation Mr P Daniel It was agreed to support this application Proposed Cllr Cooper/ Seconded Cllr Greene Cllr Greene left the meeting PA16/08933 Higher Maxworthy Farm, Maxworthy PL15 8LZ Erection of an agricultural milking parlour building Mr R Uglow It was agreed to support this application Proposed Cllr Cooper/ Seconded Cllr Colwill Cllr Greene returned to the meeting PA16/08922 26 Mayna Parc, North Petherwin PL15 8PZ Construct a timber decking with glass and timber balustrade and timber steps and install a linear incline platform lift Mrs J Jenkins It was agreed not to comment on this application but noted that the application had already been decided on 21/10/16 and work had commenced. Proposed Cllr Cooper/ Seconded Cllr Greene (ii) Notice of Cornwall Council Decisions PA16/01876 Caudworthy Park, Caudworthy Road, North Petherwin - Approved (iii) General matters relating to planning None Local Maintenance Partnership 2016/17 16/065 The Acting Clerk reported that an email had been received from Matthew Montano, Cormac Solutions Ltd on 3/10/16 to state that he had not received a Parish LMP Acceptance Form 2016/17 to confirm if we intended to take up the LMP allowance/funding from Cornwall Council. She replied on 5/10/16 to state that we wished to accept the offer but we had mislaid the paperwork. Matthew Montano will send out new forms but wished to know if we had carried out any footpath trimming this year. As Cllr Holding is away at present, it was agreed that the Acting Clerk would contact him on his return to confirm if the work was to be carried out. To receive reports from the Chairman, A Paynter Cornwall Cllr, Parish Cllrs, Clerk 16/066 and Highway Reports Potholes - Cllr Cooper reported that the potholes in his road had been marked but not yet filled. The acting clerk reported that the potholes at Nescott were still bad and she agreed to report them to Highways. Telephone Kiosk 16/067 The acting clerk reported that a response to BT was required by 28/10/16 whether we wanted the telephone boxes to remain, be taken away or adopted by the Parish Council. If we adopt the boxes the telephone equipment will be removed but the electricity supply will remain. The boxes will need to be insured and we will be liable for the electricity bill if we connect a defibrillator or have lights in the boxes. After a long discussion it was agreed that the acting clerk would email BT to confirm that 16/068 the Parish Council wished to adopt the boxes which could possibly house defibrillators. Correspondence The acting clerk reported that she had received (i) A Bus Shelter Maintenance Responsibility Audit from Cornwall Council to complete by 16/12/16. This was completed at the meeting and will now be returned. (ii) A letter from Tanya’s Courage Trust, St Austell, asking for a donation to support young people with cancer. It was agreed not to support from Parish Council funds but to put the letter up on the hall noticeboard for parishioners to support individually.
