After the decade-long crisis of the 1990s, the country’s political leadership guided by President Putin gave new impetus to the development of national space activities and put the sector back among the top priorities of Moscow’s domestic and foreign policy agenda. Supported by the progressive recovery of Russia’s economy, renewed political stability, and an improving external environment, Russia re-asserted strong ambitions and the resolve to regain its original position on the international scene. Towards this, several major space programmes were adopted, including the Federal Space Programme 2006-2015, the Federal Target Programme on the development of Russian cosmodromes, and the Federal Target Programme on the redeployment of GLONASS. This renewed commitment to the development of space activities was duly reflected in a sharp increase in the country’s launch rate and space budget throughout the decade. Thanks to the funds made available by flourishing energy exports, Russia’s space expenditure continued to grow even in the midst of the global financial crisis. Besides new programmes and increased funding, the spectrum of activities was also widened to encompass a new focus on space applications and commercial products. -

In this connection, not only robotic manipulators are of great use but also free-flying inspector satellites supporting the oper- ations through additional feedback to the ground operator. The manual control of such an inspector satellite at a remote location is challenging since the navigation in three- dimensional space is unfamiliar and large time delays can occur in the communication chan- nel. This paper shows a series of robotic experiments, in which satellites are controlled by astronauts aboard the International Space Station (ISS). The Synchronized Position Hold Engage Reorient Experimental Satellites (SPHERES) were utilized to study several aspects of a remotely controlled inspector satellite. Lunar Base Camp Is the First Step Towards the Establishment of a Permanent Lunar Base for Long Duration Human Exploration
Background NASA and international partners are planning the next steps of human exploration by establishing assets near the Moon, where astronauts will build the systems that are needed for deep space exploration. The space near the Moon offers an excellent environment for testing the systems that are needed for extended exploration missions to other destinations like Mars. To support these missions, NASA is working with commercial partners to develop hardware to support missions around the Moon that are more ambitious than ever before. The first phase of this development effort will utilize current technologies to allow astronauts to gain operational experience spending weeks, rather than days, away from Earth. These missions will enable NASA to develop the techniques and systems that will solve the challenges that astronauts will face when traveling to Mars and other exploration destinations. Although NASA is focusing on Mars exploration as its long term mission planning goal, there are a plethora of exploration missions that can be conducted in cis-lunar space that can extend our knowledge of the solar system and prepare for those future missions. NASA and its international partners are keenly interested in the exploration of the lunar surface and the potential utilization of lunar resources. Establishment of a permanent lunar surface base could provide both experience for astronauts and potential resources that can be utilized to support future Mars missions. The deployment of a lunar base camp is the first step towards the establishment of a permanent lunar base for long duration human exploration. This Request for Proposal seeks an innovative idea and engineering design to commercially procure a fully functional lunar base camp for a planned lunar expedition in 2031. -

Autonomous Robotic Systems for Mars Exploration Dr. Andrew E. Johnson Jet Propulsion Laboratory California Institute of Technology Robotic spacecraft that land on and rove over the surface of Mars must be designed to overcome many challenges due to the hostile and uncertain environment. Winds and dust buffet landers as they descend rapidly to the surface. Rocks, scarps, dunes and slopes must be avoided during landing and rover traverse. Temperature extremes, radiation, shock and vibration stress mechanical designs and computing must recover gracefully from hardware and software failures. The round-trip light time precludes direct tele-operation so all vehicle motion is executed autonomously on-board given high level commands from earth. Autonomous robotic systems are increasingly used to mitigate these challenges while also extending the capabilities of the spacecraft. The objective of robotic Mars missions is to advance scientific discovery. Science return is greater when there is geological diversity and stratigraphy near the landing site, but these create terrain that is risky for landing. To mitigate these risks autonomous robotic systems are being developed for safe landing in these hazardous terrains. Algorithms have been developed that estimate the pose of the lander relative to known landmarks and automatically detect and avoid landing hazards. These algorithms are being combined with sensors and high performance computing to create bolt-on systems for safe and pin-point landing. Landing is fully autonomous and failure is not recoverable, so these systems are designed to be self- checking and as simple as possible while also dealing with environmental factors like illumination variations, dust and terrain relief. -

Our nearest planetary neighbour and, in size at least, the Earth’s twin sister, Venus was expected to be very similar to our planet. However, the first phase of Venus spacecraft exploration (1962-1985) discovered an entirely different, exotic world hidden behind a curtain of dense cloud. The earlier exploration of Venus included a set of Soviet orbiters and descent probes, the Veneras 4 to14, the US Pioneer Venus mission, the Soviet Vega balloons and the Venera 15, 16 and Magellan radar-mapping orbiters, the Galileo and Cassini flybys, and a variety of ground-based observations. But despite all of this exploration by more than 20 spacecraft, the so-called ‘morning star’ remains a mysterious world! Pratt Lockheed Martin Space [email protected] July 2017 © 2014 Lockheed Martin Corporation Abstract With the Orion exploration vehicle and Space Launch System (SLS) approaching operational status, NASA and the international community are developing the next generation of habitats to serve as a deep space platform that will be the first of its kind, a cislunar Deep Space Gateway (DSG). The DSG is evolvable, flexible, and modular. It would be positioned in the vicinity of the Moon and allow astronauts to demonstrate they can operate for months at a time well beyond Low Earth Orbit. Orion is the next generation human exploration spacecraft being developed by NASA. It is designed to perform deep space exploration missions, and is capable of carrying a crew of 4 astronauts on independent free-flight missions up to 21 days, limited only by consumables. Because Orion meets the strict requirements for deep space flight environments (reentry conditions, deep-space communications, safety, radiation, and life support for example) it is a key element in a DSG and is more than just a transportation system. Orion has the capability to act as the command deck of any deep space piloted vehicle. To increase affordability and reduce the complexity and number of subsystem functions the early DSG must be responsible for, the DSG can leverage these unique deep space qualifications of Orion.
