HUGHES DEC. 26, 2008 UNION SQUARE PARK wasn’t named to honor the labor movement — or the winning side in the Civil War, for that matter. The label has more prosaic origins: when city planners laid out the square in the 1830s, it sat at the union of three major roads, where stagecoaches picked up routes leading to Albany or Boston. The traffic that circumnavigates its thumb-shaped green space these days has slightly less room to maneuver. Over the last two decades, New York has gradually increased the park’s size to its present 3.6 acres by adding castoff lots and absorbing parts of streets. The change has been one factor turning the park — with its statues of former presidents, long lines of benches and rows of thick oaks — into a destination spot. Yet when vehicles converge on one spot, there can be collisions, and the same is true of interests at the square. One example is the battle over its $20 million renovation. The Union Square Partnership, a coalition of 100 businesses, has a plan to restore a Classical-style pavilion at the northern end to accommodate a seasonal restaurant. (An earlier restaurant, in intermittent operation for almost a decade, had been next to the pavilion rather than inside it.) The Union Square Community Coalition, formed in 1980, opposes that plan and has sued to stop it. This month, a state Supreme Court judge began hearing arguments.

    Krzysztof Wodiczko's Homeless Projection and the Site of Urban "Revitalization" ROSALYN DEUTSCHE In The City Observed: A Guide to the Architecture of Manhattan, Paul Goldberger, architecture critic of the New York Times, concluded his historical survey of Union Square with the following observation: For all that has gone wrong here, there are still reminders within the square itself of what a grand civic environment this once was. There are bronze fountains and some of the city's finest statuary. The best of the statues are Henry Kirke Brown and John Quincy Ward's equestrian statue of Washington, with a Richard Upjohn base, and Karl Adolf Donndorf's mother and children atop a bronze fountain base. There is also an immense flagstaff base, 9 Y2 feet high and 36 feet in diameter, with bas-reliefs by Anthony de Francisci symboliz- ing the forces of good and evil in the Revolutionary War; even if a derelict is relieving himself beside it, it has a rather majestic presence. 1 The cynicism inherent in the use of a homeless person as a foil for the aesthetic merits of a sculptural base and for the nostalgic visions evoked by civic monuments will hardly surprise anyone familiar with Goldberger's consistent apologies for the ruthless proliferation of luxury condominiums, lavish corporate headquarters, and high-rent office towers in New York City today. The dangers of this attitude have, however, become fully manifest only in the cur- rent period of architectural expansionism. For in his "appraisals" of new buildings--evaluations that appear, appropriately, juxtaposed to real estate news and accompany the incessant disclosures by public officials of private development plans--Goldberger also fails to reflect on the relation between horrifying social conditions and the circumstances of architectural production.

It investigates the physical pattern and development mechanism of the campus expansion process on a city grid structure. The three elements that characterize NYU’s recent campus expansion, are (1) the university’s commitment to building a student community around a public open space on a subway network, (2) four types of property acquisition and building development practiced by the university with private developers for space leasing, building renovation and development under changing local development circumstances, and (3) the city’s initiative for attracting the private sector whose development activities influence the university’s development dynamics. These findings suggest that the expansion planning of an urban university, due to its location in a city, should be placed on a local planning agenda, which can positively contribute to public goals through the collaborative engagement of the private and public sectors.
