Kenya today (Cont…) Key Pillars favoring GI in Kenya  Legal pillar: o Article 10 of the Constitution of Kenya: envisages public participation in all planning and decision making processes and good governance o The County Government Act (2012) Part XI, Para 110: Envisages that every County shall create a GIS database for integrated planning o Prioritizing development projects based on community needs (as envisaged in the Country Government Act, Part VIII, Para 91a) o Kenya Space Policy and National Remote Sensing Policy are under preparation  Institutional pillar o Presence of strong international and national GI institutions o Emerging local level GI centres (especially at county level) o Presence of strong GI private sector (GIS, RS, Aerial Photography, Geo-ICT)  Vibrant IT Sector: o Presence of an ICT policy and ICT Master Plan (2014 – 2017) o Good infrastructure (fibre optic, 4G mobile telecommunication technology) o Highly innovative expertise (Mpesa, Ushahidi, mFarmer, etc) Kenya today (Cont…)

 Constitution provides for devolved Government system  New Government system ushered on March 4th 2013: o National Government o 47 County Governments  Parliamentary system at national level comprising: o The National Assembly (349 Members of Parliament) o The Senate (67 Members of Senate)  Constituency Development Fund (CDF) introduced in 2003, revised in 2013, and currently under review o The fund was designed to support constituency-level, grass-root development projects through a participatory process o Implementation of the fund has not been without challenges (e.g accountability, lack of data, partisan decision, etc) o The more reason technologies such as EO, GIS and other allied Geo- ICTs are key. Average size of farmlands in Emuhaya Constituency is less than one acre, thus need high to very high resolution data Monitoring the Crop Season in Emuhaya using the eStation Communication & Visibility Strategy  The ‘Emuhaya Development Priorities Compendium’  Anyole Radio station (Emuhaya’s vernacular radio station established by Kenya Meteorological Department and the local community)  Visibility avenues/materials:  Launch activities (Strategic Plan, GIS/ICT Centre)  Media (national TV / Radio) talk shows  Posters in strategic locations in the county  Regular newsletters  Website (http://www.emuhaya.co.ke/)  Presentations at various fora (AfricaGIS Conference, AARSE Conference, GDEC (Boston), CODIST, ACTS, Office of the President, Parliament, County Governments, Civil Society, UNEP-EBA, MESA Forum, Eye on Earth Summit, COP21, continuous engagement with Government officials, development partners, well-wishers and investors)  Proposal for dedicated in-country high-level workshops in Africa has been developed – funding now being sought Example of Visibility Forum: Launch of Emuhaya Constituency GIS / ICT Centre Development of the Emuhaya Constituency Compendium: Compilation of Factsheets What others can learn from our experience  Need a strong anchorage (e.g strategic plan in the case of Emuhaya)  Need a Geo-enlightened leadership and buy-in (e.g Emuhaya MP, CDF Committee and the entire political & administrative leadership in Emuhaya Constituency)  Institutional capacity development (human, infrastructural, data) should be prioritized by projects and deployed in such a manner that it guarantees full absorption (Emuhaya prioritized setting up a GIS/ICT Centre)  Need a dedicated mechanism that links information producers and decision makers (regular meetings between Emuhaya leadership and LocateIT)  Need to embrace Public–Private–Partnerships (Emuhaya CDF & LocateIT)  Need to embrace emerging technologies (new sensors e.g Sentinel 1, 2 & 3; LiDAR; GNSS; smartphones; cloud computing; dynamic geo-portals; etc) Need focused and targeted communication for different audiences (decision makers, technocrats/scientists, general public, media, etc (info-graphics (e.g compendium) are preferred for decision makers; Radio / TV / social media are preferred for general public)  Need champions (individuals, institutions, success stories, etc)  Need M&E system that tracks service usage & impacts (website hits, feedback through media (mainstream, social), opinion polls, etc) Emuhaya Constituency
