Kenya today (Cont…) Key Pillars favoring GI in Kenya Legal pillar: o Article 10 of the Constitution of Kenya: envisages public participation in all planning and decision making processes and good governance o The County Government Act (2012) Part XI, Para 110: Envisages that every County shall create a GIS database for integrated planning o Prioritizing development projects based on community needs (as envisaged in the Country Government Act, Part VIII, Para 91a) o Kenya Space Policy and National Remote Sensing Policy are under preparation Institutional pillar o Presence of strong international and national GI institutions o Emerging local level GI centres (especially at county level) o Presence of strong GI private sector (GIS, RS, Aerial Photography, Geo-ICT) Vibrant IT Sector: o Presence of an ICT policy and ICT Master Plan (2014 – 2017) o Good infrastructure (fibre optic, 4G mobile telecommunication technology) o Highly innovative expertise (Mpesa, Ushahidi, mFarmer, etc) Kenya today (Cont…) Constitution provides for devolved Government system New Government system ushered on March 4th 2013: o National Government o 47 County Governments Parliamentary system at national level comprising: o The National Assembly (349 Members of Parliament) o The Senate (67 Members of Senate) Constituency Development Fund (CDF) introduced in 2003, revised in 2013, and currently under review o The fund was designed to support constituency-level, grass-root development projects through a participatory process o Implementation of the fund has not been without challenges (e.g accountability, lack of data, partisan decision, etc) o The more reason technologies such as EO, GIS and other allied Geo- ICTs are key. Emuhaya Constituency Experiences and Lessons Pleiades image, 3rd Feb. 2016 Emuhaya Constituency is located in Vihiga County, Kenya Has three Wards, namely o West Bunyore o Central Bunyore o North-East Bunyore Cover a total area of 91.02 Km2 Has a population of 95,000 people Key socio-economic activity is Agriculture Is represented in the National Assembly by Hon. Dr. Wilbur Ottichilo (2008 – present) With regard to EO, GIS and Geo-ICTs About the Constituency (Cont…) The Emuhaya Constituency Strategic Plan (2008 – 2018; 2008 – 2013, 2013 - 2018 Has set up the first ever Constituency GIS / ICT Centre in Kenya that hosts the Constituency Development Information System (CDIS) Accurate and reliable information is key in the identification of priority community projects and sound planning & implementation. The CDIS is supporting various sectors: education, health, water, energy, environment, security, etc including addressing youth & gender issues GI Information Initiatives Mapped all public education facilities by type of Semi-permanent buildings in Elununi Primary Schools buildings are being replaced by permanent buildings using CDF.
