Section number 7 Page 1 county and state Summary and Setting: Barleywood occupies a ridge of high ground running approximately north to south, about two miles west of Charles Town in Jefferson County, West Virginia. Ambler Road heads due north from WV State Route 51, extending approximately a mile to a point where a lane leads off to the west, approximately one half mile to the Barleywood manor house. The lane passes through woods and open fields to reach a fairly level area where the house is situated. When Barleywood was parceled off from Harewood in 1841 the land continued to be farmed, and today the remaining 58 acres is used for pasture and crops, and also contains woodland. The open land contributes to the scene and character of the property, providing integrity of setting, location and association. The surrounding properties, also once part of Samuel Washington's Harewood plantation, are currently undergoing residential development. The Barleywood complex includes a brick Greek Revival style influenced main house dating from 1842, a c.1900 granary with attached shed, a concrete covered c.1842 brick cistern, a frame pump house and a c. 1842 log hip-roofed smoke house. These buildings line the edge of the driveway on the east side of the rear main house yard.

Most of B his childhood centered on school - whether in a four-room schoolhouse during the week or in a church building on Sunday mornings. He credited the mentoring and modeling he received from an agricultural teacher for piquing his interest in pursuing agricultural education. When “Wash,” as he was affectionately called, was not walking five miles to and from school each day, he was helping his father on the family farm and sawmill. After graduating from Carter C. Woodson High School, Dr. Washington attended St. Paul’s Normal and Industrial College in Lawrenceville, VA and later received his bachelor’s degree in agricultural education from Virginia State College (now University) in Petersburg, VA in 1942. He fulfilled his World War II military obligation with the United States Navy from 1944-1946 as a landing craft motor machinist until he was honorably discharged. Dr. Washington later attended Penn State University and Rutgers University where he earned his master’s degree in 1949. Dr. Washington came to Delaware State University (then Delaware State College) in September 1949 and began a career that would span 43 illustrious years. It was there that he met and married Ruth Helen Washington, and was blessed with the births of their two children, Diane and “Ukee.” During his tenure at Delaware State, Dr. Washington not only held the position of associate professor but also served as assistant football coach and acting head football coach.

    Berkeley County Comprehensive Plan Update June 2016 Chapter 7 – The Transportation Plan The Transportation Plan Goal The transportation plan focuses on providing an efficient and well maintained transportation system to maximize the accessibility and safe movement of people and goods by cooperative transportation planning with Berkeley County; Jefferson County; Morgan County; Washington County, MD; Frederick County, VA; the State of West Virginia; the State of Maryland, and the Commonwealth of Virginia. The following related objectives are based upon the goals identified in the 2006 Comprehensive Plan. Objectives Work with West Virginia Division of Highways (WVDOH) and appropriate agency representatives from surrounding regions to ensure completion of existing and planned highway projects that will improve mobility throughout Berkeley County. Coordinate with the Hagerstown Eastern Panhandle Metropolitan Planning Organization (HEPMPO) in developing a Long Range Transportation Plan that considers all modes of transportation. Work with government agencies, the public and private groups to relieve congestion throughout the roadway system to improve commuter and freight movement. Encourage alternative forms of transportation by creating livable communities through the implementation of workable communities and transit oriented communities. Assist with corridor planning for improvements to WV Route 9 from Virginia to US 522 and WV Route 51 from Charles Town to WV45 and onto US 522. Explore alternative ways of obtaining the necessary rights-of-way needed for improvements, when acquisition is a challenge, to lower the costs of the projects. Pursue gaining authority to issue transportation bonds for needed road improvements. Continue working with legislative leaders and the WVDOH to prioritize the completion of identified projects.

"They might treat the boy like a dog if he went to sea before the mast, better ap­ prentice him to a tinker." So the little trunk was brought ashore, and he settled do-\vn to his studies at Mount Vernon, supervised by his brother, Lawrence, who took great interest in them.

Identifying all modes of transportation in a comprehensive manner allows for the local governing body to develop plans for improvements to this system that will provide for the efficient movement of people and goods throughout the County. This approach ensures that all governing bodies with jurisdiction over this network will work together for the benefit of this County in a regional context as well. Roads There are several governing jurisdictions within Morgan County that oversee the road system. This includes the State routes under the West Virginia Department of Transportation Division of Highways (DOH), the municipal roads within the towns of Paw Paw and Bath, and to a lesser degree the private road systems that are approved primarily as part of developments in the County. This order of ownership and maintenance is part of the reason for current limitations on the County’s ability to improve the overall road network. Given the County’s automobile dependent population, which has increased from 76% residents driving alone in 1990 to 78% in 2000, other factors influencing this process should also be identified in developing a plan to address these deficiencies. First, the West Virginia Department of Transportation DOH owns and maintains most of the roads in Morgan County. This means that improvements must be programmed, funded and implemented at the State level through an established process.
