1. Policy

1.1. The Behavioral Health Advisory Board (BHAB) members are appointed by the Spokane Board of County Commissioners (Spokane BoCC) in collaboration and with recommendations of all CSHCD SCRBH counties based upon criteria established to assure a cross section that reflects the demographic character of the communities, as well as the ethnicity and broader cultural aspects of the Individuals served.

2. Membership

2.1 Membership shall be composed of at least thirteen (13) Individuals and with no more than fifty percent (50%) comprised of individuals from the North East counties as identified below. Preference will be given to Individuals: 2.1.1. Who are currently in or who have received behavioral health services; and/or 2.1.2. Who are family members of an Individual receiving behavioral health services; and/or

2.1.3. Who are members and/or representatives of interested Tribes and Recognized American Indian Organizations within the CSHCD SCRBH service area as designated by DSHS 7.01 Policy, the Indian Health Services Map as published by the Federal Register, and the Bureau of Indian Affairs Service Area Map; and/or 2.1.4. Who represent Law Enforcement. 2.2. The composition of the BHAB will be representative of the demographic character of the region and the ethnicity and broader cultural aspects of Individuals served. 2.3. Membership will be composed of a minimum of thirteen (13) individuals, with no less than fifty percent (50%) comprised of individuals with lived experience, parents or legal guardians of individuals with lived experience, individuals self- identifying in recovery from a behavioral health disorder, tribal representation, and law enforcement (WAC 182-538C252). 2.4. One member from each of the North East counties, which include: Adams, Ferry, Lincoln, Pend Oreille, and Stevens counties will be allowed, plus one (1) At- Large position from any of the North East counties (including community stakeholders) at the discretion of the Spokane BoCC. 2.5. All members shall be appointed by and serve at the pleasure of the Spokane BoCC. The Spokane BoCC revoke the appointment of any member at will and at any time. 2.6. Members will be appointed to three (3) year term limits and multiple terms may be served, with no limitation on the maximum number of terms served, upon the completion of the application documents and at the sole discretion of approval being given by the Spokane BoCC. 2.7. Membership will not consist of employees, managers, or other decision makers of subcontracted agencies who have the authority to make policy or fiscal decisions on behalf of the Subcontractor.

3. Procedures/Mechanisms

3.1. To ensure decisions are made in the best interest of our region and its citizens, the Spokane BoCC relies on the BHAB to: 3.1.1. Solicit and use the input of Individuals with behavioral health disorders to improve behavioral health services delivery in the region. 3.1.2. Facilitate a process for integrating community input and other expertise with the perspectives of the BHAB members as a basis for recommendations to the Spokane BoCC; 3.1.3. Provide quality improvement feedback to key stakeholders and other interested parties as defined by the Washington State Health Care Authority (HCA); 3.1.4. Approve the annual Substance Abuse Block Grant (SABG) and Mental Health Block Grant (MHBG) expenditure plan in the format approved by the HCA for the region. The approved SABG and MHBG Plans shall be

submitted to the HCA by the CSHCD SCRBH by the due date designated in the HCA Contract; 3.1.5. Maintain formal periodic communication with the Spokane BoCC through formal work session presentations with CSHCD SCRBH staff; 3.1.6. Communicate and/or collaborate with other Individuals and groups who have complementary interests or expertise; 3.1.7. Maintain awareness of program policies, priorities, and direction and advocate for Individuals’ constituencies within the CSHCD SCRBH counties; 3.1.8. Maintain the BHAB as a dynamic, diverse, and responsive entity with membership composition and rotation designed to sustain active participation and preserve continuity; 3.1.9. Participate on working committees to assist the CSHCD SCRBH staff on particular issues and/or identified problem areas. Such committees, after adequate study and deliberation, shall make recommendation to the full BHAB for any recommended actions; 3.1.10. Recommendations from the BHAB shall be presented to the CSHCD SCRBH for the Spokane BoCC consideration and approval when applicable. Upon action of the Spokane BoCC, CSHCD SCRBH shall support the implementation of the recommendations; and 3.1.11. The CSHCD SCRBH shall ensure that the membership roster composition of the board shall meet or exceed Washington Administrative Code (WAC) requirements of fifty-one percent (51%) of current or past Individuals of public behavioral health services, including those who are Youth, older adults or who have a disability, family/foster family members, or caregivers of Individuals, including parents of emotionally disturbed Children. The CSHCD SCRBH will certify the roster as complying with the applicable State and contract requirements.

4. Recruitment

4.1. The CSHCD SCRBH staff shall work with the Spokane BoCC and BHAB in the recruitment and appointment of new advisory board members and the reappointment of current BHAB members, consistent with the bylaws of the BHAB and referenced RCW. Recruitment efforts shall be targeted to fill position vacancies as they occur. Special efforts shall be made to recruit Individuals, family members, and representatives from underserved populations.
