Parks District Health Director SUBJECT: Travel Listed below is new guidance for travel reimbursement. The changes mainly involve attendance at meetings, trainings, and conferences. General Policies Overnight travel is allowable: o for a meeting with a round trip of 350 miles or more. o for a meeting lasting more than one day, with a round trip of less than 350 miles, but is more economical to stay overnight. For travel with no overnight stay, more than one person may attend provided only one vehicle is used. The employee requesting permission for out of district travel must complete the attached “Out of District Travel Request” form and submit to their immediate supervisor for approval. All requests for out of district travel, signed by supervisor, must be submitted for Management Team approval a minimum of two weeks in advance. The approved form should be attached to the travel reimbursement statement. Other meetings can be held via Telehealth provided no staff travels more than 30 miles to the nearest Teleheath site. Telehealth sites include Appling, Bulloch, Coffee, Toombs, Reidsville District, Ware and Wayne counties. To schedule Telehealth equipment, contact Lisa Boyette at 287-4863. State Training/Programmatic Meetings Examples: programmatic updates, educational and training sessions One staff member may attend face-to-face every other quarter. Any number of staff may attend other meetings via VICS provided no one travels more than 30 miles to the VICS site. See guidelines regarding overnight travel. Vans Staff is strongly encouraged to utilize the district vans when traveling to meetings/trainings. Van calendars will be maintained in the District front office. Priority will be given for drug deliveries and for parties of two or more. Successful completion of the Defensive Driving Course and a First Aid Course is required for anyone driving the vans. These revised essential travel policies listed above are the only approved travel. Any requests that do not fall within these guidelines will be considered on an individual basis. SOUTHEAST HEALTH DISTRICT LEAVE ANNUAL LEAVE Full-time employees earn one half of their monthly annual leave at the END of each pay period (15th and the last day of the month), provided the employee has been in pay status for at least 40 hours during the pay period. Part-time employees who work 20 hours or more per week, earn annual leave at the END of each pay period (15th and the last day of the month), provided the employee has been in pay status for at least one-half of their regularly scheduled hours. The leave accrued is prorated by the percentage of time worked. Employees who work less than 20 hours per week do not earn annual leave. If the length of service is less than 60 months (five years), the full-time employee earns 1 and ¼ days or ten hours of annual leave per month; i.e. five hours per pay period. If the length of service is 61 months through 120 months (five years through ten years), the full-time employee earns 1 and ½ days or twelve hours of annual leave per month; i.e. six hours per pay period. If the length of service is 121 months or more (ten years or more), the full-time employee earns 1 and ¾ days or fourteen hours of annual leave per month; i.e. seven hour per pay period. An employee may accumulate a maximum of 45 days (360 hours) of annual leave. Any annual leave in excess of 45 days is forfeited. Such forfeited leave may be restored in cases of illness or disability with the approval of the Commissioner or the State Merit System. Under certain instances forfeited annual leave may also be used in computing the employee’s retirement benefits under the old & new retirement plans. (See State Employee’s Retirement Benefits.) An employee may use annual leave for vacations or any other time needed to attend to personal business. The employee must request annual leave and obtain approval from the supervisor. It is the responsibility of the employee to plan vacations well in advance and to notify the supervisor as soon as possible to assure uninterrupted work flow while the employee is away. The supervisor must consider such factors as workloads, deadlines, priorities and leave requested by others prior to approving leave. SICK LEAVE Full-time employees earn one half of their monthly sick leave at the END of each pay period (15th and the last day of the month), provided the employee has been in pay status for at least 40 hours during the pay period. Sick leave is earned at a rate of 1 and ¼ days or ten hours per month; i.e. five hours per pay period. Part-time employees who work 20 hours or more per week, earn sick leave at the END of each pay period (15th and the last day of the month), provided the employee has been in pay status for at least one-half of their regularly scheduled hours for that pay period. Employees who work less than 20 hours per week do not earn sick leave.
