Assessing Organized Crime: The Case of Germany by Klaus von Lampe published online in ECPR Standing Group eNewsletter Organised Crime No. 3, September 2002 Assessing Organized Crime: The Case of Germany1 by Klaus von Lampe INTRODUCTION Organized crime is one of the most prominent items on the criminal policy agenda in most, if not all European countries, not least in those that have no traditional organized crime problem. Initially there had been some controversy over whether or not organized crime existed at all in the absence of stereotypical mafia-like associations.2 Today, policy makers, law enforcement officials and the general public consider this issue closed. They are concerned with the concrete nature, extent and dynamics of organized crime. In many countries and on the international level efforts have been made over the past few years to assess the state of organized crime to determine the seriousness of the problem and to provide a basis for devising and implementing countermeasures. In Germany, the federal police agency Bundeskriminalamt (BKA) has been drawing up an annual report since 1992 that is meant to reflect on the situation of organized crime. Since 1999 the report incorporates an assessment of the “organized crime potential” of specific criminal groups (Bundeskriminalamt, 2002a; Meywirth, 1999). Other agencies are working on an explicitly threat-based assessment of crime groups, including the Queensland Crime Commission and the Queensland Police Service with their Project Krystal (Queensland, 1999), the United Nations’ Center for International Crime Prevention (CICP) with its Global Program on Transnational Organized Crime (United Nations, 1999), and the Council of the European Union which pursues a plan to study organized crime on the European level (Council of the European Union, 2002) based on a methodology devised by the Ghent University’s Crime Research Group (Black et al., 2000; 2001). -

Between Minimum Force and Maximum Violence: Combating Political Violence Movements with Third-Force Options Doron Zimmermann ∗ Introduction: Balancing the Tools of Counter-Terrorism In most liberal democratic states it is the responsibility of the police forces to cope with “internal” threats, including terrorism, since in such states terrorism is invariably defined as a criminal act rather than a manifestation of insurgent political violence. In many such instances, the resultant quantitative and qualitative overtaxing of law en- forcement capabilities to keep the peace has led to calls by sections of the public, as well as by the legislative and executive branches of government, to expand both the le- gal and operational means available to combat terrorism, and to boost civilian agen- cies’ capacity to deal with terrorism in proportion to the perceived threat. The deterio- rating situation in Ulster in Northern Ireland between 1968 and 1972 and beyond is an illustrative case in point.1 Although there have been cases of successfully transmogrifying police forces into military-like formations, the best-known and arguably most frequent example of aug- mented state responses to the threat posed by insurgent political violence movements is the use of the military in the fight against terrorism and in the maintenance of internal security. While it is imperative that the threat of a collapse of national cohesion due to the overextension of internal civil security forces be averted, the deployment of all branches of the armed forces against a terrorist threat is not without its own pitfalls. Paul Wilkinson has enunciated some of the problems posed by the use of counter-ter- rorism military task forces, not the least of which is that [a] fully militarized response implies the complete suspension of the civilian legal system and its replacement by martial law, summary punishments, the imposition of curfews, military censorship and extensive infringements of normal civil liberties in the name of the exigencies of war. -

Agency: Clark County Sheriff’s Office, Idaho Date of Crime: 1916 Date and Type of Hit: 2018-2019 (genetic genealogy to match with general family tree); 2018-2019 (familial match with living grandson to confirm family relationship) Executive Summary: 100-year-old unidentified human remains found in an old lava tube in 1979 leads to a cold case identification effort that lasts many years. However, his head was never located, baffling the FBI and other investigators for years. They could only establish that he was of European descent, with reddish-brown hair, and was about 40-years-old at the time of death. His arms, hand, and legs were found in 1991. Over the years, investigators enlisted the help of Idaho State University and its team of forensic genetic genealogists (anthropology students and staffers). This also included experts from the Smithsonian Institution and the FBI. Last year investigators further enlisted the help of the DNA Doe Project, hoping to use DNA and ancestral analysis to identify the man. Experts from Othram, a forensic DNA analysis company, analyzed samples taken from the remains, while a forensic genealogist from the DNA Doe Project worked with her colleagues to build a ‘genealogical tree’. The man’s DNA profile was then uploaded to various genetic genealogy DNA databases for relatives. This led to the man’s living 87-year-old grandson, whose sample was taken and tested to confirm a familial relationship. -

Since becoming a sovereign state 61 years ago, Indonesia is still facing a series of territorial border problems. Up until today, Indonesia has reached agreements with its neighbouring countries related to demarcation and state border delineation. However, the lack of an unequivocal authority for border management has left serious implications for the state’s sovereignty and its citizen’s security. The Indonesian border of today, is still having to deal with border crime, which includes the violation of the territorial border, smuggling and terrorist infiltration, illegal fishing, illegal logging and Human Rights violations. These kinds of violations have also made a serious impact on the state’s sovereignty and citizen’s security. As of today, Indonesia still has an ‘un-settled’ sea territory, with regard to the rights of sovereignty (Additional Zone, Economic Exclusive Zone, and continent plate). This frequently provokes conflict between the authorised sea-territory officer on patrol and foreign ships or fishermen from neighbouring countries. One of the principal border problems is the Sipadan-Ligitan dispute between Indonesia and Malaysia, which started in 1969. -

National Police Service “Service with Dignity” Strategic Plan 2013/14 -2017/18 National Police Service 2013 -2018 Strategic Plan iii Foreword It is with great pleasure that I release this strategic plan which will deliver the continued police reforms and transformation of the National Police Service. The plan articulates strategies that are being deployed over five (5) years towards a holistic transformation of the Service. In particular, it will strengthen the establishment of various institutions like Internal Affairs Unit, County Policing Authorities and Community Policing Committees as service delivery organs. Other areas of the strategy include provision of leadership and command to realise harmonisation of component Services, specifically Kenya Police and Administration Police. This will be achieved through collaboration and development of common programmes like training, use of standardised Service Standing Orders, and other administrative systems and approaches. To ensure a sustained reform agenda articulated in reform legislation, the reforms proposed in legislation and by various stakeholders will be implemented over the next five years. A Reforms Directorate will be established, which will link with reform champions across the Services. The reforms will focus primarily on the policing style, service delivery, modernisation of facilities and use of technology as a thrift to modern policing. This plan proposes establishment of strategic linkages with diverse stakeholders locally and internationally. NPS will target to benchmark and learn from the best police services in the world. This will ensure that NPS builds momentum towords achieving her grand vision of becoming; “A World-class Police Service.” The plan envisages strengthening of the institutional capacity that encompasses extensive training of officers, creating a condusive working environment and implementing a performance and quality management system. -
