Motion No. 2 Mr. Gallina, Member for Porter Creek Centre THAT this House urges the Government of Yukon to improve the current small business investment tax credit and introduce legislation in the House to implement further tax measures to support Yukon businesses. 3. Motion No. 3 Mr. Adel, Member for THAT this House urges the Government of Yukon to investigate leave provisions for those who experience domestic violence. 4. Motion No. 4 Mr. Adel, Member for Copperbelt North THAT this House urges the Government of Yukon to ban single-use bags. Monday, October 7, 2019 5. Motion No. 5 Mr. Gallina, Member for Porter Creek Centre THAT this House urges the Government of Yukon to complete an innovation plan and a five-year funding plan for innovation in the technology sector to support community development and strengthen Yukon's economic base. 6. Motion No. 8 Ms. Hanson, Member for Centre THAT a Select Committee on Electoral Reform be established; THAT the membership of the committee be comprised of two members of the caucus, two members of the caucus and one member of the Yukon New Democratic Party caucus; THAT the Premier, the Leader of the Official Opposition, and the Leader of the Third Party name their respective caucus members to the committee by the 15th sitting day of the 2019 Fall Sitting of the Legislative Assembly; THAT the committee conduct public hearings for the purpose of receiving the views and opinions of Yukon residents; Motions other than Government Motions - 2 - Tuesday, October 22, 2019

THAT the committee consider: (1) the best system to replace the first-past-the-post voting system, including consideration of proportional representation; (2) fixed election dates; (3) legislative amendments in order that voters have the final say when a Member of the Legislative Assembly changes caucus affiliation after being elected; and (4) banning corporate, union, and Outside contributions to Yukon political parties; THAT the committee report its findings and recommendations during the 2020 Spring Sitting of the Legislative Assembly; THAT the committee have the power to call for persons, papers and records; and THAT the Clerk of the Legislative Assembly be responsible for providing the necessary support services to the committee. 7. Motion No. 9 Mr. Hassard, Leader of the Official Opposition THAT this House urges the Government of Yukon to work with the Government of to create a plan going forward for the renovation or replacement of one RCMP detachment building every five years, as outlined in the 2012 Territorial Police Service Agreement between the Government of Canada and the Government of Yukon. 8. Motion No. 10 Mr. Hassard, Leader of the Official Opposition THAT this House urges the Government of Yukon to allow direct sales from local beer and liquor manufacturers to bars, restaurants, and consumers, and eliminate the markup on local products. 9. Motion No. 11 Mr. Kent, Member for Copperbelt South THAT this House urges the Premier to honour his commitment to restore confidence in Yukon's development assessment process by establishing a collaborative framework in partnership with Yukon First Nations and industry to deal with timelines and reassessments under the Yukon Environmental and Socio-economic Assessment Act process. 10. Motion No. 13 Ms. Van Bibber, Member for Porter Creek North THAT this House urges the Yukon government to commit to improving safety on the Highway in front of the Porter Creek Super A by adding a turning lane and a slip lane. 12. Motion No. 14 Ms. Van Bibber, Member for Porter Creek North THAT this House urges the Government of Yukon to build thriving communities by recognizing local needs, interests and solutions, and using local Yukon developers when developing lots. 13. Motion No. 15 Mr. Cathers, Member for Lake Laberge THAT this House urges the Government of Yukon to recognize the importance of ensuring that the process for considering potential changes to the electoral system is fair and not biased toward the governing party by taking the following actions: (1) abandoning its current unilateral approach to electoral reform, including rescinding the appointment of the two remaining members of the Independent Commission on Electoral Reform; (2) ensuring that the appointment of a new commission on electoral reform is done through an all-party process that gives equal say to every party; and (3) developing the terms of reference for a commission on electoral reform in collaboration with the Official Opposition and the Third Party. 14. Motion No. 16 Mr. Cathers, Member for Lake Laberge THAT this House urges the Government of Yukon to improve highway safety at the intersection of the Mayo Road and the by moving forward with the project that was supposed to begin construction in the 2018 construction season, including widening two kilometres of the Alaska Highway, lengthening the turning lane, and adding a through lane. 15. Motion No. 18 Ms. McLeod, Member for Watson Lake THAT this House urges the Yukon government to cover the cost of shingles immunization for senior citizens and people with compromised immune systems. Motion No. 19 Ms. McLeod, Member for Watson Lake THAT this House urges the Government of Yukon to recognize the needs of Yukon citizens by taking steps to enhance and modernize supports provided under the medical travel program, including: (1) introducing in the House amendments to the Travel for Medical Treatment Act to increase flexibility and reduce wait times; (2) increasing per diems for travel Outside from the current rate of $75 per day after consulting with the public as part of determining an appropriate new level; (3) increasing per diems for travel inside Yukon from the current rate of $75 per day after consulting with the public as part of determining an appropriate new level; (4) increasing the subsidy for non-emergency medical travel within Yukon from its current level of 30 cents per kilometre after consulting with the public as part of setting the new rate; (5) amending the regulations to add Kelowna and Victoria to the list of cities covered by the regulations under the Travel for Medical Treatment Act; (6) reviewing the provisions pertaining to escorts for medical travel; (7) improving administrative coordination to make it easier for people in rural Yukon to schedule several appointments in Whitehorse for the same trip, rather than having to travel multiple times for appointments; (8) reviewing the provisions in the regulations under “Travel to benefit others” to determine whether they are adequately assisting people who donate an organ to someone else; and (9) ensuring that, following a medevac for treatment outside of Yukon, Yukoners whose travel may be covered by the Government of Canada are automatically able to return home with the assistance of Yukon’s medical travel program and leave the issue of cost for the two governments to deal with later. Motion No. 20 Mr. Istchenko, Member for THAT this House urges the Yukon government to work with First Nations, the Yukon Fish and Wildlife Management Board, renewable resource councils, the Yukon Fish and Game Association, the Yukon Trappers Association, the Yukon Outfitters Association, and individual hunters, trappers and anglers to improve the management of fish and wildlife populations to ensure that healthy populations will sustain hunting and fishing opportunities. 18. Motion No. 21 Mr. Istchenko, Member for Kluane THAT this House urges the Government of Yukon to continue to support local initiatives and events that promote and recognize one of Yukon's oldest industries, trapping, including, but not limited to: UnFURled, organized by the Yukon Trappers Association and the North Yukon Renewable Resources Council; the Alsek moose recovery program, administered by the Champagne and Aishihik First Nations and the Alsek Renewable Resources Council; and the Dawson Fur Show, organized by the Dawson District Renewable Resources Council. Motion No. 23 Ms. White, Leader of the Third Party THAT this House urges the Government of Yukon to ban the use and/or the sale of neonicotinoids in order to protect Yukon's populations of pollinating species. 20. Motion No. 24 Ms. White, Leader of the Third Party THAT this House urges the Government of Yukon to work with the Yukon Workers’ Compensation Health and Safety Board, labour organizations, and families, to add the names of workers who have died as a result of workplace accidents or illness, to the Yukon Workers’ Memorial located in Shipyards Park. Motion No. 25 Ms. Hanson, Member for THAT this House urges the Government of Yukon to establish regulations requiring drivers to equip their vehicles with winter tires or mud and snow tires from October 1 to April 30. 22. Motion No. 28 Mr. Istchenko, Member for Kluane THAT this House urges the Minister of Highways and Public Works to work with the communities of Beaver Creek, , , , Canyon Creek, Champagne, Mendenhall, and Takhini to improve the current standard of highway vegetation control, as requested by those communities, in order to address safety concerns and improve visibility. 25. (1) reviewing the resources for each maintenance camp to ensure that they are adequate, including financial resources and necessary training and equipment; (2) reviewing and improving maintenance coverage times, including overnight maintenance to ensure that roads are safe for truck drivers and other travellers; (3) ensuring public safety on highways for emergency vehicles, school buses, long-haul vehicles, tourists and the general public; (4) seeking input from front-line employees who maintain Yukon's highways; and (5) ensuring that there are suitable and sufficient resources to adequately address issues including ice and snow, changing weather patterns, sightline visibility, permafrost issues, water adjacent to the road, traffic volumes, and BST and pavement degradation. 26. Motion No. 30 Mr. Cathers, Member for Lake Laberge THAT this House urges the Yukon government to commit to developing communications infrastructure in rural Yukon, including partnering with the private sector to expand cellular phone coverage to people without service in areas including Grizzly Valley, Deep Creek, Fox Lake, Ibex Valley, Junction 37, Champagne, Mendenhall, and the north Alaska Highway. Motion No. 33 Mr. Gallina, Member for Porter Creek Centre THAT this House urges the Government of Yukon to work with the City of Whitehorse and parents to continue to improve road safety around schools. 30. Motion No. 34 Ms. Hanson, Member for Whitehorse Centre THAT this House urges the Government of Canada to honour the Truth and Reconciliation Commission of Canada’s call to action to address child welfare inequity and reform by respecting the Canadian Human Rights Tribunal decision that orders the Government of Canada to pay financial compensation to First Nation children, youth, and families as set out in the September 6, 2019 ruling. 31. Motion No. 35 Ms. White, Leader of the Third Party THAT this House urges the Government of Yukon to develop and implement a climate lens to assess the climate impact of all government infrastructure, policy, legislative initiatives, and projects by: (1) measuring the anticipated greenhouse gas emissions impact of a project; (2) encouraging the adoption of alternatives that reduce any proposed project's carbon emissions; and (3) assessing the climate change resiliency of each project and decision. Motion No. 36 Mr. Adel, Member for Copperbelt North THAT this House urges the Government of Yukon to continue to adopt immigration initiatives that: (1) ensure that employers have access to workers; and (2) help attract skilled workers to Yukon. 33. Motion No. 37 Ms. Van Bibber, Member for Porter Creek North THAT this House urges the Government of Yukon to work with the City of Whitehorse and local community associations to address traffic concerns by: (1) providing support and funding for the installation of crosswalks and other traffic-calming measures; and (2) providing the necessary infrastructure funding to support upgrades to roads. 34. Motion No. 43 Ms. McLeod, Member for Watson Lake THAT this House urges the Government of Yukon to develop an action plan to recruit and retain nurses in our communities while supporting them so they can live there long-term. 40. Motion No. 44 Ms. McLeod, Member for Watson Lake THAT this House urges the Government of Yukon to ask the Government of Canada to reverse its cuts to health care for members of the Canadian Armed Forces. 41. Motion No. 46 Mr. Istchenko, Member for Kluane THAT this House urges the Government of Yukon to increase opportunities for tourism in the Kluane region by: (1) meeting with Parks Canada, the Village of Haines Junction, local First Nations, businesses, the St. Elias Chamber of Commerce, local advisory councils, and residents to discuss shared priorities in promoting the Kluane region; and (2) allocating a portion of the $1.8 million received from the Government of Canada to ensure that all Yukon regions and communities are promoted in future Yukon Now commercials, including having a specific commercial focused on the Kluane region and Kluane National Park. 43. Motion No. 47 Mr. Istchenko, Member for Kluane THAT this House urges the Government of Yukon to work with the Government of Canada, Champagne and Aishihik First Nations, , local communities, chambers of commerce, businesses, organizations, and community members to increase access to the front ranges of Kluane National Park and Reserve of Canada along the Haines Road and Alaska Highway for the purpose of creating more land- and air- based tourism and business opportunities. Motion No. 49 Mr. Istchenko, Member for Kluane THAT this House urges the Government of Yukon to initiate consultations with Yukon residents about the elimination of daylight saving time in Yukon and report back the results of that consultation to this House before the conclusion of the 2020 Spring Sitting. 46. Motion No. 52 Mr. Hutton, Member for Mayo-Tatchun THAT this House recognizes the significant economic contribution that the Minto mine makes to and to the residents of and the economic contribution that the mining sector makes to Yukon's economy.

Motion for the Production of Papers No. 2 Mr. Cathers, Member for Lake Laberge THAT this House do issue an order for the return of any evidence the Government of Yukon may have that legal cannabis sales have displaced black market sales.
