Input Sought in Development of Faro Mine Remediation Plan
FOR RELEASE Jun 9, 2017 Input sought in development of Faro mine remediation plan The Faro Mine Remediation Project is starting a six-month public engagement process and seeking input on the remediation plan for the Faro mine site. The first phase of the consultation process will focus on gathering feedback on key environmental and socio-economic interests linked to the Faro mine site. These include items such as water quality, fish and fish habitat, plants, wildlife, local and traditional land uses, recreational uses, economic opportunities and other interests. Comments can be provided by completing an online questionnaire or attending public community meetings. The submissions received will be used to consider the impact of the proposed remediation project’s activities on the economy, people and the environment and will form part of a project proposal to be submitted to the Yukon Environmental and Socio-economic Assessment Board (YESAB). Such a perspective frequently conflicts with settler societies’ view of water as a ‘‘resource’’ that can be owned, managed, and exploited. Although rarely articulated explicitly, water conflicts are rooted in ontological differences between Indigenous and settler views of water. Furthermore, the unequal water governance landscape created by settler colonialism has perpetuated the suppression of Indigenous ways of conceptualizing water. This paper thus examines the ‘‘political ontology’’ of water by drawing on insights from the fields of critical Indigenous studies, post-humanism, and water governance. Additionally, we engage a case study of four Yukon First Nations (Carcross/Tagish, Kluane, Tr’onde¨kHwe¨ch’in, and White River First Nations) in the Canadian North to examine their water ontologies through the lens of a politics of kinship including ideas about ‘‘respecting water.’’ We also examine the assumptions of settler- colonial water governance in the territory, shaped by modern land claims and self-government agreements. We close by discussing the implications of Indigenous water ontologies for alternate modes of governing water. It reviews participation in planning in the Yukon over several years by examining Aboriginal perspectives on land and environment in six completed plans. A new paradigm for planning may well emergein which Aboriginal aspirations and perspectives are not subsumedunderconventional western planning moresand methodologies. Over the pastfifteen years comprehensive land claim agreements, the emergence of Native self-government, and the acceptance by Federal agencies of the reality that resource management in the north cannot beeffectivelyfacilitatedwithout Native involvement have been factors leading to increased First Nations involvement in land-plan- ning processes. -

This council was to be entirely composed of persons appointed by the Governor in Council. In 1899 the Parliament of Canada amended the Act to increase the size of the council by adding two elected members to it. A further amendment in 1902 added three more elected members to the council. In 1908 the Act was again amended to provide for an entirely elected council of 10 members. Prior to the 1978 general election, Members were elected to the territorial council or legislative assembly as independent members. Some, however, had known federal political affiliations. That is what is noted in the ‘Party’ column for those members elected prior to 1978.
