Executive Summary The SRES is one half of the Australian Government’s Renewable Energy Target and offers upfront rebates to consumers installing small-scale solar power systems. This cost is borne by all electricity consumers as a levy charged per kWh of consumption. Solar power installations continue to accelerate, driven by: o Cheaper component costs; o Increasing adoption in the commercial sector; o Policy drivers in Victoria and South Australia and soon NSW In early 2018, Demand Manager forecast the cost of the SRES in 2018 to total $1.3 billion. Actual cost of the SRES in 2018 was in the order of $1.2 billion1. In our LOW case scenario, Demand Manager forecasts the economy-wide cost of the SRES to increase 30% in 2019 to $1.56 billion. -

To those outside politics, Nathan Rees's installation as Premier came as a bolt from the blue. But forces working against Morris Iemma had been gathering for months. As a number of Labor insiders tell it, his unwavering support for privatisation of the state's power industry was not the only cause of Iemma's downfall. The NSW Labor headquarters in Sussex Street, under the leadership of its secretary, Karl Bitar, 37, had tu rned against Iemma months before when his disapproval ratings soared. Iemma told colleagues he detected a change in Bitar's attitude towards him from about Christmas. "By March you could see that Morris was doing worse than the party," a source said. "The punters out there thought they had been conned; Morris came in as premier and said it was a new government. They had given him the benefit of the doubt and progress had not been made. So the electorate was pissed off." Against the drum-beat of the polls, the privatisation debate was growing steadily more bitter. Party bosses had kept a tight lid on the festering tensions over electricity during last year's federal election campaign. But once that was out of the way, all bets were off. "Karl Bitar and Joh n Robertson [the UnionsNSW boss] did nothing else from the Monday after the federal election until the state party conference in May except try to manage the electricity debate," said a source. -

In Australia, off-grid electricity accounts for 6% of total generation. At present these needs are met through the use of fossil fuels, resulting in a high electricity cost, and environmental consequences. With the present drive towards reducing greenhouse gas emissions and increasing the use of renewable energies, there is an opportunity to transition from the use of fossil fuels in remote locations to the use of renewables. In this regard, the hybridisation of renewable technologies with diesel generators has been shown to improve reliability and increase penetration. This project aims to explore the use of a hybrid renewable energy system consisting of solar photovoltaic (PV) with battery storage, concentrating solar thermal (CST) with thermal storage and diesel generators for off-grid power generation. The analysis considers two major consumer groups, viz. mining sites and communities, at three locations – Newman, Port Augusta and Halls Creek. In particular, the solar thermal system explored utilises a supercritical carbon dioxide power cycle, due to the suitability of this technology at scales appropriate for off-grid use. -

For the commercialization of CSP technology, economically competitive costs of electricity generation is one of the major obstacles. However, studies of electricity generation cost analysis for CSP systems in China, particularly for the tower systems, are quite limited. This paper conducts an economic analysis by applying a levelized cost of electricity (LCOE) model for 100 MW tower CSP plants in five locations in China with four different molten-salts for thermal energy storage (TES). The results show that it is inappropriate to build a tower CSP plant nearby Shenzhen and Shanghai. The solar salt (NaNO3-KNO3, 60-40 wt.%) has lower LCOE than the other three new molten-salts. In order to calculate the time when the grid parity would be reached, four scenarios for CSP development roadmap proposed by International Energy Agency (IEA) were considered in this study. It was found that the LCOE of tower CSP would reach the grid parity in the years of 2038–2041 in the case of no future penalties for the CO2 emissions. -

Queensland Ian Ward In mid-August and at the height of an election focused upon on the contest between the major parties and their leaders, the mayors of Richmond, Hinchinbrook, Mount Isa and several other north Queensland local councils announced they would lobby the Local Government Association of Queensland (LGAQ) to press for the creation of a separate State. In Kennedy, Bob Katter— en route to achieving a primary vote of 46.7 per cent and a comfortable victory—hoped this would be a spark to ‘light the fuse’ (Vogler 2010). This serves to remind readers that Queensland is a large, diverse, decentralised State with distinctive political geography and culture. There is a further lesson here. In the colourful language of Bob Katter, the north Queensland mayors had had ‘a gutful of the blood-sucking establishment of the south’ (Calligeros 2010). In Queensland, the ALP suffered a (two-party preferred) swing of 5.58 per cent—larger than in New South Wales (4.84 per cent), and more than double the Australia-wide swing from Labor of 2.58 per cent. Prior to the 21 August poll, Queensland was widely tipped as a State in which the election would be decided because of the number of seats held by narrow margins. Each side ‘launched’ its campaign in Brisbane. In the last week of the campaign, Brisbane also played host to a televised forum in which the two leaders fielded questions from an audience of swinging voters. As a further pointer to the State’s perceived importance, beginning well before the campaign proper and when Kevin Rudd remained Prime Minister, the leaders of both major parties made repeated visits to Queensland regions. -

Concerns for the environment saw the emergence in the 1980s of a number of environmental groups, some contested elections, with successes in Western Australia and Tasmania. An important development was the emergence in the next decade of the Australian Greens as a unified political force, with Franklin Dam activist and Tasmanian MP, Bob Brown, as its nationally-recognised leader. The 2004 and 2007 Commonwealth elections have resulted in five Australian Green Senators in the 42nd Parliament, the best return to date. This paper discusses the electoral support that Australian Greens candidates have developed, including: • the emergence of environmental politics is placed in its historical context • the rise of voter support for environmental candidates • an analysis of Australian Greens voters—who they are, where they live and the motivations they have for casting their votes for this party • an analysis of the difficulties such a party has in winning lower house seats in Australia, which is especially related to the use of Preferential Voting for most elections • the strategic problems that the Australian Greens—and any ‘third force’—have in the Australian political setting • the decline of the Australian Democrats that has aided the Australian Greens upsurge and • the question whether the Australian Greens will ever be more than an important ‘third force’ in Australian politics. -

On Wednesday, 23 October, during the summing-up of his Estimates debate, the Honourable Minister for Tourism, Sport and Racing used several unparliamentary words in reference to the honourable member for Sherwood. The honourable member for Sherwood was not present in the Chamber at the time and therefore was unable to take a point of order and ask for a withdrawal. As a result of this incident, today a meeting of the Temporary Chairmen was held and, in conformity with the practice of the House, it will be the policy of the Chair that when unparliamentary language is used and the honourable member aggrieved is not present in the Chamber, the Chair will intervene and order the withdrawal of the offending words. The Standing Orders will be enforced by the Chair to ensure proper conduct in the House. I ask the Acting Clerk to read the petitions lodged. The Sydney Morning Herald of 27 August 1925 reported the first speech given by a female Member of Parliament (hereafter MP) in New South Wales. In the Legislative Assembly on the previous day, Millicent Preston-Stanley, Nationalist Party Member for the Eastern Suburbs, created history. According to the Herald: ‘Miss Stanley proceeded to illumine the House with a few little shafts of humour. “For many years”, she said, “I have in this House looked down upon honourable members from above. And I have wondered how so many old women have managed to get here - not only to get here, but to stay here”. The Herald continued: ‘The House figuratively rocked with laughter. Miss Stanley hastened to explain herself. “I am referring”, she said amidst further laughter, “not to the physical age of the old gentlemen in question, but to their mental age, and to that obvious vacuity of mind which characterises the old gentlemen to whom I have referred”. Members obviously could not afford to manifest any deep sense of injury because of a woman’s banter. They laughed instead’. Preston-Stanley’s speech marks an important point in gender politics. It introduced female participation in the Twenty-seventh Parliament. It stands chronologically midway between the introduction of responsible government in the 1850s and the Fifty-first Parliament elected in March 1995.
