E-mail: [email protected] Original: English Web site: www.euro.who.int The current status of the tobacco epidemic in Poland ABSTRACT This report was prepared within the framework of the current biannual joint cooperation agreement between the World Health Organization and the Ministry of Health of Poland as an element in the implementation of the Bloomberg Global Tobacco Control Initiative. Poland was one of the countries that pioneered the tobacco control effort. In 1995 it passed the Act on Protection of Health against the Consequences of the Use of Tobacco and Tobacco Products, amended multiple times since then. In 2006 Poland joined the Framework Convention for Tobacco Control. This report presents the current spread of tobacco-smoking in Poland, including the health and social aspects, epidemiological data and economic, legal and political issues. The report also seeks to define key areas in need of improvement and the consequential priorities of tobacco control policy in the medium term. Between the rivers Brda and Vistula, the diverse architectural designs and the unique musical scenario of Bydgoszcz attract tourists all year round. The WiFi4EU voucher has allowed the municipality to renew their public Wi-Fi network while creating opportunities for the development of eServices for citizens and tourists. Seeking to know more about the implementation of the EUR 15,000 voucher in Bydgoszcz, the WiFi4EU team spoke with Janusz Popielewski, Chief Information Officer. The city is not new to European initiatives and funds therefore the Local Council happily welcomed the European Commission grant for high-speed Wi-Fi connectivity. “The entire process was very simple for us. The competition rules were simple enough and everything was well described. It did not require filling in complicated applications, and the final payment was carried out without our mediation, which further simplified the entire process”, explained Popielewski. The WiFi4EU voucher won during the first call has been channelled towards the modernisation of the city’s already existing public Wi-Fi network. The municipality largely invested in a network able to cover relevant indoor and outdoor areas throughout Bydgoszcz. Thanks to WiFi4EU and the municipality’s additional funding, a total of 90 access points were purchased and located in the territory.

    City Profile Bydgoszcz City Profile Bydgoszcz Introduction Bydgoszcz is a city located in northern Poland, on the Brda and Vistula rivers and is home to a population of 363,020 (2011). It is the largest city in the Kujawsko-Pomorskie (Kujawy and Pomerania) region and the eighth largest city in Poland. The Voivode’s office and majority of central government authorities are situated in Bydgoszcz. The city is located at one of the biggest railroad junctions in Poland, where two important lines cross (the east-west and the north-south lines). The major economic activities of Bydgoszcz include trade, construction, transport and storage industries. In 2004, Bydgoszcz opened an industrial and technological park over an area of 283 hectares, an attractive place for business. The city of Bydgoszcz started its work on climate protection issues in 2009 as a result of involvement in the international LAKS project (Local Accountability for Kyoto Goals), implemented within the LIFE+ programme. The aim of the project was to increase the awareness and responsibility of local authorities, businesses and citizens for actions to mitigate climate change and to implement the commitments of the Kyoto Protocol. In order to find out the sources of greenhouse gas (GHG) emissions, a respective inventory for 2005-2009 was carried out. The city then established a climate Mitigation and Adaptation Plan (MAP) that was approved by the City Council’s resolution in 2010. The plan set out an emission reduction target of 18.7% by 2020. In November 2011, the city joined the Covenant of Mayors. In 2012, the city of Bydgoszcz carried out the control GHG emission inventory for 2011.

    38 2000 Tobacco Industry Projects—a Listing (173 pp.) Project “A”: American Tobacco Co. plan from 1959 to enlist Professors Hirsch and Shapiro of NYU’s Institute of Mathematical Science to evaluate “statistical material purporting to show association between smoking and lung cancer.” Hirsch and Shapiro concluded that “such analysis is not feasible because the studies did not employ the methods of mathematical science but represent merely a collection of random data, or counting noses as it were.” Statistical studies of the lung cancer- smoking relation were “utterly meaningless from the mathematical point of view” and that it was “impossible to proceed with a mathematical analysis of the proposition that cigarette smoking is a cause of lung cancer.” AT management concluded that this result was “not surprising” given the “utter paucity of any direct evidence linking smoking with lung canner.”112 Project A: Tobacco Institute plan from 1967 to air three television spots on smoking & health.
