Draft HRA Scoping - North Norfolk District Council – Emerging Local Plan Executive Summary Habitats Regulations Assessment is required in accordance with the Conservation of Habitats and Species Regulations 2010, (amended 2012); in order to ensure that plans and projects do not have a likely significant effect on any European designated sites for nature conservation. Such plans or projects can only proceed if the competent authority is convinced they will not have an “adverse effect on the integrity of a European site”. Where there is uncertainty over the effects then the competent authority will need to demonstrate how these can be avoided and what mitigation can be put in place. A Local Plan is the subject of Habitats Regulations Assessment, which is the responsibility of the plan-making body (in this case North Norfolk District Council) to produce. This scoping report provides the background and review of evidence to support the commencement of screening and the final Habitats Regulations Assessment of the North Norfolk Core Strategy and Site Allocations documents. As such, the original version was published in January 2010. This revised version aims to continue to align the Kings Lynn IDB with biodiversity policy and more specifically, the Biodiversity document for England, “Biodiversity 2020: A strategy for Englands’ Wildlife and Ecosystem Services” and build on the Government’s 25 Year Environmental Plan; A Green Future. In doing so, the document strives to demonstrate the Board’s commitment to fulfilling its duty as a public body under the Natural Environment and Rural Communities Act 2006 to conserve biodiversity. Many of the Board’s activities have benefits and opportunities for biodiversity, not least its water level management and watercourse maintenance work. It is hoped that this Biodiversity Action Plan will help the Board to maximise the biodiversity benefits from its activities and demonstrate its contribution to the targets as part of the Biodiversity 2020 strategy and achieve wider environmental improvement within its catchments. The Board has adopted the Biodiversity Action Plan as one of its policies and subject to available resources is committed to its implementation. It will review the plan periodically and update it as appropriate.

    Norfolk Moth Survey c/o Natural History Dept., Castle Museum, Norwich, NR1 3JU Newsletter No.79 April 2011 INTRODUCTION Following the cold winter, we have already experienced some warmer days – and a few warmer nights, of course – as the new season gets underway again. Some recorders have reported reasonable catches, and some very interesting records. As well as a goodly number of Small Eggar sightings, two of the micros, Pammene giganteana and Acleris literana, are respectively the first and second Norfolk records for about a century. So far, we have two new additions to the county list to report, Ectoedemia heringella and Ocnerostoma friesei. The first of these is a leaf miner on holm oak, which apparently only arrived in Britain in 2002. It has been spreading slowly ever since and is well worth keeping a lookout for. Some exciting records have also been forthcoming following recent re-examination of some of the lepidoptera collections housed at the Castle Museum. These include a stunning specimen of Argent & Sable, bred from Costessey in 1935, together with confirmation of a couple of specimens of the rarer Cnephasias – pasiuana and conspersana. As well as the collections per se, it has been interesting to learn a bit about the lives of some the earlier entomologists working in the county. Summary This report provides a comprehensive analysis of current and projected visitor patterns to European protected sites across Norfolk. Visitor surveys were undertaken across Norfolk. The report is novel in that it combines data from multiple local authorities to predict changes in recreation use as a result of new housing planned across Norfolk. It also provides recommendations for mitigation and monitoring. The work was commissioned by Norfolk County Council/the Norfolk Biodiversity Partnership (NBP) on behalf of all local planning authorities across Norfolk. The surveyed locations covered a range of European Protected sites, locations that are afforded strict protection within the planning system due to their importance for nature conservation. All the locations are also sites with public access and a potential risk whereby increased recreation levels could be damaging. The work was carried out during 2015 and 2016 at 35 agreed sites. Analysis also drew on other data, for example planned residential growth (as allocated in current plans), provided by Norfolk County Council. The locations encompassed estuary, coast, heathland, wetland, grassland and woodland habitats. We grouped the points into seven broad geographic areas: the Brecks, the Broads, The East Coast, the North Coast, Roydon & Dersingham, the Valley Fens and the Wash.

    Habitats Monitoring and Mitigation Fund Project criteria Aim and purpose of the fund: Developers within the Borough Council of King’s Lynn and West Norfolk boundary are now required to pay a small levy of £55 per dwelling to the borough council in order to help monitor and mitigate the adverse effects of increasing visitor numbers to Natura 2000 sites* resulting from the development. These levies have been drawn together to create the Habitat Monitoring and Mitigation fund. The fund is being administrated on behalf of the Borough Council of King’s Lynn and West Norfolk by the Norfolk Coast Partnership. This fund operates on a competitive application basis to fund projects that will monitor and mitigate increasing visitor numbers to these sites in the borough of King’s Lynn and West Norfolk: • Roydon Common and Dersingham Bog SAC • The Wash and North Norfolk Coast SAC (Marine) • The Wash SPA • The North Norfolk Coast SAC/SPA • The Norfolk Valley Fens SAC (in West Norfolk) It also includes other Natura 2000 sites outside of King’s Lynn and West Norfolk: • Breckland SAC/SPA • The Norfolk Valley Fens SAC (all) • The River Wensum SAC • The Ouse Washes SAC/SPA Who can apply? Landowners and managers of applicable Natura 2000 sites, together with those of Suitable Alternative Natural Greenspace (‘SANGs’) and relevant Green Infrastructure projects will be entitled to apply to the fund.
