JOINT COMMISSION ON VEXILLOGRAPHIC PRINCIPLES of The Flag Institute and North American Vexillological Association ! ! THE COMMISSION’S REPORT ON THE GUIDING PRINCIPLES OF FLAG DESIGN 1st October 2014 These principles have been adopted by The Flag Institute and North American Vexillological Association | Association nord-américaine de vexillologie, based on the recommendations of a Joint Commission convened by Charles Ashburner (Chief Executive, The Flag Institute) and Hugh Brady (President, NAVA). The members of the Joint Commission were: Graham M.P. Bartram (Chairman) Edward B. Kaye Jason Saber Charles A. Spain Philip S. Tibbetts Introduction This report attempts to lay out for the public benefit some basic guidelines to help those developing new flags for their communities and organizations, or suggesting refinements to existing ones. Flags perform a very powerful function and this best practice advice is intended to help with optimising the ability of flags to fulfil this function. The principles contained within it are only guidelines, as for each “don’t do this” there is almost certainly a flag which does just that and yet works. An obvious example would be item 3.1 “fewer colours”, yet who would deny that both the flag of South Africa and the Gay Pride Flag work well, despite having six colours each. An important part of a flag is its aesthetic appeal, but as the the 18th century Scottish philosopher, David Hume, wrote, “Beauty in things exists merely in the mind which contemplates them.” Different cultures will prefer different aesthetics, so a general set of principles, such as this report, cannot hope to cover what will and will not work aesthetically. -

An Argument from Design
Raising the Standard: An Argument from Design Tony Burton Abstract The creative process and principles informing the design of some special purpose and other flags lead to conclusions for flag design in general. The dynamics of metaphor and shape- shifting are considered. The scope for greater pageantry and innovation in flag design is explored. Current national flags of complex or awkward design present a challenge. Possible remedies are suggested. To paraphrase a famous utterance, the known delivers the unknown, and as at least one national flag of recent vintage demonstrates, the unknown can lead to an unforeseen, but serendipitous result. Among the many instances of how not to design a flag, how to is more worthwhile. Vexillologists have higher standards. Culture and Nationalism — How were Music and Politics Related? The development of art, in particular the development of musical culture, has occasionally been influenced by strong political ideologies. Since musical development is strongly linked to the guiding principles of national policy, it can certainly be considered an important key for particular eras. Perhaps, the most striking example of this situation existed in Europe between the 19th and 20th centuries, a period characterized by the successive formation of new nations, each determining its own form of government. This occurred in several different contexts, for example, when nations (e.g., Hungary, Czech Republic, Poland, Norway, and Finland) were gaining independence from an empire, when nations were uniting with other nations from which they had previously separated (e.g., Italy and Germany), or when nations were undergoing a transition from monarchy to democracy (e.g., Great Britain and France). -

RIHA Journal 0066 | 26 February 2013 National treasure or a redundant relic: the roles of the vernacular in Czech art Marta Filipová Editing and peer review managed by: Iain Boyd Whyte, Visual Arts Research Institute Edinburgh (VARIE) Reviewers: Christopher Long, Tomáš Winter Abstract The article examines the reception of folk art in the visual culture of Bohemia and Czechoslovakia and focuses on the shift in the meaning of folk art in the period of early twentieth-century modernism. It examines closely the main attitudes and approaches to folk art in examples drawn from painting, sculpture and architecture as well as art theory in the Czech-speaking regions from the end of the nineteenth century until the early 1930s. This politically important period that saw the transformation of the Habsburg monarchy into new independent states, including Czechoslovakia, was also marked by the establishment of modernism in Central Europe. Many Czech artists were turning to more cosmopolitan ideas, while simultaneously they retained some of the ideas and ideals from the nineteenth century national revival. These shifts were reflected in the various roles folk art was given, ranging from its association with a nostalgic return to pre-industrial society, to an ideological tool of national revival, and to a redundant relic of the past. Folk art, therefore, is understood as a complex phenomenon, which disrupts the reading of modernism in Central Europe as a straightforward embrace of cosmopolitan ideas in the visual arts and art theory and that challenges the historical opposition between folk art and high art. Simultaneously, its central role in the formation of Central European modernism is emphasized as crucial to our understanding of Central European art in this period. -

John Huss and the Origins of the Protestant Reformation Trevor O’Reggio Seventh-day Adventist Theological Seminary Andrews University Introduction The Protestant Reformation of the 16th century is closely associated with Martin Luther, the great German Augustinian monk, who on October 31, 1517, nailed 95 theses on the bulletin board of the castle church in Wittenberg to protest against the abuses of the indulgences and called for a debate. This event was seen by many as the spark that ignited this remarkable religious reformation. However, Matthew Spinka is more accurate when he says this event was not the beginning of the Reformation, but the result of a reform movement that began two centuries before and was particularly effective during the conciliar period.1 During the prior two centuries before Luther called for a debate on the indulgence issue, and his eventual revolt against the church, there were many voices within the Roman Catholic Church who saw the deplorable conditions of the church and called for reform. Time and time again their voices were silenced. They were condemned as heretics and many were executed. But no sooner than their voices were silenced, others were raised up, calling for reformation.
